HomeMy WebLinkAboutcc min 1952/04/15MINUTES OF A REGULAR ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held April 159 1952 The City Council met in the Council Chambers of the City Hall on the above date at 7:00 o'clock P.M. with the following members present: Councilman Hobel, Riesland, Logan, DeWolfe, Wulff. Absents None Also Present: City Administrator Bryant, City Attorney Boyer, City Engineer Floyd, City Planner Wagner. d /CANVASS OF VOTES The Council proceeded with the canvass of votes cast at the General Municipal Election held Tuesday, April 8, 1952, according to the procedure set forth in the Statutes. RESOLUTION NO. 1318 - Declaring results of election. Offered by Councilman Riesland, read in full, passed, adopted, and approved by the following vote, to wits AYES: Councilman Riesland, Logan, DeWolfe, Wulff, Hobel. NOSS: None, ABSENT: None. STATEMENT OF CITY CLERK I, KENNEM P. CAMPBELL, City Clerk of the City of Chula Vista, California, DO HEREBY CERTIFY AND DECLARE that the City Council of the City of Chula Vista, at an adjourned regular meeting duly held on April 15, 1952, has duly and regularly canvassed the returns of the General Municipal Election, held in the City of Chula Vista and Chula Vista City School District, on April 8, 1952, and has declared the results as follows: -- That the whole number of votes cast in the City and the Chula Vista City School District was 2,584. There were no other measures to be voted upon and the following persons were voted for to fill three offices on the City Council. James L. Kobel for Councilman Aaron A. Riesland for Councilman Victor L. Wulff, Jr. for Councilman George C. Callahan for Councilman Richard J. Halferty for Councilman Lorenz C. Koester for Councilman Paul P. Leone for Councilman The following persons were voted for to fill five offices on the Board of Education Chula Vista City School Districts Hazel Goes Cook for member of said Board of Education Robert L. Mueller for member of said Board of Education Winifred E. Provence for member of said Board of Education Henry Rienstra for member of said Board of Education Belford E. Gunderson for member of said Board of Education Robert H. King for member of said Board of Education Wilson R. Seacord for member of said Board of Education Attached hereto and made a part hereof is a list of persons voted for, together with the number of votes they-"ceived in each precinct and the total votes received in the election. ADMINISTRATION OF OATH At this time, the Oath of Office was administered, by the City Clerk, to the Members elected to the City Council and the Chula Vista City School Board. 16�'SEATING OF NEW COUNCILMAN Councilman Wulff retired, and Councilman Halferty took his place at the Council table. APPOINTMENT OF MAYOR AND MAYOR PRO TEMPORE Each Councilman was given a ballot and asked to indicate his choice for Mayor and Mayor Pro Tempore. The results of the vote showed five votes for Councilman Riesland for Mayor and five votes for Councilman DeWolfe for Mayor Pro Tempore. Councilman Riesland was thereupon seated as Mayor. e BUS STOP BENCHES Mrs. Dan Gould, 501 Third Avenue, appeared before the City Council to protest placement of a bus stop bench in front of her property. Councilman Halferty stated that the bench had been removed. It was moved by Councilman Hobel, seconded by Councilman DeWolfe, and carried, that the matter be tabled for further investigation and the determination of a policy for providing benches at new sites. {v' PURCHASE OF LAND BY CALIFORNIA DIVISION OF HIGHWAYS Mr. John Putzer, California Division of Highways, appeared before the City Council regarding easement the City is attempting to get from Santa Fe, to the Old City Dump site. It was Mr. Putzer's opinion that should we obtain the easement, part of the property should be sold to the Highway Division, otherwise the whole site should be sold to the Highway Division. It was moved by Councilman Hobel, seconded by Councilman DeWolfe, and carried that City Administrator Bryant have an appraisal made of said property, and that action be deferred until such appraisal is received and a final determination received from Santa Fe Land Company regarding whether or not they will grant an easement to the City to provide access to this lot. APPROVAL OF PLANNING COMMISSION MINUTES OF APRIL 79 1952 It was moved by Councilman DeWolfe, seconded by Councilman Halferty, and carried, that the minutes of the Planning Commission meeting held April 7th be approved as mailed. ORDINANCE N0, 453 - Regulation of Parking Meters and Parking on New Parking Lot. It was moved by Councilman Hobel, seconded by Councilman DeWolfe, and carried, that Ordinance No. 453 be placed on its first reading. It was thereupon read in full. //'SINAL MAP - South Bay Subdivision Unit No. 1 - Henry Algert. It was moved by Councilman Logan, seconded by Councilman Hobel, and carried, that the final map of South Bay Subdivision No. 1 be approved, subject to final approval by the City Engineer and the execution of an improvement contract and filing the bonds required by the Ordinance. Page 4 RESOLUTION NO. 1319 - Dedicating Stafford -Gardner property for Guava Avenue. Offered by Councilman Hobel, read in full, passed, adopted, and approved by the following vote, to wits AYES: Councilman Hobel, Logan, DeWolfe, Halferty, Riesland. NOES: Nona. ABSENT: None. RESOLUTION NO. 1320.- Approving Improvement Agreement for Iona Alta Park. Offered by Councilman Logan, read in full, passed, adopted, and approved by the following vote, to -wit: AYES: Councilman Logan, DeWolfe, Halferty, Riesland, Hobel. NOES: None. ABSENT: None. S4 VACANCY ON THE PLANNING COMMISSION It was moved by Councilman Halferty, seconded by Councilman DeWolfe, and carried, that Victor L. Wulff, Jr. be appointed to fill the vacancy on the Planning Commission, created by the election of Mr. Richard J. Halferty to the City Council. ABSENTEEISM ON THE HARBOR COMMISSION It was moved by Councilman Hobel, seconded by Councilman DeWolfe, and carried, that City Administrator Bryant notify members of the Harbor Commission that they are requested to attend meetings or receive permission to be absent, recorded in the minutes, or resign from the aahKission. CAR FOR USE OF CITY ADMINISTRATOR BRYANT It was moved by Councilman DeWolfe, seconded by Councilman Hobel, and carried, that authorization be given City Administrator Bryant to purchase a 2 -door Chevrolet Sedan at a cost not to exceed $1800.00. Funds for this purpose to be secured from the Water Tax Fund. PAYMENT OF BILL FOR BAY VISTA NO. 3 SEWER TRUNK LINE It was moved by Councilman Hobel, seconded by Councilman Logan, and carried, that City Administrator Bryant be authorized to pay $1315.00tfor Sewer extension on Warrant No. 4950, by the following vote, to -wit: AYES: Councilman Hobel, Logan, DeWolfe, Halferty, Riesland.
