HomeMy WebLinkAboutcc min 1952/08/19MINUTES OF AN ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA CALIFORNIA Held Tuesday, - August 19, 1952 The Council met in the Council Chamber at City Hall at 7:W P.M on the above date with the following Councilmen present: Riesland, Hobel, Logan, DeWolfs Absent: Councilman Halferty Also presents Chief Administrative Officer Bryant, City Attorney Boyer, City Engineer Floyd, City Planner Wagner, and Assistant to the City Engineer Bailey AWARDING BIDS - H. Street improvement between National Avenue and Bay Boulevard Two bids for the improvement of H. Street between National Avenue and Bay Boulevard were opened at 2:uU P.M. August 19, ad advertised. The bids received were as follows: Sim J. Harris $40,071.34 Daley Corporation 382285.62 The bids were studied by the City Engineer and found to be in order. It was moved by Councilman Hobel, seconded by Councilman Logan, and carried that the low bid of $38,285.62 by the Daley Corporation be accepted. The motion carried by the following vote to -wits AYES: Councilmen Hobel, Logan, DeWolfe, Riesland NOESs None ABSENT:Councilman Halferty Councilman Halferty arrived at this time. TENTATIVE MAP — Glenhurst Subdivision It was moved by Councilman DeWolfe, seconded by Councilman Nobel, and carried, that the action of the Council at their August.,12th meeting regarding the tentative map of this subdivision be recinded, and that the tentative map of Glenhurat Subdivision be approved. Further study and consideration of this map had been made since August 12th. J. H. TOMPKINS LETTER - Parking Lot Site A letter was read from J. H. Tompkins submitting for the Council's consideration two late at the Northeast corner of Landis and Davidson, as suitable parking lots. One lot was priced at $79,000 and the other at $52,500. It was moved by Councilman Nobel, seconded by Councilman DeWolfs, and carried that the letter from Mr. Tompkins be referred to the Planning Commission for recommendation as to its desirability for parking lot purposes. RESOLUTION No. 1352 Establishing manner and extent of improvements in subdivisions. Offered by Councilman DeWolfe, read in full, passed, adopted and approved by the following vote, to -wit: AYES: Councilmen Dewolfe, Halferty, Riesland, Hobel, Logan NOffi s Norse ABSENT Nome There was some discussion as to whether or not the Resolution should apply to those subdivisions whose tentative maps had been approved. No action was taken. Attorney Boyer advised that no final map could be accepted unless it conformed to the Ordinance and this Resolution, unless the Resolution was expressly made to be effective and in full force at a specified future time. Mr. Arthur Lynda praised the action of the Council in passing this Resolution stating it was one of the beat ever passed by the Council. City Engineer Floyd stressed the need for an inspection deposit fee from subdividers and suggested that the Ordinance be changed to cover this need. Councilman DeWolfe once more brought out the need for codification of the City Ordinances. �<-APPOINTMENT OF HARBOR COMMISSION - Three Members A letter was read from Earl A. Mansell seeking appointment as a member of the Chula Vista Harbor Commission. Name submitted by the Councilmen for consideration were Everett Litchfield, Richard Turgon, Don Stocker, C. C. Alley, Lorenz Koester, John Putaer, and Percy Burnham. Slips were passed out upon which the Councilmen wrote the three men of their choice. It was moved by Councilman DeWolfe, seconded by Councilman Hobel, and carried, that Richard Turgon, Don Stocker, and Everett Litchfield be appointed members of the Harbor Commission, these three having received the majority of votes. It was moved by Councilman Halferty, seconded by Councilman Hobel, and carried, that Hobert Wilson and Ralph Cloyed be included on the Harbor Commission as ex -officio members. It was moved by Councilman Halferty, seconded by Councilman Robel, and carried, that Everett Litchfield and Don Stocker be appointed to fill the expired terms of Kyle Stewart and Joseph K. Stanley, each term to run until July 1, 1956, and that Richard Turgon be appointed to fill the unexpired term of Ralph Cloyed, who resigned, and whose term expires July 1, 1955. It was moved by Councilman Logan, seconded by Councilman Hobei,and carried that a vote of thanks be extended Mr. Stewart for his work on the Harbor Commission. P4ANNINO COMMISSION APPOINTMENT - One Appointment It was moved by Councilman Hobel, seconded by Councilman DeWolfe, and carried, that Mr. William Drew be re -appointed as a member of the Planning Commiasion for a full term to expire July 1, 1956. PARKS AND RECREATION COWISSION APPOINTMENTS - Five Appointments Names submitted for the Council's consideration were Richard Higgs, James Lincoln, Don M&cello, C. C. Alley, Kermit Maynard, C. V. Brown, Lorenz Koester, Dorothy Helm, Dwight Oove, and Clifford Kimball. Slips were passed out upon which the Councilmen wrote the five men of their choice. It was moved by Councilman DeWolfe, seconded by Councilman HobelW and carried, that C. V. Brown, Kermit Maynard, Clifford Kimball, James Lincoln, and Richard Higgs be appointed members of the Parks and Recreation Commission, these five having received the highest number of votes. REQUEST FOR TRANSFER OF TREE REMOVAL RESPONSIBILITIES City Planner Wagner, appearing for the Planning Commission, requested the transfer of tree 'removal responsibilities from the Planning Commission to the Park and Recreation Commission. It was moved by Councilman Halferty, seconded by Councilman Hobel, and carried, that Attorney Boyer be instructed to amend Ordinance No. 334 eliminating the tree removal duties from the Planning Commission. ORDINANCE No. 459 -Establishing purchasing department rules and regulations. It was moved by Councilman Logan, seconded by Councilman Halferty, and carried, that the ordinance be placed on its first reading. It was thereupon read in full. DATE SET FOR MASTER STREET PLAN MEETING It was moved by Councilman Hobel, seconded by Councilman Halferty, and carried, that the Council most with the Planning Commission on September 8th at 7suu P.M at their regular meeting, to discuss the master street plan. 10gill If l(011go)we):0to) 0 M#]1i71i1[lit lea It was suggested by Councilman Logan that Attorney Boyer prepare an Ordinance eliminating chickens and rabbits in the city limits. Councilman Riesland and Councilman DeWolfs thought we should consult other cities of comparable size to see what they are doing on the subject. After prolonged discussion it was moved by Councilman DeWolfe, seconded by Councilman Logan, and carried, that the matter be referred to City Attorney Boyer for study and report back at the next regular meeting with as comprehensive a report as possible. AUTHORIZATION FOR DIRECTIONAL SIGN - Third Avenue extension and Fourth Avenue Walter Davis, Manager of the Chamber of Commerce, asked authoriza- tion for the erection of a directional sign at Third Avenue Extension and Highland Avenue. It was moved by Councilman Hobel, seconded by Councilman DeWoife, that the sign be purchased and installed at a cost not to exceed $35 -Gu. The motiong carried by the following vote, to -wits AY&SS: Councilmen Hobel, Logan, DeWolfe, Halferty, Riesland NOES Clone ABSENT None RESOLUTION No. 1353 Approving agreement between Stafford -Gardner for sewer reimbursement as amended, and rescind Resolution No. 1334. Offered by Councilman Hobel, read in full, passed, adopted and approved by the following vote, to -wit: AYESs Councilmen Hobel, Logan, DeWolfe, Halferty, Riesland NOBS None ABSENT None CRDINANCE No. 460 - Prostitution Control Ordinance It was moved by Councilman Hobel, seconded by Councilman Logan, and carried, that the Ordinance be placed on its first reading.
