HomeMy WebLinkAboutcc min 1961/07/25 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF Chula Vista, California Held Tuesday July 25, 1961 The Council met in the Council Chambers at the City Hall on the above date at 7:00 P.M. with the following Councilmen present: COUNCILMEN McMains,McAllister,Smith,DeGraaf,Menzel Absent: None Administrator Fulwiler, Administrative Analyst Ross, City Planner Fretz MayOrprayer.Smit~ led the pledge of allegiance to the Flag, and asked for a moment of STATEMENT: The City Clerk hereby states that he did post within 24 hours of adjournment, as provided by law, the order of adjournment of the City Council for the adjourned regular meeting of July 25, 1961, RESOLUTION No. 2643 - Approving tentative map of Mark Hill Subdivision Offered by Councilman DeGraaf, passed, adopted and approved by the following vote, to,wit: AYES: Councilmen DeGraaf,Menzel,McMains,McAllister,Smith Noes: None Absent: None APPEAL TO DECISION OF PLANNING COMMISSION IN DENYING THRIFTY MART A SIGN VARIANCE An appeal was read from Jacobson Neon Sign Co. to the decision of the Planning Commission in denying the application of Thrifty Mart to erect an advertising sign on the Southeast corner of Third Avenue and "~' Street. The Planning Commission report of findings were read. August 15th at 7:00 P.M. was set as the time for a public hear- ing on the appeal. RESOLUTION No. 2644- Approving Planning Co~mission action in granting conditional Use permit to Community Congregational Church Offered by Councilman DeGraaf, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen DeGraaf,Menzel,McMains,McAllister,Smith Noes: None Absent: None RESOLUTION No. 2645- Approving Planning Commission action in granting conditional Use permit to Lutheran Church, Missouri Synod Offered by Councilman DeGraaf, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen DeGraaf,Menzel,McMains,McAllister,Smith Noes: None Absent: None PI,~TNING COMMISSION RECOMMENDATION ON CONDITIONAL USE PERMIT for 395 "D" Street A letter was read from the Planning Commission recommending that L.F. and M.C. Gaar be granted a conditional use permit for a Church Chapel at 395 "D" Street. Action was held over while a study is made of the area to determine if it would be unreasonable to require that they install sidewalks as a condition of the Use permit. RESOLUTION No. 2646- Abandoning easement and authorizing execution of Quit-Claim Deed Offered by Councilman McAllister, passed, adopted and approved by the follow- ing vote, to-wit: AYES: Councilmen McAllister,Smith,DeGraaf,Menzel,McMains Noes: None Absent: None P~ESOLUTION No. 2647- Intention to vacate portion of alley North of "C' Street, West of Del Mar Avenue Offered by Councilman McMains, passed, adopted and approved by the follow- ing vote, to-wit: AYES: Councilmen McMains,McAllister,Smith,DeGraaf,Menzel Noes: None Absent: None RESOLUTION No. 2648- Giving notice to property owners to construct improvements under 1911 Act and setting date for public hearing - Phase III Offered by Council~n DeGraaf, passed, adopted and approved by the follow- lng vote, to-wit: AYES: Councilmen DeGraaf,Menzel,McMains,McAllister,Smith Noes: None Absent: , None APPOINTMENT OF MEMBER TO PARKlaND RECREATION GO~94ISSION A letter was read from the Park and Recreation Commission recommending that Robert Geyer be reappointed as a member of the Park & Recreation Co~nission. It was moved by Councilman McAllister, seconded by ~ouncilman McMains and carried, that Robert Geyer be reappointed as a member of the Park & Recreation Co~ission for a term of four years, said term to expire June 30, 1965. ~//SISTER CITY CO~4ISSION A letter was read from the Sister City Commission stating that appointment of Mr. Joseph A. Cicala to the Sister City Cou~ission would be agreeable with the United States Consular Service for whom he works, and therefore it was the Coum~ission's recom~endation that he be appointed as a member. Councilman Menzel questioned whether Mr. Cicala would