The Council met in the Council Chambers at the City Hall on the above
date at 7500 PeM. with the following Councilmen presents

~uBLIc H~ARING~Appe~X of Ralph's Super.rte Market to Planning Commission
denial of application for zone variance.
This being the time and plaoe~ am advertisedt for a public hearing on
the appeal of ralph'e Super.rte Market to the decision of the Planning
Commission in denying them a ~one variance at 303 Hilltop Circle~ Mayor
McAllieter declared the bearing opens Attorney Jack ~hitney, representing
Ralphee..Superette Market submitted a petition with 150 signaturen of
persons in favor of the cone varianoe~ and spoke in support of-hie client's
appeal. A letter was read from Robert Murphy in favor of granting the
variancet and one from C. L. Birrell opposed to the variance. The report
of the Planning Commission findings were read to the Council, Francis
McGrath, Mree ~ullivant and Steve ~ramer spoke in opposition to the
variance. B. Je Doest owner of the property spoke in support of hie appeal.
James Brooks spoke in favor of the variance. No others wishing to be heard~
the Mayor declared the hearing cloeede
The Council was of the opinion that nothing had been presented to prove
exceptional circumstances pertaining to the property; that the variance
was nec**mary for the preservation of a substantial property right or that
the variancet if granted, would not be materially detrimental to the public
welfare.
It was moved by Councilman DeGraaf~ seconded by Councilman Smith and
carried~ that the action of the Planning Commission in denying the applica-
tion of Balph's Super.rte Market for a zone variance be sustained.
~/~UBLIC HEARING-Rezoning Southwest corner of Fig Avenue and "H" Street
This being the time and place, as advertised, for a public hearing
on the proposed rezoning from R-2 to lt~3 of the Southwest corner of Fig
Avenue and "IF' Street, Mayor McAllister declared the hearing open. No one
in the audience wishing to be heard either for or against the proposed
variance, and the Clerk having received no written protest,, the Mayor
declared the hearing closede
ORDINANCE No. 748- Rezoning Southwest corker of Fig Avenue and "H* Street-
first reading
It was moved by Councilman Smith, seconded by Councilman McMains and
carried, that Ordinance No. 748 be placed on its first reading, and that
reading of the text be waived. The motion carried by the following vote
to-wit:
AYES: Councilmen Smith, McAllister, DeGraaf, Mensel, MuMains
Noes: None
Absent: None
VRESOLUTION - Urging City of San Diego to acquire Brown Field
It was moved by Councilman DeGraaf~ seconded by Councilman Menzel and
carriedt that the Council take no action on this proposed resolution at
this time.
ORDINANCE No. ~ Amending dance hall ordinance to delete three acre
site requirement - first reading
It was moved by Councilman Mens,l, seconded by Councilman McMains and
carried, that Ordinance No. ~ be placed on its first readingt and that
reading of the text be waived. The motion carried by the following vote-
to-wit:

~REPORT ON REQUEST FOR ADDITIONAL TAXI STAND
City Administrator Fulvller reported that, after study, it vas the
reconendation of the Chief of Police that the Martin Cab Company be granted
permission to use parking meter space C-1 on the North side of Center St,
East of Third Avenue as a taxi stand, The Council was of the opinion it
might be wise to have the City Administrator make a study of the spaces
allocated cab companieso and make sure they are being used for the benefit
of the public and not just for a parking space for the cab companyo

It was moved by Councilman S~ith, seconded by Councilman Menzel and
carried~ that ~73o91 be appropriated from the unappropriated surplus of
the General Fund for payment to Attorney Sorenson for legal fees due for
work on the San Miguel Annexation. The motion carried by the following
voter to-wit:

It was moved by Councilman Mens,l, seconded by Councilman McM&lns
and carried, that $36,880.. be appropriated from the reserve for Capital
development of the General Fund for progress payments to J. D. Light.
contractor on the Adult Recreation Center. The motion carried by the
following vote. tomwit:

/~ApPEAL OF FIRST FtnERAL SAVINGS & LOAN ASSOCIATION
An appeal was read from the First Federal Savings & Loan Assn. appea~
lng the decision of the Planning Commission in denying them a setback
variance to erect a forty foot sign within the five foot setback, and to
project a canopy into the same setback. The report of findings from the
Planning Commission were read. It was moved by Councilman Smith~ seconded
by Councilman Menzel and carried, that March 2Isa be set. at 7:00 P,M. as
the time for a public hearing on the appeal.
RESOLUTION No. 2572-Urging support of San Diego*s Annual Institute on
Gevernment
Offered by Councilmen Smith, read, passed, and approved by the follow

~//'REQUEST FOE TOURIST SIGN
A letter was read from the Broadway Amsn, requesting that the Council
recognize the name "Broadway Tourist Strip" adopted by the Amsociation,
and that a rider be added to the City's directional signs presently installed
and that future signs carry the name "Broadway Tourist Strip~

It was moved by Councilman Smith, seconded by Councilman Menzel and
carried~ that the request be referred to the City Administrator for study°
A letter was read from the Gregg Anderson Realty, Inc. requesting
permission to erect an advertising sign on a portion of that property
located between Highland Avenue and Waller Stroeteo Purpose of the sign
is to advertise Sveetwater Valley Industrial Parks It vas moved by
Councilman Smitho s~conded by Councilman Renzel and carried0 that the request
be referred to the PlanninE Commissions

On the matter of n~minE the old Library eiteo it was recommended that
the Park & Recreation Commission be directed to make a formal presentation
to tho Council of the name they would deem appropriate for the new Adult
Recreation Centers

/ RAILERS AI~D BOATS IN SET-BACKS
On discussing the proposed amendment to the soning ordinance prohibit-
lng parking of. boats and trailers in set-hacks, it decided that the
staff could work ,omethins out for presentation to ~ Council. Emphasis
should be placed on litter and Junk in set-backs with consideration being
given owners of boats and trailers who have no way of gettinE back to their
rear yards with their equipment.. It was suggested that a change in the
set-back ordinance to take care of new homes might be beneficial,
