OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA, CALIFORNIA
Held Tuesday November 28, 1961
An adjourned regular meeting of the City Council of the City of Chula Vista was
held at 7:00 P.M. on the above date, with the following Councilmen present:
Councilmen McMains, Menzel, DeGraaf
Absent: Councilmen McAllister, Smith
Also present: City Engineer Cole, City Attorney Duberg, City Administrator
Fulwiler, City Planner Fretz, Administrative Analyst Ross
Mayor Menzel led the pledge of allegiance to the Flag and asked for a moment of prayer
STATEMENT The City Clerk hereby states that he did post within 24 hours of
adjournment, as provided by law, the order of adjournment of the
City Council for the adjourned regular meeting of November 28, 1961.
/H~K.FRIEDLAND & ASSOCIATES RECOMMENDED AS AIRPORT CONSULTANTS
City Administrator Fulwiler stated that the proposed airport consultant agreement
with Leigh Fisher had not materialized, and it was his recommendation that the City
enter into an agreement with H.K. Friedland & Associates for a feasibility study ou the
City's acquisition and operation of Brown Field as a general aviation airport.
RESOLUTION No. 2714 - Approving agreement with H.K. Friedland & Associates for Brown
Field study
Offered by Councilman DeGraaf, passed, adopted and approved by the following
vote, to-wit:
AYES: Councilmen DeGraaf, McMains, Menzel
Noes: None
Absent: Councilmen McAllister, Smith
~//PLANNING COMMISSION RECOMMENDATION ON URBAN ASSISTANCE (Public law 701 program)
A letter was submitted from the Planning Commission recommending that the City
make application to The Housing & Home Finance Agency for Federal assistance under a
program which provides aid to cities having less than fifty thousand population, for
a master plan, drainage plan, zoning ordinance and subdivision ordinance.
The Commission recommended that the City Administrator, Planning Director, and
City Engineer be authorized to interview and recommend qualified cousultants, the hiring
of whom is a condition to receiving aid under the program.
It was moved by Councilman DeGraaf, seconded by Councilman McMains and carried,
that the Council go on record as being in favor of receiving assistance under Public
law 701, and approve the recommendations of the Planning Co~m~ission.
HEARING DATE SET FOR TIDELANDS MASTER PLAN
It was moved by Councilman OeGraaf, seconded by Councilman McMains and carried,
that December 19th at 7:00 o'clock P.M. be set as the time for a public hearing on the
proposed Tidelands Master Plan.
PLANNING COMMISSION RECOMMENDATIONS ON REZONING OF THIRD AVENUE AND "L" STREET
(Southwest corner)
A letter was submitted from the Planning Commission recommending the rezoning from
R-1 to C-2 and change in building lines to five feet for property at the Southwest
corner of Third Avenue and "~' Street.
It was moved by Councilman DeGraaf, seconded by Councilman Me. Mains and carried,
that December 19th at 7:00 P.M. be set as the time for a public hearing on the proposed
rezoning.
RESOLUTION No. 2715 - Requesting release of State Sales ~ax data to Finance Officer
Offered by Councilman McMains, passed, adopted and approved by the following
vote, to-wit:
AYES: Councilmen McMains, Menzel, DeGraaf
Noes: None
Absent: Councilmen McAllister, Smith
It was moved by Councilman DeGraaf, seconded by Councilman McMains and carried,
that the claim of Phyllis E. Schnell in the amount of $1200.00 for damage to her house
caused by a main line sewer back up, be denied.
~.~LETTER OF APPRECIATION
A letter was read from Mrs. Elmer Berggren expressing appreciation to the Council
and all others who helped support Chula Vista's clean up week. She also asked that
something be done to improve the appearance of "C" Street between Broadway and Fourth
Avenue.
qUEST FOR SUPPORT IN OUTLAWING POKER IN CALIFORNIA
A letter was read from the Cudahy Improvement Association, Inc. of Cudahy, Calif.
requesting that the City support their efforts in requesting Governor Brown to include
as part of an extra session, the subject matter of outlawing draw poker and low ball
draw poker in California. No action taken.
REPRESENTATIVES APPOINTED TO SOUTH BAY HIGHWAY ASSOCIATION
It was moved by Councilman McMains, seconded by Councilman DeGraaf and carried,
that Councilman OeGraaf be appointed representative and City Planner Fretz be appointed
alternate representative on the South Bay Highway Association, the $10.00 per year
memberlhip dues to be paid from the Council Subscription and Membership Account.
ADJOURNMENT
Mayor Menzel adjourned the meeting at 7:50 P.M, until December 5th at 7:00 PM.
