ITEM TITLE

Eastlake, known as “Eastlake Business Center.”

Environmental Quality Act (CEQA) State Guidelines; therefore, pursuant to State Guidelines Section
15060(c)(3) no environmental review is required.
Recommended Action
Adopt a Resolution recommending that the City Council approve the requested street name change from
Showroom Place to District Place.
SUMMARY
Mike and Kellie Vogt (the “Applicant”) request approval of a street name change from Showroom Place to
District Place within the District at Eastlake, known as “Eastlake Business Center.”
HOUSING IMPACT STATEMENT

ENVIRONMENTAL REVIEW
The Director of Development Services has reviewed the proposed activity for compliance with CEQA and has
determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines
because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3)
of the State CEQA Guidelines, no environmental review is required.
DISCUSSION
In 2008 when the Eastlake Design Center was developed, Girard Place was changed to Showroom Place to
reflect the tenant mix. At that time, it was anchored by large furniture stores: Ashely Furniture, Basset, Lane
Furniture, Caldera Spas, Patio Source and other similar type furniture stores.

In the 2000’s when the recession hit and the demand for home furnishing plummeted, Mike Vogt along with
the city rezoned Eastlake Design District to accommodate a different tenant mix. The Applicant changed the
name from Eastlake Design District to the District at Eastlake (the “District”). Since then, the tenant mix
reflects family entertainment. Current tenants of the District at Eastlake are Speed Circuit, Play City Skyzone,
local restaurants, workout facilities and entertainment venues. A Marriot branded hotel is breaking ground
across the street from the District.
The Applicant provided a listing of the current tenants and business owners approvals for the street name
change from Showroom Place to District Place. This is provided as Attachment 3. Attachment 4 provides a
map of the parcels located on Showroom Place and a listing of the current tenants and business owners.
CONCLUSION
Staff recommends that the Planning Commission adopt a Resolution recommending City Council approval of
the proposed street name change from Showroom Place to District Place.
DECISION-MAKER CONFLICT
Staff has reviewed the property holdings of the Planning Commission members and has found no property
holdings within 1,000 feet of the boundaries of the property which is the subject of this action. Consequently,
this item does not present a disqualifying real property-related financial conflict of interest under California
Code of Regulations Title 2, section 18702.2(a)(7) or (8), for purposes of the Political Reform Act (Cal. Gov’t
Code §87100, et seq.).
Staff is not independently aware and has not been informed by any Planning Commission member, of any
other fact that may constitute a basis for a decision-maker conflict of interest in this matter.
FISCAL IMPACT
There are no current year or ongoing fiscal impacts to the General Fund or Development Services Fund as a
result of this action. All costs incurred processing this application are borne by the Applicant.

RESOLUTION OF THE CITY OF CHULA VISTA PLANNING COMMISSION
RECOMMENDING THE CITY COUNCIL ADOPT A RESOLUTION
APPROVING THE NAME CHANGE OF SHOWROOM PLACE TO DISTRICT
PLACE WITHIN THE EASTLAKE BUSINESS CENTER
WHEREAS, Mike and Kellie Vogt (the “Applicant”) requested approval of a street name
change from Showroom Place to District Place within the District at Eastlake, known as the
“Eastlake Business Center”; and
WHEREAS, in the 2000’s when the recession hit and the demand for home furnishing
plummeted, Mike Vogt along with the city rezoned Eastlake Design District to accommodate a
different tenant mix and changed the name from Eastlake Design District to the District at Eastlake;
and
WHEREAS, at that time, it was anchored by large furniture stores: Ashely Furniture,
Basset, Lane Furniture, Caldera Spas, Patio Source, etc.; and
WHEREAS, in 2008 when the Eastlake Design Center was developed, Girard Place was

WHEREAS, since then, the tenant mix reflects family entertainment, from Speed Circuit,
Play City Skyzone along with local restaurants, workout facilities and event venues; and
WHEREAS, the Municipal Code requires approval of street name changes by the City
Council after an advisory vote by the Planning Commission; and
WHEREAS, the Director of Development Services has reviewed the proposed activity for
compliance with the California Environmental Quality Act (CEQA) and has determined that the
activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines because
it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3)

NOW THEREFORE BE IT RESOLVED that the Planning Commission hereby
recommends that the City Council adopt the Resolution approving the name change of Showroom
Place to District Place within the Eastlake Business Center.

