of the City Council of the City of Chula Vista, California
Held Tuesday -- May 19, 1953
The Council met in the Council Cb-mber at City Hall at 3:00 P.M on
the above date with the following Councilmen present:
Councilmen: Logan, DeWolfe, Halferty
Absent: Councilmen Hobel, Riesland
Also present: Chief A~ministrative Officer Bryant, City Engineer
Floyd, City Planner Wagner, City Attorney Boyer
Tentative Map
It was moved by Councilman DeWolfe, seconded by Councilm,u Halferty, and
carried, that the tentative map of Margo Tract, heretofore approved by the
Planning Commission, be approved subject to improvements required by Section
7 of the Subdivision Ordinance, and subject to a lO foot setback on Murray
Street, and final checkby the Engineering department.
F/VISTA DEL MAR SUBDIVISION - Tentative Map
It was moved by Councilman Halferty, seconded by Councilman DeWolfe, and
carried, that the tentative map of Vista Del Mar, heretofore approved by
the Planning Commission, be approved subject to improvements required by
Section 7 of the Subdivision Ordinance, and subject to utility easements
on either Lot 4 or 5 and final approval of the Engineering department.
DISCUSSION ON DISPOSITION OF PARKING LOT HOUSES
ChiefAMm~nistrative Officer Bryant asked the Council for their
decision as to the disposition to be made of the two houses on the parking
lot at Church and Davidson Streets. After discussion it was decided it
would not be %he best policy to move one of the houses to Eucalyptus park
as formerly suggested, but to offer both houses for sale. It was moved by
Councilman Halferty, seconded by Councilm-u DeWolfe, and carried, that the
Chief Administrative Officer Bryant advertise for bids in the May 2§th and
June 4th issues of the Chula Vista Star, with a minimumbid of $1200.00 set
on each house, the bids to be opened at the regular meeting of June 9th, at
7:30 P.M. No oral bid less than ten percent of the highest sealed bid will
be accepted. The outbuildings are to be bid on separately.
CITY SHOPS
Councilman Halferty suggested that the Planning Commission study possible
locations to which the City Shops could advantageously be moved in the
future, as the City expands.
PISTOL RANGE DISCUSSION
Mayor Logan reported a site had been found in Rice Canyon that was an ideal
setup for a pistol and rifle range, and suggested the City Attorney be
instructed to draw up a long lease to be submitted to the owners when negotia-
tions ha~we been completed. Sanitary facilities would have to be put in
City.
Councilman Det~olfe proposed that Mayor Logan appoint a committee to make a
study of the suggested site, and check with the owners of the property to
see what kind of an agreement might he reached.
Mayor Logan appointed Counc~lm~ Halferty, Councilman DeWolfe, and Mayor
Logan, and Paul Sloan to the Pistol Range Committee to make the study and
report hack at the June 9th meeting.
THIRD AVENUE CROSSWALK DISCUSSION
City Engineer Floyd read a letter from Ets-Hokin and Galvan giving prices on
the type of signal they recommend at the crosewalk on Third Avenue between F.
and Davidson Streets. Walter Davis, Secretary of Ch-m~er ct Commerce suggested
that a suspension signal could be used satisfactorily at the crosswalk at much
less cost than Ets-Hokin-Galvan quoted on their signal. Councilman DeWolfe
proposed that City Engineer Floyd study the signal problem further and review
the quotations on Mr. Davis's proposal, and report back at a later date·
HARBOR CO~ISSION MINUTES
A copy of the Minutes of the Harbor Commission for their Me~ 5th meeting was
presented to the Council. In commenting on the Minutes, W. Ray Coyle, Committee
Member stated that no member wished to resign, but thought once a month was
too often to meet if there was no business to take up. Mr. Coyle felt more
instructions were needed from the Council.
After discussion and recommendation from the City Attorney, the Council decided
that the Harbor Committee should meet once every three months until otherwise
notified ·
ORDINANCE No. 474 - Regulating plumbing and setting fees - 1st reading
It was moved by Councilman Halferty, seconded by Councilm~u DeWolfe, and carried,
that Ordinance No. 474 be placed on its first reading. The Ordinance was
thereupon read in full.
A letter was read from the CB-tuber of Commerce requesting that the Council
reactivate the Off-street Parking Committee in hope the Committee would
complete purchase of off-street lots through revenue bonds and to also make
a study of parking conditionsmon National Avenue.
City Attorney Boyer outlined the present three distinct off-street perking district
acts, two of which authorized revenue bonds.
Counc~ lm~u DeWolfe suggested the Council instruct City Attorney Boyer to make an
additional study on revenue bonds for off-street parking, and give them some
facts in wrii~.~. Also to find out what cities in this area have used and
sold these revenue bonds for parking lots, with a report at the regular
meeting in June,
PROPOSED RATE INCREASE - Transit system
City Attorney Boyer stated the City had been served ~ith a notice of hearing
of an application to increase bus rates, set for June 3, 1953, and asked if
the Council wished to Join with San Diego in protesting. It was suggested
that City Attorney Boyer get a copy of the application and see what the Compar~
is asking and also see if San Diego is going to protest. City Attorney Boyer
was authorized to attend the h, earing on behalf of the City.
Ma~or Logan suggeeted the Chamber of Co,,m~rce might make a study of our rates
with rates charged in other cities for similar distances. Walter ~avis,
Secretary Cb-mber of Commerce, stated that a detailed s~a-vey of that type would
require lots of tim, and research but that they could compare the rates charged
for comparable distances in our neighboring cities. W. Ray Coyle remarked
that bus service should be extended to other streets in the city not now served.
~-PUBLIC HEARING ON BUDGET - Date set
It was moved by Councilm~u DeWolfe, seconded by Councilm-~ Halferty, a_~d
carried, that June 9, 1953 at 7:30 P.M be set for the public hearing on the
budget.

carried, that the meeting adjourn sine die.
