HomeMy WebLinkAboutcc min 1961/02/21 EINUTES OF AN ADJOURNED REGULAR ~EETING OF THE CITY COUNCIL OF THE CITY OF Chula Vista, California Held Tuesday February 21! 1961 The Council met in .the'Council Chambers at the City Hall on the above ~ate aG 7:00 P.H. with the following Councilmen present: Councilmen NcMains~ HcAllister~ DeGraaf Absent: Councilmen ~aith, Hensel Also present: Principal Civil Engineer Harshman, City Attorney Mugler, City Administrator Fulwiler, City planner Frets. Mayor McAllister led the pledge of allegiance to the Flag, and asked for a moment of prayer. STATEMENT: The City Clerk hereby states that he did post within 24 hours of sdJournment~ as provided by law, the order of adjournment of the City Council for the adjourned regular meeting of February 21~ 1961 RESOLUTION'No, 2565-Accepting lien on property for street improvements: (Crane) Offered by'councilman McMains, passed~ adopted and approved by the following vote, to-wit: AYES: Councilmen HcMains, McAllister~ DeGraaf Noes! None Absent: Councilmen Smith, Menzel RESOLUTION No. 2566-Accepting lien on property for street improvements: (~eeley) Offered by Councilman DeGraaf, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen DeGraaf, McMains, McAllister Noes: None Absent: Councilmen Smith~ Menzel RESOLUTION No. 2567-Accepting lien on property for street improvements: (Young) Offered by Councilman McHains~ pass,ds adopted and approved by the following vote, to-wit: AYES: Councilmen McMains, HcAllister~ DeGraaf Noes: None Absent: Councilmen Smith~ Mensel RESOLUTION No. 2568-Accepting & dedicating portion of Young property for .E~St **J" Street Offered by Councilman DeGraaf~ passed~ adopted and approved by the following vote~ to-wit: AYES: Councilmen DeGraaf, McMains, McAllister Noes: None Absent: Councilmen Smith~ Menzel RESOLUT~ No. 2569-Giving notice of proposed Highland Annexation Offered by Councilman McMains, passed, adopted and approved by the following vote~ to-wit: AYES: Councilmen McMains, McAllister~ DeGraaf Noes: None Absent: Council~en Smith, Menzel RESOLUTION No. 2570-Am~nding No. 2468-Appointing Engineer and Attorneys- 9weetwater Valley Industrial Park Offered by Councilman ~raaf, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen DeGraaf, McMains, McAllister Noes: None Absent: Councilmen Smith, Menzel I911 ACT PROCEDURE AUTHORIZED FOR "D" STREET IMPROVEIEENT8 City Administrator Fulwiler reported having_received a le~er_fr~? a Mreo Dodson complaining of the unsightliness ox a canyon on ~ne ~or~n side of '*Dfl 8tree& West of Fourth Avenues lire Fulwiler explained report by the ~ngineering D~pnrtment showed that fifty percent o~f the curb,o gutter and sidow&lk hid boon instilled in the blocko but less ~fifty percent of the shoulder pawings It was moved by Councilman DeGranf~ seconded by Councilman HcU~ins and ctrried~ that the City Administr&tor be directed to proceed under provisions of the 1911 Act to have curbe~ ~uttors and sidewalks installed whore it is nov mis~ing0 on the North side of "1)~ 8treeto West of Fourth Avenues RKQUBBT TO CONSTRUCT PXKR A letter was read from James T, Loobo Contractor, requesting permis- sion to construct a pier on two acres of tidelands to be leased from the CSty, The letter was referred to the Harbor Commission, ~//pREPARA?ION OF AN AMKNDMINT TO DAHCZ HALL ORDINANCE AUTHORIZED City Attorney ~ugler reported it wa8 possible to incorporate in the zoning ordinanceo provisions dealing with offostreet parking as outlined in the dance hall ordinances He also stated that an amendment to the dance hall ordinance could bo introduced an~ consummated in about thirty dayso After di&cussion~ it was moved by Councilman If~Mains~ seconded by Councilman DeGrnaf and carriedo that the~ City Attorney be directed to draft an amendmontto the dance hall ordinance No, 738 for discussion it the next meotinZo which would delete the throe acre site requirement, ~TRKE8 IN FRO~T OF UNOCCUPIED HONK8 City Admini&trator Fulwiler again brought up the subject of caring for trees planted by subdividers in front of unoccupied dwellingso The question vas whether to use man hours of City employees to keep the trees aliveo or let them die and replace 2hem when the homes are It was do~ided that-the matter should be left to the Jld~omont of the P~rk Supto to care for those trees sturdy enough to surviveo and letting the others Nee ~/~.GOING OUT OF BUSlNKSB ORDINANCK At the suzgestion of Councilman City Attorney KuNler was directed to look into the possibilities of amending the present ~going out of business ordinance~ so,that it woqld effectively koo~ tho downtown area ~free from continuous going out business siles~ pAREI#G OF BOAT8 AND TRAILKR8 IN 8ET-BACKS It w~s ~he opinion of those Councilmen present that another Committee on the matter of an amendment to the xonin~ ordinance to prohibit parking of boats and trailers in set-backs would b not be necess&ryo as the City staff should be able to arrive at soma solution to tho problem, City Adminiotritor. Fulwiler stated that the staff should have CounCil recommendations upon the goal they wished to attain before spending too much t~me on the matters The Clerk was directed to place the matter on the Agenda for the next meeting when a full Council would be presents ADJOURNMENT 8:10 It was moved bY Councilman DeGraaf~ seconded by Councilman NoN&inS and carriodo that the meeting adjourn to February 28th at 7:00 PeN, ~ C~ty C~erk~
