CITY COUNCIL OF THE CITY OF CHULA
VISTA v CALIFORNIA
Held Tuesday Februar~ 14~ 1961
The Council met in the Council Chambers at the City Hall on the above
date at 7:00'PoM. with the following Councilmen present:
Councilmen Mcl~ine, ~aithv HcAllisterv D~Graaf~ Hansel
Absent: 'None
Also present: Principal ~ngineer Harshman, City Attorney Kuglers
Ad~inistrative Analyst Ross, City planner Frets
STAT~MgNT: The City Clerk hereby states that he did post within 24
hours of adjourmaent, as provided by law, the order of
adjournment of the City Council lot the regular meeting
of February 14, 1961
Mayor HcAllister led the pledge of allegiance to the Flag~ and asked for
a moment of prayer.
APPROVAL OF COUNCIL
It was moved by Councilman Smith~ seconded by Councilman Menael and
carried~ that the Council Minutes for the meetings of January 10, 17, 24,
and February 7th be approved, copies having been sent to each Councilman.
Miss Jeanne Hush of Chula'Vista was presented to the Council as Miss
Cookie of 1961, representing all the Girl Scouts in San Diego County.
.- PUBLIC H~ARING- Appeal of Norsk & Novak to decision of Planning Commission
[n denying them fence height variance,
This being the time and place~ as advertised, for a public hearing on
the appeal of Norek& Novak to the decision of the Planning Commission in
denying them a fence height variance at 245 gast Oneida Street~ Mayor
HcAllister declared the hearing open.
Mr. A, W. Norsk and D. A. Novak both spoke in support of their appeal.
No othdrs wishing to be heard either for or against the variancev and the
C~rk having received no written communication~, the Mayor declared the
b~r~ng closed. The report of findings of the Planning Commission were ream.
It was moved by Councilman DeGraaf~ seconded by Councilman Menzel and
carried, that the findings of the Planning Commission be sustained. The
motion carried by the following vote, to-wit:

/PUBLIC H~AEING-(continued) Amending zoning ordinance to prohibit parking
of trailers and boats in set-backs
This being the time and place, as designated, for the continuation of
a hearing on a proposed amendment to the Zoning Ordinance to prohibit park-
ing of trailers and boats in set-backs, Mayor McAllister declared the hear-
ing open. Speaking in opposition to the proposed amendlent were John
Eunsell, T. Ao Gorman, Attorney Worthy, Lou Freymanns F, Rs Tonrey~ Ruth
])eJarnett, G, M. Wilbankss Robert Hackenberg, Jack Tlckett~ Lucky M~ller,
W. go Taylor, and EIF~ Powers,
Speaking in favor of the proposed amendment were Mrs. Edith i[odish,
Clarence Rnlght~ and L, C. Gerken. City Planner Freta stated the report
of the Mayor's Committee was to withhold action for three years. Written
communications in favor of the amendmentwere received from Mrs. Edith
Rodish, Vo J. Walters, g. Ro Green, ROy Newport, C. J. Smith, F. Lo Chatfil]d
Mrs. F. B. Schwennekerv Louis Gerkens and Ce ~. ~night. A letter was
received from The San Diego County Flah & C~ma Assn. in opposition to the
amendment. A letter was received from Mr. & Mrs. John DeJarnett protesting
action of the Council in postponing the hearing from week to week.
There being no others wishing to be heard from, the Mayor declared the
hearing closed. After Council discussion, it wac moved by Councilman
Smith, seconded by Councilman liens,l, and carried, that no action be taken
on the proposed amsndment to the honing ordinance.
The Mayor directed the Clerk to place the item for discus,ion at the
end of the A~enda for the next meeting.

It was moved by Councilman Smith, seconded by Councilman Menxel and
carried, thatOrdinance No. 746 be placed on its eec,nd reading; that
reading of the text be waived and the Ordinanoe adopted, The motion
carried by the following vote~ to-wit:

ORDINAHCE No. 747- A~ending Trailer Park Ordinance (awnings)-second read-
ing.
It was moved by Councilhan ~mith, seconded by Councilman DoGraaf and
carriedo that Ordinance Noo~b~ placed on itc second reading; that
reading of the text be waived and the Ordinance adoptede The motion
carried by the following vote, to-wit:

