OF THE CITY COUNCIL OF THE CITY OF
Chula Vista, California
Held Tuesday May 16, 1961
The Council met in the Council Chambers at the City Hall on the
above date at 7:00 P.M. with the following Councilmen present:
Councilmen McAllister, Smith, DeGraaf, Menzel
Absent: Councilman McMains
Also present: Principal Civil Engineer Harshman, City Attorney
Boyer, City Attorney Duberg, City Administrator
Fulwiler, Administrative Analyst Ross, City Planner

Mayor Smith led the pledge of allegiance to the Flag, and asked for a
moment of prayer

ST TEMENT. The City Clerk hereby states that he did post within
24 hours of adjournment, as provided by law, the
order of adjournment of the City Council for the
adjourned regular meeting of May 16, 1961.
PRESENTATION OF FLAG TO NAYOR
Members of the South Bay Fleet Reserve presented a Flag to Mayor
Smith to announce their forthcoming Flag drive.
PUBLIC HEARING - Interim zoning of East Palomar St. Annexation
This being the time and place, as advertised, for a public hearing
on the proposed interim zoning of East Palomar Sro Annexation, Mayor
Smith declared the hearing open. No one in the audience wishing to be
heard either for or against the proposed zoning, and the Clerk having
received no protests, the Mayor declared the hearing closed.
Council action was withheld for one week for study.
~/ PUBLIC HEARING - Addition of supplemental Pe Zone to certain commercial
areas
This being the time and place, as advertised, for a public hearing
on the proposed addition of supplemental P. zones to certain commercial
areas, Mayor Smith declared the hearing open. No one in the audience
wishing to be heard either for or against the proposed zoning, and the
Clerk having received no protests, the Mayor declared the hearing
closed. Council action was withheld for one week for further study.
~//RECO~ENDATION ON INTERIM ZONING OF MURAOKA ANNEXATION
A letter was read from the Planning Commission recommending that
the proposed Muraoka Annexation be interim zoned R-l, R-3 and C-2-P.
A public hearing was set for June 13, 1961 at 7:00 P.M.
HILLTOP ESTATES SUBDIVISION- Approval of final map
It was moved by Councilman McAllister, seconded by Councilman
DeGraaf, and carried, that the final map and improvement plans of
Hilltop Estates Subdivision be accepted upon the execution by the owner
of a contract with the City of Chula Vista for the installation of
improvements and the posting of a bond guaranteeing the performance
thereof, which contract and bond shall be first approved by the City
Attorney as to form and legality.
RESOLUTION- Approving improvement agreement -Hilltop Estates Subdivision
Offered by Councilman McAllister, passed, adopted and approved
by the following vote, to-wit:
AYES: Councilmen McAllister,Smith,DeGraaf,Menzel
Noes: None
Absent: Councilman McMains
ACTION RESCINDED
It was moved by Councilman McAllister, seconded by Councilman
DeGraaf and carried, that the action approving the improvement agreement
for Hilltop Estates Subdivision be rescinded.
RESOLUTION No. 2603 (Amended)-Approving improvement agreement
Hilltop Estates Subdivision-
Offered by Councilman DeGraaf, passed, adopted and approved by the
following vote~ to-wit:
AYES: Councilmen DeGraaf,Menzel,McAllister, Smith
Noes: None
Absent: Councilman McMains
/~EQUEST FOR BOOKMOBILE
Letters were read from the SeaView Property Owners
Assn. and the Palomar School P.T.A. requesting that consideration be .
given to purchase of a Bookmobile for use in the Southeast area of
Chula Vista, and also that thought be given to establishing a branch
library in Southeast Chula Vista. No action taken.
~-,%ETTER OF GRATITUDE
A letter was read from the Board of Trustees of the
National City Library, expressing their gratitude to the Council for
sending City Attorney James Duberg to Sacramento to testify before the
Senate Education Committee on Senate Bill No. 789.
· '~OPPY SALE AUTHORIZED
A ~etter was read from the Robert H. Scholer Post,
Veterans of Foreign Wars, to hold their Buddy Poppy Drive in Chula
Vista May 26th and 27th. Also a request from the San Diego Coast
Guard Post No. 5554 requesting permission to sell poppies on May 27th.
It was moved by Councilman DeGraaf, seconded by Councilman Menzel
and carried, that permission be granted both groups, as requested.
Lj, BID AWARDED ON EUCALYPTUS PARK FLOODLIGHT INST~I,I.ATION
Principal Civil Engineer Harshman reported having received six
bids for installation of floodlights in Eucalyptus Park, the low bid
being that of J. B, Farquar, Inc. in the amount of $2698.00.
It was moved by Councilman McAllister, seconded by Councilman
DeGraaf and carried, that the low bid of J. B. Farquar, Inc. in the
amount of $2698.00 be accepted, The motion carried by the following
vote, to-wit:
AYES: Councilmen McAllister, Smith,DeGraaf,Menzel
Noes: None
Absent: Councilman McMains
ADJOURNMENT
Mayor Smith adjourned the meeting at 7:45 P.M. until
May 23, 1961 at 7:00
