CALL TO ORDER A regular meeting of the Police Department’s Community Advisory Committee of the City of Chula Vista was called to order at 939 am in the Community Room, located at the Chula Vista Police Department, 315 Fourth Ave. Chula Vista, California. 2. ROLL CALL Secretary Miller called the roll. 3. PUBLIC COMMENTS 4. CHIEF'S COMMENTS 2022 07 07 PDCAC Agenda Page 4 of 8 2 Chief Kennedy spoke at the First Friday Breakfast (hosted by the Mayor) regarding Live911 and the incident in Uvalde and what Live911 can do to help officers respond to calls such as that. The importance of tactical drones could have helped with the Uvalde incident could have saved lives. Chula Vista Police Department uses drones for keeping the community safe. Chief Kennedy will be attending an International Association of Chiefs of Police in October. Chiefs from all over the world will attend. Chula Vista Police Department will have a videopresentation to show the DFR program and the use of technology for the good of the community. Chief Kennedy has hired 109 recruits, 32 laterals, 98 profe ssional staff and gave 142 promotions since she became chief in January 2017. Sixty percent of the personnel have five years or less with the department. CAC member de la garza asked how many sworn are on the department. With Measure A increases, which added additional positions, the department increased their sworn staff to 281. There are 28 vacancies. She hopes to have a continued over hiring of 10 which will help when there are retirements or separations. There will be no compromise on the quality of character when hiring. CAC member de la Garza asked if all the critical spots in the department are filled. They are, but there needs to be a balance of patrol and the specialty units (traffic, HOT, investigations). Once fully staffed the hopes is mo re proactive policing and foot patrols getting back into the community and building relationships. Hopes to hire additional community service officers to help with the administrative reports freeing officers to return to the respond to the calls for service. CAC members were given information on the September 10, 2022 Evening with Heroes event. 4.1 Introduction of New CAC member Newest member Jesse Navarro was introduced to the CAC members and gave a brief overview of his attributes. CAC member Navarro came from the San Diego Police Department and the San Diego County DA's office as a liaison. He prides himself as being a voice between the community and the police department and has been very active with community issues. 4.2 Introduction of New Captain Introduced Captains Foxx and Peak. Captain Redmond retired and with the support of Measure A, another captain's position was added. 4.3 New Captain Roles 2022 07 07 PDCAC Agenda Page 5 of 8 3 Captain Dan Peak will oversee Investigations which includes both the Criminal Investigations Units and the Special Operations unit. Criminal investigations include crimes of violence, family protection, property crimes, forensic services, evidence control and digital evidence. Special operations include the special investigations unit, task forces, narcotics team and auto theft. Captain Miriam Foxx will oversee Support Operations which includes the drone program, Professional Standards Unit, Jail and Dispatch. Chula Vista Police Department was recently recognized at a Norway conference and Chief Kenn edy was a keynote speaker. 4.4 New Division and Focus on Strengthening Community Engagement, Partnerships and Transparency Captain Collum moved from Patrol Operations to Executive Support and Community Engagement Captain. He will oversee the Homeless Outreach Team (HOT); the Real Time Operations Center and Community Relations. This role is vital for police transparency and engaging the community in different ways such as media posts and social networking. The primary role is to reach the scholastic, businesses and underrepresented groups and leaders to continue to build relationships and share accurate information. The department has a social media team now which includes a fulltime Public Information Officer, Sergeant Molina and a Public Information Specialist, Cait Clark. Upcoming community events will include the July LGBQT parade in San Diego with Mayor Salas marching, Coffee with a Cop, Tacos with a Cop, etc. This will help with discussions of technology and transparency and any concerns the community might have 4.5 Update on Future of the CAC The Chief's Community Advisory Committee will continue to meet until further notice. The Police Department will continue to take the lead with the community and move forward in engaging in community forums now that COVID has subsided. Chief Kennedy would like to see CAC members take on a more active role in reaching the community by participating in these forums. 5. PRESENTATIONS OR DISCUSSION 6.1 Technology & Privacy Task Force, Overview (Discussion and Possible Recommendations) - Captain Collum The City has created the Technology & Privacy Task Force to assist with the development of comprehensive policy recommendations on technology oversight and privacy for City Council in the fall of 2022. Policy technology has been addressed. Both Captains Collum and Thunberg answered over 100 in depth questions from the Technology & Privacy Task Force. Captain Collum discussed the different ways to reach the community and discuss the different technology. This includes having orderly community forums in the four sectors as well as recording and streaming meetings. Also do a massive push on media channels to educate preparedness and staying safe. Media sites include Facebook, Instagram, ur@chulavistapd, instachat; chatbook; coffee with a cop, pizza with the police. CAC member Chavez asked if the opening of city events will impact the police department. The recent block party allowed the department to interact with the public and will use not only sworn personnel but volunteers such as the cadet program and senior volunteer program to highlight the department with community activities. CAC Harb discussed the Montecito Park problems and using drones to for viewing illegal activities. Chief Kennedy discussed the balance of those who believe drones surveil versus those who advocate drone use fo r the good of the community. The department uses technology for the good of the community and to solve crime. There is no instance of surveillance. When drones return from a call for service, the camera is pointed up on the return to home base. CAC member Kingkade shared she loves the diversity of CAC and encouraged members to represent the department and the use of technology for good if they are in social groups or groups like the Rotary 2022 07 07 PDCAC Agenda Page 7 of 8 5 and Sunrise clubs to broaden people's awareness of the program and what it is actually used for. If other departments had the DFR program, incidents might not have escalated. Chief Kennedy did received a congratulatory letter from the Grand Jury on the use of our technology programs. Captain Collum encourages community feedback on the positive and negative. That is where forums will help. CAC member Kingkade asked about training in these forums and show a film the PIO can put together for social media. Many people seem to go online to view video training rather than attend forums and this was a good idea. Captain Collum said the department website should be bolstered with information for people who might not be able to attend the community outreach training on active shooters which will be given soon. City libraries are another option to show videotaping on a quarterly basis. All trainings should offer it in both English and Spanish. 6.2 RIPA Data Collection (Discussion and Possible Recommendations - Captain Thunberg and Captain Foxx Spoke briefly on RIPA (Racial Identity Profiling Act) which requires law enforcement agencies to collect data relating to police stops and racial identities. The police department is currently collecting the first year of data and the first public report will be released sometime in ca lendar year 2023. 7.