be eligiPle~ due to the fact his established residence is in the East. Appointment was held over until it is established if Mr. Cicala qualifies as an elector or not. /~REquEST FOR MUTUAL AID AGREEMENT - Montgomery Local Fire District A letter was read from the Montgomery Local Fire District requesting that a mutual aid agreement be drawn up between the District and the City for use in case of emergencies. Action was held over one week in order that the City Administrator and City Attorney can check on the legality of entering into such an agreement. /REqUESTTO~LOSESTREETFORBLOGKPARTY A letter was read from ~rs. F. W. Nartson, 847 Elm Avenue, requesting permis- sion to close Elm Avenue in the 800 block on the evening of July 29, 1961 from 6:30 to 11:30 P.M. for the purpose of having a block party with games and square dancing in the street. It was moved by Councilman McMains~ seconded by Councilman Menzel and carried, that the request be granted. LETTER OF CO~94ENDATION A letter was read from the ~alvary Baptist Church cou~ending the Council on the stand they took recently on the issue concerning card room licenses. REQUEST FOR ENFORCEMENT OF O~DINANCE No. 755 A letter was read from Norma Kwast, 782-A Woodlawn Avenue requestin§ that noise ordinance No. 755 be enforced as pertains to barking dogs. City Administrator Fulwiler stated a new animal ordinance was now being drafted. -2- ~INVITATION TO GO~NITY BA~UET A letter was read from the National City Chamber of Commerce inviting interested persons to a banqu&t to be held Friday August 25th at 7:30 P.M. in the National City Co~unity Building, Purpose of the banquet is to present to the citizens of National City the "Inventory of the Economic Resources of National DI~INAGE PROBLEM ON "E" STREET A letter was read fromHrs. Elizabeth Lareau expostu- lating on the mental anguish to which she has alledgedly been subjected due to a drainage problem across her property at 174 "g" Street. Principal Engineer Harshman stated he had discussed the problem with Mrs. Lareau, but to date they have been unable to come to any agreement. t~.REQUEST__ FOR CITY ANNEXATION POLICY Mrs. Juan Shepherd, Ridgeway Drive, Lincoln Acres asked what the City's long range plans are for Sweetwater Valley in the way of annexa- tion. City Administrator Fulwiler explained that the policy practiced by the Coun&~l was to work with any individual or group requesting annexation to the City, and if it was found feasible, to annex to the City, proceedings are co~enced. Mr. Bowman 2445 Van Ness, Limcoln Acres, asked if the Council has plans in the near future for any Sweetwater Valley Annexations. The Council was not aware of any annexation plans in the Sweetwater Valley at the present time as far as the City of Chula Vista is MEETING WITH CHARTER REVIEW CO~fliITTEE Mayor Smith commended the Charter Review Coz~nittee on the time and study spent on reviewing the Charter and submitting their recommendations. City Administrator Fulwiler read the recommendations as submitted by the Charter Committee. Mr. Willi~,gckhart, Chairman of the Committee, reviewed the recommenda- tions. The Council was generally favorable to the recommendations which were referred to the City Attorney for study as to legality. ~/REPORT ON METRO SEWER MEETING Councilman Menzel gave a report on the meeting of the Metropolitan Sewer Committee. REPORT ON DISASTER COMMITTEE MEETING Councilman Menzel gave a report on a meeting of the San Diego County Disaster Organization. ~.RF~UEST FOR HELP IN OPPOSING SAN DIEGO BAY CORRIDOR ANNEXATION Dean S. Wattawa, Secretary of the Citizens' Association of the South Bay, filed with the Council a letter requesting that the City lend support in helping to oppose the s,~-m-tion of the Hazelton vs San Diego case on the Bay Corridor Annexation. The letter was accepted for study, and will be considered at the next Council meeting. ADJOU~I~iENT Mayor Smith adjourned the meeting at 8:50 P.M. until August 1st at 7:00 P.M. ' ~Ctty Clerk