ANNUAL ACTIVITY REPORT
CITY OF CHULA VISTA BOARDS & COMMISSIONS
PLANNING COMMISSION
FISCAL YEAR 2021-2022
Highlights of Activities during the past fiscal year:
During Fiscal Year 2021-22 the Planning Commission considered and/or approved
several new developments proposed in the City of Chula Vista:
JULY
• Denied amendments to the Chula Vista General Plan, the Sunbow II General
Development Plan, and the Sunbow II Sectional Planning Area Plan to modify the
land use designation of an existing vacant parcel from industrial use to residential
use resulting in 718 new residential units within a 135.7-acre site.
Location: Sunbow, southeast corner of Brandywine Avenue and Olympic
Parkway
STATUS UPDATE: The project was approved at City Council on January 18,
2022. Mass grading activities are currently occurring for the development.
OCTOBER
• Approved a Design Review Permit and Conditional Use Permit for a gas
station, convenience store, and carwash in the Village 8 West town center
Location: Otay Ranch Village 8 West Town Center on the northern side of the La
Media Parkway and Main Street couplet.
STATUS UPDATE: Project is in review with the City for building permits.
Construction activities are anticipated to being in September with a
conservation operational timeline of 8 -12 months from when construction
begins.
• Approved a Design Review Permit for GenProp Backhouse, LLC, a four-
story multifamily residential building on a 0.28-acre site
Location: Southwest corner of Church Avenue and Davidson Street.

STATUS UPDATE: Project is currently under construction with an anticipated
completion date in 2023.
NOVEMBER
• Approved Conditional Use Permit and Design Review for a one -story, 120 bed
acute psychiatric hospital, known as the Eastlake Behavioral Health Hospital
Location: 830 and 831 Showroom Place
STATUS UPDATE: Project was appealed to City Council. The appeal was heard
on January 25, 2022. Council upheld the appeal, and the project was denied.
FEBRUARY
• Approved Design Review Permit DR21-0007, Development of three industrial
buildings in the Otay Ranch Village 3 Business Park
Location: North and northwest of Heritage Road at the intersection of Heritage
Road and Santa Maya
STATUS UPDATE: Project approval was appealed to City Council. The appeal
was heard on March 22, 2022. The appeal was denied and the project upheld.
Project is currently under construction with an estimated completion date of early
2023.
APRIL
• Approved amendments to Chula Vista Municipal Code Chapters 18.18 (Tentative
Parcel Maps) and 19.58 (Uses); and Sections 5.68.050 (Short-Term Rentals),
19.22.020 (R-E – Residential Estate Zone) and 19.24.020 (R-1 – Single-Family
Residential Zone
Location: No specific geographic location
STATUS UPDATE: The item was approved at City Council on May 3, 2022 and
is now effective in the Chula Vista Municipal Code.

JUNE
(Presentations)
• Grant Award: Overview of Funding Received from the San Diego Association of
Governments (SANDAG) Housing Acceleration Program to Implement the City of
Chula Vista Accessory Dwelling Unit Assistance Program.
STATUS UPDATE: Public solicitation process has been completed for the siting
software and the pre-approved plans. A vendor has been selected for the siting
software, and the contractor two-party agreement is currently being reviewed by
the Attorney’s Office.
The review committee is in the process of reviewing the bids submitted for the pre -
approved plans. Four vendors submitted bids and review is expected to be
completed by September 30, 2022, with vendor selection before October 15,
2022.
Housing staff has also begun compiling a list of frequently asked questions for the
ADU webpage.
