HomeMy WebLinkAboutcc min 1953/03/24 ~INUTES OF AN ADJOURNED MEETINU OF THE CIT~ COUNCIL OF THE CIT~ OF CHULA VISTA, California Held Tuesday March 24, 1953 The Council met in the Council Chmw~®r at City Nall at 3:00 P.M. on the Above Date, with the following Councilmen present t Councilmen: Rias~nd, Logan, Nobel, DeWolfe, Nalferty Absent: Councilm~n None Also present, Chief Aaministrative Officer Bryant, City Attorney Boyer, City Engineer Floyd, Assistant to the City Engineer Wheeler, City Planner Wagner APPOINTMENT OF SWIMMING POOL WORKING CO~TT~,~ Ma~or Rlesland appointed Councilman DeWolfe, Wes Mohr, Kermit Maynard, and Clifford ~t~hall as a working Core'tree for the gymnasium and swimming poolg It was moved by Councilman Logan, seconded by Councilman Nobel, and carried, that the Committee be approved. It was moved by Councilman Hobel, seconded by Councilman Logan, and carried, that ~rmit Maynard be appointed Chairman of the Committee. ~"PUBLIC HEARING ON THE ANNEXATION OF COUNTRY CLUB VILLAS No. 2 This being the time and place, as advertised, for hearing protests against the proposed annexation of territory known as "Country Club Villas No. 2., Mayor Riesland called for protests from the audience. There being no protests, either oral, or written, from property owners within the territory proposed to be annexed, or otherwise, it was moved by Counc~lma, Hobel, seconded by Councilman DeWolfe, and carried, that the public hearing be closed. ORDINANCE No. 471 - Annexation of Country Club Villas No. 2 - let reading It was moved by Council DeWolfe, seconded by Councilman Na~ferty, and carried, that the Ordinance be placed on its first reading. It was thereupon read in full~ ~ McCAUSLAND PROPERTY - Fourth Avenue and F. Street L A letter was read from Mrs. William McCausland offering her property at .the corner of Fourth Avenue and F. Street to the City for $20,000.00. Also a co~prehensive report from Mr. Nal G. Hotchkiss, appraiser for Mrs. McCausland, was read to the Council. Both letter and report are on file in the City Clerk's office. The Council felt less cri~icism would he due from the public if the City had its own appraisal made. It was moved by Councilman Nobel, seconded by Councilman DeWolfe, and carried, that Chief Aaministrative Officer Bryant be authorized and instructed to have an appraisal made of the property for the City. CIVIL DEFENSE REQUEST FOR WALKIE-TA~X~ES - Walter P. Davis Walter Davis Secretary of the Chamber of Commerce, asked that the purchase of twenty-~ive Walkie-Talkies for $1300.O0 be considered in the proposed budget for 1953-54. The need for the Walkie-Talkies was in case San Diego was knocked out, ChulaVista, under the present set-upwouldbewithout communications. ~/ ROSEVIEW SUBDIVISION - Final Map It was moved by Councilman Hobel, seconded by Counci~ Nalferty, and carried, that the final map ~ improvement plans of Roeeview Subdivleionbe accepted upon the execution by the owner of a contract with the City of Chula Vista for the installation of ~m?rovements and the posting of a bond guarantee~ ing the performance thermof, which contract a~ bond shall he first approved by the City Attorney as to form and legality. BESOLUTION No. lb20 - Approvin~ a~ree~ent for the construction of ~provements in RoseView Subdivision Offered by Councilman Hobel, read in full, passed, adopted and approved by the following vote to-wit: AYES: ~5~ilmen Hobel, Logan, DeWolfe, Halferty, Riesland Noes: None Absent: None PEPPERTREE LANE T~act No. 2 - Final Map It was moved by Counci~.~n Logan, seconded by Councilman Hohel, and carri.ed~ that the final map and improvement plans of Feppertree Lane Tract No. 2 Subdivision be accepted, upon the execution by the owner of a contract with the City of Chula Vista for the installation of improvements, and the posting of a bond, or the deposit of cash with a Trust Company, guaranteeing the performance thereof, which contract and guaranty shall be first approved by the City Attorney as to form and legality. PEPPERTREE LANE Tract No. 3 - Final Map It was moved by Councilman DeWolfe, seconded by Councilman Halferty, and carried, that the Final Map and i,~rovemont plans of Peppertree Lane Tract No. 3 be accepted, upon the execution by the owner of a contract with the City of Chula Vista for the installation of i~provemonts and the posting of a bond, or the deposit of cash with a Trust Company, guaranteeing the performance thereof, which contract and guaranty shall be first approved by the City Attorney as to form and legality. AUTHORIZATION TO PAY ENGINEerING AID Chief ~m~nistrative Officer Bryant asked that $1198.50 be authorized to pay an Engineeri~ Aid needed to complete the field crew, at the rate of $282.00 per month'from February 9th to June 30th. It was moved by Counci~m~ tlohel, seconded by Councilm~u~ Logan, and carried, that the $119§.50 be authorized from unappropriated reserve account. The motion carried by the following vote, to-wit ~ AYES: Councilmen Hobel, Logan, DeWolfe, Halferty~ ~iesland Noes ~ None Absent: None CORRESPONDENCE /~ letter was read from the San Diego Council of Registered Civil Engineers ~and Licensed Land Surveyors requesting that in the future local engineering firms be given coneideratio~ on any Civil Engineering projects to be undertaken by the City. A letter was read from Earl