OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA
Held Tuesday, July 15, 1952
The Council met in the Council Chamber at City Hall at 7:00 P.M on
the above date with the following Councilmen present: Riesland, Hobel, DeViolfe,
Halferty.
Absent: Councilman Logan
Also present: Chief Administrative Officer Bryant, City Attorney Boyer,
City Engineer Floyd and City Planner Wagner.
BIDS FOR H. STREET IMPROVE1I1ENT
This being the time and place, as advertised, for the opening of
bids for the improvement of Fi. Street between Bay Boulevard and National
Avenue, the Chief Administrative Officer announced that four bids had been
received. The bids were thereupon opened and publicly read. They were as follows:
Dennis Construction Co. $58,011.92
Sim J. Harris 55,894.80
Griffith Construction Co. 57,450.94
Daley Brothers 56,693.40
Mr. Ray Beuthel, District Office Engineer of the State Division of
Highways, informed the Council that the bid could not be awarded as the lowest
bid was above the engineers estimate of U0,627.62, and that financing would
have to be worked out before any action could be taken. It was moved by
Councilman Hobel, seconded by Councilman DeWolfe, and carried, that the bids be
referred to the City Engineer and the City Attorney for study and consultation
with the Division of Highways, and report back.
RESOLUTION No. 1341 Approving Contract for Sale of Right -of -Way
to State Highway.
Offered by Councilman Hobel, read in full, pawed, adopted and approved by
the following vote, to -wit:
AYES: Councilmen Hobel, DeYfolfe, Halferty, Riesland
NOES: None
ABSENT: Councilman Logan
RESOLUTION No. 1342 Directing execution of Grant Deed - State Highway
Offered by Councilman De7iolfe, read in full, passed, adopted and approved by
the following vote, to -wit:
AYES: Councilmen Delffolfe, Halferty, Riesland, fiobel
NOES: None
ABSENT: Councilman Logan
CORRESPONDENCE A letter was read from "Tr. J. H. Tompkins, offering
the City the property at the corner of Church Avenue and Davidson Street, as a
possible parking lot. The price - $54,000.00
It was moved by Councilman Hobel, seconded by Councilman galferty, and carried,
that the Mayor appoint a committee to study parking lot needs and possibilities
in that section of the business district.
Mayor Riesland appointed Councilmen Hobel, Deolfe., and Halferty and Chief
Administrative Officer Bryant as the Committee.
VACATION RELIEF EMPLOYE; HIRED
Chief Administrative Officer Bryant asked permission to hire Mrs. Darlene
Fanning as vacation relief help in the various departments. It was moved by
Councilman Hobel, seconded by Councilman Detoolfe, and carried, that the Chief
Administrative Officer be authorized to hire the necessary vacation relief help.
X PURCHASE OF STENO MACHINE
It was moved by Councilman Hobel, seconded by Councilman Halferty, and
carried, that the Chief Administrative Officer be authorized to purchase a
Steno Fachine at the price of $225.00. The motion was carried by the follow-
ing vote, to -nit:
AYES: Councilmen Hobel, DelVolfe, Halferty, Riesland
NOES: None
ABSENT: Councilman Logan
'<,.DATE FOR PUBLIC HEARING ON ZONE VARIANCE SET
City Planner Wagner reported that the Planning Commission had passed Resolutions
granting zone variances for nursery schools at 194 H. Street and 478 Second
Avenue. Since the variance was granted letters in the nature of an appeal
have been received protesting the granting of the variances, thus necessitating
a public hearing by the Council. It was moved by Councilman Hobel, seconded by
Councilman Halferty, and carried, that a public hearing on the zone variances
be held in the Council Chambers, August 1, 1952, at 2:00 P.M.
RESOLUTION No. 1343 Approving agreement for the construction of improvements
in Sheryl Park
Offered by Councilman Hobel, read in full, passed, adopted and approved by the
following vote to -wit:
AYES: Councilmen Hobel, DeWolfe, Halferty, Riesland
NOES: None
ABSENT: Councilman Logan
RESOLUTION No. 1344 Approving agreement for the construction of improvements
in Wesley Park No. 2
Offered by Councilman DeWolfe,
the following vote to -wit:
AYES: Councilmen DelVolfe,
NOES: None
ABSENT: Councilman Logan
\l SPECIAL CENSUS AUTHORIZATION
read in full, passed, adopted and approved by
Halferty, Riesland, Hobel
Chief Administrative Officer Bryant read a letter from the Department of Commerce
stating that the estimated cost of conducting a special census in Chula Vista
was $2660.00. It was moved by Councilman Uel[olfe, seconded by Councilman Hobel,
and carried, that Yr. Bryant be authorized to spend $2660.00 to conduct a
special census.
CORRESPONDENCE A letter was read from the Carlsbad Chamber of Commerce
inviting the Councilmen and any others interested to attend the installation
ceremonies of the newly incorporated City of Carlsbad, to be held July 19, 1952.
Mr. Fred Wagner was asked to be the official representative from Chula Vista.
The Council indicated that a car would be available for use at the League of
California Cities Convention in San Diego, as requested in a letter from the
League.
REPORT ON 1911 ACT Chief Administrative Officer Bryant reported on his talk
with ^,Tr. Robert Barton of O'Melvany & Pavers and Ifs. Thornton of the City
Attorney's office, San Diego, that both were willing to cooperate and give any
help needed in regard to the city's proposed 1911 Act Project. Both were of
the opinion that it would be best to improve main streets by general obligation
bonds and the residential streets, curbs and sidewalks by 1911 Act. Also
that it was best to divide the city in small districts rather than attempting
to do the city as a whole. It was moved by Councilman Hobel, seconded by
Councilman De'd.'olfe, and carried, that Chief Administrative Officer Bryant be
authorized to expend up to $5000.00 for engineering and other expenditures in
the preparation of a program of general street improvements in the City.
The Potion was carried by the following vote to -wit:
AYES: Councilmen Hobel, De,,7olfe, Halferty, Riesland

ABSENT: Councilman Logan
ADJOURIO ENT It was moved by Councilman Hobel, seconded by
Councilman DeWolfe, and carried, that the meeting adjourn
to August 1, 1952 at 2:00 P. D4.