Principal Engineer Barshman reported having received a letter from
Ham Bros. Construction Co. stating the low bid they submitted for install~
tion of sewer on 'L' Street from Biverlawn to Broadway still stood.
Mr. Harahman stated the bond~ had been posted and were in order,
It was moved by Councilman Mcldaina, seconded by Councilman Smith and
carriedt that the low bid of Halsa Bros, Construction COo in the amount of
$6077.96 be accepted, subject to the deposit by four property owners of
$1586,60 to cover their portZon of the sewer most. The remaining $4491.36
for two properties is to be paid by the City on a repayment basis,

A letter was read from the Planning Commission recommending that the
application of the California Water & Telephone CO. for construction of a
hydropheumatic booster pumping station on property at 1105 Oleander St.
be approved.

RESOLUTION NO, 2564- Recognizing Judge Lowell Howe
Offered by Councilman S~ith, passed, adopted and approved by the

The Council decided that the Hayer should present this Resolution
to Judge Howe at a meeting of the South Bay Attorneys on February 20th.
~ETTgH OF RESIGNATION- Sister City Comaission
A letter was read from Mrs. Kay grwin, tendering her resignation as a
member of the Sister City Cou'ission.
It was moved by Councilman bith, seconded by Councilman Henzel and
carried, that the resignation be accepted and a letter of appreciation
written to Mrs. grvin for her service on the Co~miesion.

A letter was read from the Chula Vista Business & Professional
Women's Club recomaending the appointment of Hrs. Maxine HcKieeick to the
Sister City Comaiseion. No action taken.
~//~DISCRIHINATION CHAMG~DON ENFORCEK~NT OF TRAILER PARK ORDINANC~
A letter was read from A. M. Baker of the Bison Trailer Court, stating
there was discrimination in the enforcement of the Trailer Park Ordinance
by the Building Inspector. Achainietrative Analyst Roes read a letteP from
Building Inspector Grady refuting the charge. No action taken.

A letter was read from the Chula Vista City School District request-
ing that .the Council take action to complete the street ~mprovoments F~et
on 'J~ Street to the Halecrest School property line, Th.e letter was
referred to .~he City Administrator to oontact the dmvelopers of N&lecreet
and Mn, Daleeth to determine if they have any plane for ~mprovement of the
street in the development of their properties,
QUEST FOM~DOUF~I~NT OF PUR~ASE OF BROWN FIELD
A letter was read from Mayor Dail of San Diego requesting that the
Council adopt a resolution in support of the purchase by San Diego of
Brown Field for general aviation purposes, It was moved by Councilman
Smith, seconded by Councilman Mensel and carried, that the City Attorney
be directed to prepare such a resolution for adoption at the next meeting,
/REQUEST FOR INFORMATION ON SEWER CLAIM
Mr, Jo P, Ford stated that to date he had received no word from the
insurance company on his claim for damages to hie property caused by the
sewer stoppage at Broadway and Go Street last November, Mr, Ford was
t~ld to contact Finance Officer Grant for information on his claim,

Mr, Frank Balletreri, owner of the Palomar Inn, requested that the
new dance hall ordinance be amended to reduce the site requirements for at
least those businesses in operation when the ordinance was adopted,
The City Attorney was directed to study the possibility ®f Mr,
Bulietreri obtaining a variance of some kind, in order that he might
operate his business on one acre of land, rather than to amend the ordinance.
City Planner Frets was directed to look into the rati~of parking which
would bm necessary,

Mayor M~A1lister reported the appointment of DwiEht Gore to represent
Chula Vista on the Metropolitan ~wer Advisory Board°
~PORT UNIFICATION COMMITTEE
Mayor McAllister stated it was necessary for each City around the Bay
to appoint two citizens to represent their respective cities on the twelve
man Port Unification Committee,
The Council was in harmony With the Mayor*a suEgention that the
Chairman of the Harbor Commission and one other person be appointed°

directed to arrive at an estimate of the cost to change the street
numberinE system bach to the vay it was prior to 1941o

Mayor McAllister stated the Le~inl&tur® was considerinf leEielation
to increase the in-lieu tax on auto refistr&tions frei ~.00 to $3o00o
The LeaKue of California Cities is anxious to Est opinions from all cities
on this hatter.
It vas moved by Councilman D~Graaf, seconded by Councilman McMa~ns
and carried, that the Council Es on record as beinf opposed to the proposed
increase, and the Clerk directed to es notify our leEislators.
