HomeMy WebLinkAboutcc min 1951/08/21MINUTES OF A REGULAR ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday, August 21, 1951 The City Council met in the Council Chamber at City Hall on the above date at 7:00 P.M. with the following Councilmen present: Hob, l, Riesland, Kidder Absent: Councilmen DeWolfe, Logan. Also Present: City Administrator Bryant, City Attorney Boy, r, City Engineer Floyd, and Asst. City Engineer Wheeler. ordinance No. 437 - Establishing O~e-way Alleys - 2nd reading. It was moved by Councilman Rlesland, seconged by Councilman Kidder, and carried, that the Ordinance be placed on its second reading. After the reading of the title, it was moved by Councilman Riesland, seconded by Councilman Kidder, that the rea~tn~ of the text be waived. The motion was carried by the following vote,to-wit: AV~Mt Councilmen Riesland, Kidder, Hobel. NOES t None ABSENT= Connc~l-~n DeWolfe and Logan Mr. William Drew appeared before the Council and presented a petition signed by sixteen property owners, or tenants, abutting alleys, protesting the passage of the Ordinance. Mr. Walter P. Davis had also appeared before the Council and presented a petition signed by fifty-seven property owners, or tenants, in fawo~-.of the passage of the ordinance. At this point, Councilman Logan arrived. cONDITION OF ACCEPTANCE - Kenwood Village #2, Lots C and D. It was moved by Councilman Riesland, seconded by Councilman Kidder, and carried, that the dedication of Lots C and D of Kenwood Village No. 2 have been offered to +_-be City of Chula Vista as a dedication and will be accepted by Resolution with the understanding that both Fig Ave. and Guava Ave., if extended to the South, will ~e extended with a 50 foot street right of way and improved with oil surfacing, side- walks, curbs, gutter, and end with a turning area of not less than 40 feet from curb to curb. Installation of curbs and gutters may be delayed until houses are constructed on land fronting on such streets. No liability in damages shall attach to the City of Chula Vista for failure to enforce the provisions ab,ye recited. None DeWolfe REPORT ON NANNAH FENDE MATT~ - City Eng!~-er Floyd, City Attorney Boysr. Major Floyd reported to the Council that according to a survey made, the fence was on school property. C~ty Attorney Boyer reported that Mrs. Hannah had no claim against the City; that the excavating had caused no damage; that the fence did not belong to her and was not located on her land; that it is her duty to protect her property from any future subsidence; that the only possible damage to her property 6aS~.~ysuckle vines which would only amount to $5.00 or $10.OO. It was decided that no action be taken on the matter at this time. Resolution No. 1256 - Ele~cting: to pay Water Tax from Municipe~ funds. Offered by Councilman Kidder, read in full, passed, adopted and approved by the following vote, to-~it: AYES: Councilmen Kidder, Nobel, Riesland, Logan. NOES: None ABS~T: DeWolfe -2- Resolution No. 12h§ - Establishing Parkin~ Meter Zones- Church and Landis Avenues Offered by Councilman Riesland, read in full, passed~ adopted and approved by the following vote, to-wit: AYES: Councilmen Riesland, Logan, Kidder, Hobel. NoES: None ABSENT: DeWolfe Resolution No. 1257 -Rogan Hills Improvement Plans. Offered by Councilman Riesland, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Riesland, Logan, Kidder, Hobel. NOES: None ABSENT: DeWolfe ApPRovAL OF CITY PLANNE~ City Administrator Bryant reported to the Council that the Planning Commission had unanimously approved Mr. Fred Wagner as City Planner~ and requested that he be authorized to hire Mr. Wagner. It was moved by Councilman Kidder, seconded by Councilman Logan, and carried, that Mr. Bryant be authorized to hire Mr.. Wagner under a temporary appointment in accordance with the provisions of the Civil Service Commission as to salary scale and job title. Ordinance No. 438 - Establishing a Harbor Commission. It was moved by Councilman Riesland, seconded by Councilman Logan, and cmr~ied, that the Ordinance be placed on its first reading. It was thereupon read in full. correspondence Mr. Bryant read a letter written to the Chief of Police from the Bureau of Narcotics recommending that Mr. Charles Woods, Detective Sergeant, Chula Vista Police attend classes in narcotics at San Francisco. Mr. Bryant requested that the Council ~-Ant Mr. Woods reasonable expanses for the trip, inasmuch as he is taking his own vacation time to attend the classes. It was moved by Councilman Kidder seconded by Councilman Logan, that Detective Woods be authorised to attend the school and that the City allow rail travel to and from San Francisco and actual expanses up to $10.OO per day. The motion was carried by the following vote, to-wit: AYE$: Councilmen Kidder, Hobel, Riesland, Logan. NOES: None ARBE~T: DeWolfe SURVEY OF TRAIL~2 COURTS Mayor Hobel suggested to the Council that an investigation by the Council be made of the trailer courts in the City, and that Mr. Bryant arrange an appointment with the County, State and City inspectors to make such an investigation with the Council.
