OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA, CALIFO~JIIA
Held Friday, December 28, 1951
The City Council met in the Council Chamber at City Hall on the above date
at 1:30 P.~. with the following Councilmen present: Hobel, Riesland, Logan.
Absent: Councilmen Kidder, DeWolfe.
~ 'PUBLIC~ HEARING ON A~ND~ TO ZONING ORDINANCE NO. 398
~. J. H. Tompkins spoke in favor of the amendment, stating the City was in need
of more t~3 zones and that the recommendations of the Planning Commission should be
followed in view of the many hours o£ study ~]ey had given to the matter.
Hr. Fielding, of the Southern Pacific Railroad, spoke against the amendment and
asked that no action be taken until ~le Chamber of Co~nerce and other groups had been
given time to make a thorough study of the proposed change.
Attorney Edwin Campbell appeared, representing ~s. Nelson and objected to the
inclusion of her property in the proposed zone change.
}~. Eichenla~, of the San Diego and Arizona Railroad, protested the amendment,
stating it was not good planning to put housing next to railroads. He suggested a
buffer street be run through the property leaving the property next to ~e railroad
in an M-2 zone. He also suggested the Chamber of Commerce be allowed to study the
matter before action is taken.
~r. Fred Wagner, City Planner, stated that the Planning Commission feels that
residential zones are more badly needed than industrial zones, as there are approxi-
mately 7~0 acres available west of Bay Boulevard for industry as weR1 as sites to be
made available by future tide land development.
~ayor qobel remarked that Rohr tircraft would be carrying on an expansion pro-
gram in Chula Vista, instead of going elsewhere if there had been housing available
for employees. There is no need for more industrial sites if there is no housing
for workers.
ORDINANCE NO. hh3 - Amending Zoning Ordinance No. 395.
It was ~!oved by Councilma~ t{iesland, seconded by Councilman Hobel, and carried,
that the Ordinance be placed on its first reading. It was thereupon read in full.

it was moved by Cotmcilman Riesland, seconded by Councilman Logan, and carried,
that the meeting adjourn, sine die.