A. Mansell, Marine Engine E~change, going on record that he did not want to hear complaints, because of noise, from trailer occupants in a proposed trailer park to be located next to his business, as the area was zoned for industry and should r~_,~in so. The letter was ordered filed. A letter was read from Ray Tarbuck expressing pleasure on being able to serve the City as m me~ber of the Board of Health, and asking that any Health and Sanitation problems that come up, be communicated to him. REQUEST FOR SKYWATCH BUILDING ON CITY PROPERTY A letter was read ~rom Walter Davis, Director of Civil Defense, requesting use of property opposite the City Hall for a small sky watch building, costing less than $500.00. It was moved by Counci~-~n Hobel, seconded by Councilman Logan, and carried, that construction of a sk~ watch building on the lot across from the City Hall be authorized, cost not to exceed $500.00. AUTHORIZATION FOR SACRAMENTO TRIP Walter Davis, Secretary of the Chamber of Commerce, recommended and requested that the Council authorize Chief Administrative Officer Bryant, City Planner Fred Wagner, and Colonel Dillon, Harbor Commission to go with him in a private car to Sacr~me~nto for three days, starting April 14th, to discuss with the Legislators all problems now pending for the benefit of this area. It was moved by Councilman Logan, seconded by Councilman Hobel, and carried, that Chief Administrative Officer Bryant, City Planner Wagner, a~ Colonel Dillon be authorized to make the trip as requested. AGM~NT TO PARTICIPATE IN CONSTRUCTION OF PUBLIC SANITARY SEWER WHEREAS, LAWRENCE C. KUEBLE~, as General Contractor, is desirous of construct- lng a public sanitary sewer from the center line of Madison Avenue in Gle~m~r Subdivision, Easterly to National Avenue, a distance of approximately 495 feet and thence Southerly on National Avenue, a distance of approximately 180 feet, to service a certain parcel of real property located on National Avenue; and WHEREAS, he and other contiguous property owners will contribute $1264.05 which the City holds in trust for that purpose; and WHEREAS, said development is an ~mDortant segment in the development of the public sewer system for the City; and WHEREAS, it is in the general interest that the City contribute up to $2100.00 toward said improvement. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CNULA VISTA agrees to and with said LAWRENCE ~.~ ~K~L~ to Contribute said sum of $1264.00 and up to $2100.00 from the~ '~$f the City for said improvement when the same is completed amd in place, according to the Ordinances and regulations of the City of Chula Vista. The preambles and Resolution were moved by Councilman Logan, seconded by Councilmen Hobel, and carried, by the following vote, to-wit: AYF~% Councilmen Logan, DeWolfe, Halferty, Riesland, Hobel Noes: None Absent: None COUNCILMAN RI~SLAND RESIGNS AS MAYOR Councilman Riesland resigned as Mayor, effective Awm~diately. He stated that his action was in accord with a policy previously set t~at all on the Council have an opportunity to sea-ye as Mayor. It was moved by Councilman Hobel, seconded by Counc~lm~u Halferty, and carried, that the resignation be accepted. Councilw~u DeWolfe compl~mented Mayor Rieslamx! on the many accomplishments achieved during his term of office. ~.~ APPOINTMENT OF COUNCILMAN LOGAN AS MAYC~ It was moved by Councilm=u DeWolfe, seconded by Councilman Hobel, and carried, that Councilm~. Logan be appointed Mayor. The motion carried by the following ~ote, to-wit: AYES: Councilmen DeWolfe, Halferty, Riesland, Logan, Hobel Noes: None Absent: None Council,~n Log~an ~hanked the Council for the confidence placed in him, an~ stated thath~' term would be short in order that the position might rotate on to the other Councilmen. RESOLUTION No. 1421 - Urging State adoption of Senate Bill No. 1344 (Sales Tax) Offered by Councilman Halferty, read in full, passed, adopted and approved by the following vote, t ~c~it: AYES~ Councilmen Halferty, Logan, Hobel, Riesland, DeWolfe Noes: None Absent: None PARK I~PROV'Z~m~'T DISCUSSION Councilm~n Hobel asked the possibilities of repairing the lights at the F. Street Ball Park by getting new reflectors. Chief Administrative Officer Bryant offered to check the needs and cost to bring the lights up to standard, and report back. Counc~ lw~n DeWolfe stated he would like to see Eucalyptus Park filled and made usable, and would be interested in having a development plan submitted along that line. It was moved by Counci],~n DeWolfe, seconded by Councilman Hobel, and carried, that Chief Administrative Officer Bryant interview the Chairman of the Parks & Recreation Committee to make him acquainted with the Council's desiree ~'~T~AILER COURT DISCUSSION It was decided to put off the reading of the new trailer court Ordinance until another meeting. The Council asked that City Planner Wagner obtain a list of trailer fees as charged by other cities in the County for comparison. . · SOUTH BAY REQUEST FOR PORT REPRESENTATION Walter Davis, Secretary of Chamber of Commerce, reported that the South Bay Chamber of Commerce had asked representation for the South Bay on the new Port Authority. It was suggested by the Council that Chief Administrative Officer Bryant explore the possibilities of such representation, and report back at the next meeting.
