HomeMy WebLinkAboutcc min 1953/04/28 MINUTES OF AN ADJOURNE~ MEETING of the City Council of the City of Chula Vista, California Held Tuesda~ -- April 28, 1953 The Council met in th~ ~ouncil Chamber at City Hall at 7:00 P.M on the above date, with the follo~n~ Counci~m~n present: Councilm~n - Logan, Rlesland, DeWolfe, Halferty Absent: - Councilman Nobel Also present: Chief Administrative Officer Bryant, City ~gineer Floyd, City Attorney Boyer, and City Planner Wagner PETITION FO~ TRAFFIC LIGHTS - Third Avenue and K. Street A petition was re~ by the Mayor from property owners at the vicinity of Third Avenue and K. Street requesting the installation of traffic signals at Third Avenue and K. Street. City Engineer Floyd stated that traffic signals were now being considered, with the use of gas tax money, for the intersections of G. N. aad J. Streets at Third Avenue, but not at K. Street. Councilm~ DeWolfe thought Third Avenue and K. Street should be given the s=me consideration as Third Avenue and G. Street. After lengthy discussion it wa~ moved by Councilman Nalferty, seconded by Counctlm~n DeWJlfe, and carried, that a traffic and pedestrian count be conducted at the intersections of N, J, and K. Streets at Third Aven~ue, with a report back at a later date. RESOLUTION No. 1430 - Establishing Through Highways and Boulevards Offered by Councilman DeWolfe, reed in full, passed, adopted and approved by the following vote, to-wit: AYESt Councilmen Riesland, DeWolfe, Halferty, Logan Nco s: None Absent: Councilman Hobel RESOLUTION No. 1431 - Accepting Deed to Lot "A"-Pepper Tree Lane Tract Nc. 2 Offered by Ccuncilm~u Halferty, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Riesland, DeWolfe, Halferty, Logan Noes: None Absent: Councilm~u Hobel ORDINANCE No. 473- Prohibiting filing of false cr~m~ reports with police Department - first reading It was moved by Counci~m~n Riesland, seconded by Councilman Halferty, and carried, that ~rdinance No. 4?3 be placed on its first reading. It was thereupon read and di~cuesed in full. COUNTY DISASTER MUTUAL AID AGREM~m~T Fire Chief Lee explained the mutual aid agreement and operational plan, drawn up to clarify, in writing, the proposed interchange of mutual fire protection, resources, and facilities between the various cities Amthe County, in case of disaster. The Council looked with favor on the proposal, and asked that City Attorney Boyer study it over. ~./PARKING LOT HOUSES AND EUCALYPTUS PARK Chief AMm~nistrative Offieer Bryant asked the Council if they wished to set a time for receiving and opening sealed bids on the two houses located on City property at Davidson =~ Church Avenue. It was brought out that one house might well be used in Eucalyptus Park as a custodian,s quarters. Discussion followed once more, on the possibility of moving the City shops to the park site. It was. decided that the Council, Chief A~m~nistrative Officer Bryant, and City Engineer Floyd meet Saturday, May 2nd at 8:00 A.M in the park to study what might be the best plan to follow in util/~ing the Park to the best advantage. Calling for bids on the two houses was put off until the park study was completed, and the need for a house in the park determlned. Chief Administrative Officer Bryant stated the City appraisal on the McCausland property w~s $19,500.00, or $500.00 less than the appraisal made for Mrs. McOausland. The Chief Administrative Officer recommended that the Council not b~ the property at this t4m as the funds were not available. The Council was of the opinion that the price was ~ore than the City should pay, and that it might be well for the U~ited States Government to b~ it for the Post Office. It was usggested that Chief AMmtnistrative Officer Bryant write Mrs. McCausland stating that if she preferred to keep the property for a few years, it would be satisfactory to the City, as the City was not in a position to purchase at this time, but to let the City know should she decide to sell to another party. The possibility of leasing the vacant land across from the Civic Center for coz~nercial flower raising was discussed. No action was taken. ~ENT DECONTROL Chief Administrative Officer Byyant suggested to the Council that they begin soon to discuss and form the policy they wish to follow on rent decontrol, in order to take future action. It was suggested by Chief Administrative Officer Bryant discuss with Mr. Wade of Coronado, the procedure they followed in their recent decontrol proceedings. ~'SALARY ADJUSTMENT DISCUSSION After discussing the proposed salary adjustments for the coming budget preparation, Councilman Riesland suggested the budget be prepared along the lines of the recoz~aendations as set forth by the Civil Service Commission. Chief Administrative Officer Bryant outlined the net added cost in sale~y raises and total cost, should the requested new personnel he approved. P~lice Chief McCollum explained his need for additional men. City Planner Wagner asked if the Council had received any word from the Civil Service Commission requesting that his recommended raise in salary be reviewed in line with his additional new duties. Chief ~dministrative Officer Bryant stated he felt revenue would be up, but that it was imperative to keep a surplus on hand in case of a lean year following. He suggested that he prepare a trial run on the budget, figuring two ways on the salary.
