that further study can be given tho proposed amendment.

authorinod to make an appearance before tho Public Utilities Commission in
San DieSo on behalf of tho City aa an interested party. The.hearing before

Telephone Company for the city's share of the cost of lowering pipes in
the vicinity of Broadway and "I" Street. The motion carried by the

It was moved by Councilman Smnmel, seconded by Councilman DoGraaf
and carried, that tho Cit~ Attorney be directed to draft an ordinance
expressing Council appreciation to all Allociationl and others in the
City for their efforts in beautifying the City during the Christmas season.

thanked the.Council for action taken on cleaning up the dsap at Naples
at. and blroam St. Mr. Hayden etateds however, that people yore still
dumping there and at Naples Ot. and Nacton St. and requested the posting
of "no dumpinf' signs and. spot check patroling on week-ends.
The Council afreed the area could be posted if it il found there il
room on th~,.narrov City right-of-way at that point, it being illefal for
the City to poet private property.
Mr. Haydon asked that eouething be done to eliminate the safety hazard
caused by a etaglazt pond in the 300 block on East Smls St.. Eayor
NcAllieter suggested that the matter be referred to the Safety Council
and that the City Attorney write the owner of the property upon.which
the pond ia located to leo if he viii voluntarily do eomethinf about it,
as the City hal no Jurisdiction where the water il on private property.
Councilman Smith lugfeated that the City Attorney study Ordinance No. 670
which requires fencing of swimming pools, to ascertain if it could be
applied to this situation.

Councilman DoGraaf asked if there was any way the owners of property
at the Southeast corner of Third Avenue and "H" Street could be made to
clenr the rubble off their property. The rubble wis left after the
house van moved off. City Attorney Kugler stated thin unless it vas a
health or safety menace to the public there vas not much the City could
do.
