CHULA VISTA, CALIFORNIA
Held Tuesday, August 14, 1951
The City Council met in 4he Council Chamber at City Hall on the above date at
7:00 P.~. with the following Councilmen present: Riesland, Kidder, Logan.
Absent: Councilmen Hobel, DeWolfe.
Also Present: City Administrator Bryant, City Attorney Boyer, City Engineer Floyd,
Asst. City Engineer %~%eeler.
It was moved by Councilman Riesland, seconded %y Councilman Logan, and carried,
that Councilman Kidder act as ~ayor pro tempore in the absence of !~ayor Hobel.
Approval of ~inutes
It was moved by Councilman Riesland, seconded by Councilman Logan, and carried,
that the minutes of the City Council meeting held July 12, 1951 be approved, cop~es
having been mailed to the Council, with the addition that there were no protests to
the Board of Equalization at the meeting and none on file at the time of the meeting.
It was moved by Councilman Logan, seconded by Councilman Kidder, and carried,
that the minutes of the Planning Commission meetings held July 16 and August 6, 1951,
be approved, copies having been mailed to the Council.
Correspondence
The City Clerk read a letter from ~.'rs. Beryl G. Hannah protesting the removal
by the City of a fence at the rear of the F Street school property which adjoins her
property and on which were vines that she had planted. It .Nas moved by Councilman
Kidder, seconded by Councilman Riesland, and carried, that the City Attorney and the
City Engineer review the matter and determine the lot line and make a report to the
Council at the next meeting.
Ordinance No. ~37 - One Way Alleys - First Reading.
It was mo~ed by Councilman t~esland, seconded by Councilman Logan, and carried,
that the Ordinance be placed on its first reading. It was thereupon read in ful]o
~{r. William N. Drew appeared before the Council to protest the one-way alleys, stating
that he believed that they were of no benefit to the City and that there was no great
need for such a step, stating also tibet ti~ere was ~oo much parking in the alleys,
which should be eliminated. Councilman Logan stated that he would go along with ~.
Drew, inasmuch as there is too much parking in the alleys, ~nd that something should
be done about it, and that he was not in agreement with the $500.00 fine imposed as
penalty for violation of the Ordinance.
< Rohr Traffic Situation - l~r. Stewart.
~r. Y~le Stewart, representing Rohr Aircraft Corp., appeared before the Council
to ask that some action be taken to alleviate the traffic congestion which is now
present at the entrances and exits to ~]e Rohr parking lots. ~{r. Stewart presented
plans of the present traffic set up, Plan A, ~ith suggested solutions to the problem
in Plans B and C.

Alleviating Traffic Congestion at Robr Aircraft.
Offered by Councilman Riesland, read in full, passed, adopted and approved by the

AYES: Councilmen Riestand, Logan, Kidder.
NOES: None.
ABSENT: CounciLmen Hobel, D~.Volfe.
Recommendation by Planning Commission - Reappointment of ~r. Ramage and ?r. Stewart.
It was moved by Councilman Riesland, seconded by Councilman 'Logan, and carried,
that ~r. Ramage and ~r. Stewart be reappointed to the Planning Commission for a term
of four years, beginning July 1, 19~1o
Ordinance Nco ~3~ - Employee vacations - 2nd Reading.
It was moved by Councilman Riesland, seconded by Councilman Logan, and carried,
that the Ordinance be placed on its second reading. After th~ reading of the title,
it was moved by Councilman Riesland, seconded by Councilman Logan, and carried, that
the reading of the text be waived. The motion was carried by the follo~wing vote, to-wit:

Report. on Directional Signs - ~jor Floyd.
The Ci~' ~]gineer reported to the Council that he had investigated prices, sizes,
etc. of dinectional signs for the City and stated that he had arrived at a figure of
approximately $~O0.00. Yr. Walte~ P. Davis, Chairman of +~e Chamber of Commerce~ recom-
mended that approximately ~00.O0 be appropriated in order t~ take care o£ all the City's
needs. It was moved by Councilman Logan, seconded by Councilman ~idder, that the City
Engineer and lin. Davis be authorized to pt:'chase directional signs at a price not to
exceed ~O0.OO. The motion was carried by the following vote,

The Council directed the City Attorney to appear August 2~ 1951, at ~e rats
hearing before the P~b]dc Utilities Commission to enter a prot~st on behalf of the City
of Chula Vista to the proposed increase in rates reqne~ged by the California Water and
Telephone Co.

City Administrator Bryant read a letter from ~?r. Victor L. Wulff, Jr., Chair~n
of tbs Plar.ning Commission, requesting that im~e'Jiate steps be taken to obtain a full
time City Planner. It was moved by Councilman Logan, seconded by Co.uo~ilman Riesland,
and carried, that the City A~ministrator be authorized to find a City Planner for the
Planning Commission with the requirement that he work under the supervision of the
City Engineer, and that the position of City Planner be created i n the classified
service with a salary to co~ncmde w~ t.e b~dge~ pro ...... for
Harbor Commission
Co,mciLman Logan recommended to the Council that steps be taken to form a Uarbor
Commission for the City of Chula Vista. It was moved by Councilman Rissland, seconded
by Councilman Logan, and carried, that the City Attorney be instructed to prepare an
Ordinance creating a IIarbsr Commission.

Resolution No. 1253 - Authorizing the Execution of Agreement of Option

The City Clerk read a petition from the residents of Claire Vista Subdivision for
street lights. It was moved by Councilman Kidder, seconded by Councilman Riesland,
and carried, that the petition be referred to the City Administrator.
Pay Bills.
After examination by the entire Council, it was moved by Councilman Kidder,
seconded by Councilman Riesland, that Warrants No. 38h3 to 39~9 be approved for payment.

It was moved by Councilman Riesland, seconded by Councilman I~gan, and carried, that
