OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA, CALIFORNIA
Held Tuesday December 5, 1961
An adjourned regular meeting of the City Council of the City of Chula Vista
was held at 7:00 P.M. on the above date, with the following Councilmen present:
Councilmen Mc/~ains, McAllister, Menzel, Smith, DeGraaf
Absent: None
Also present:/ City Engineer Cole, City Attorney Duberg, City Administrator
Fulwiler, Administrative Analyst Ross
Mayor Menzel led the pledge of allegiance to the Flag and asked for a moment of
prayer.
RgSOLUTION No. 2716- Approving special appropriation of $6,250 for~ consultant
Offered by Councilman DeGraaf, passed, adopted and approved by the following
vote, to-wit:
AYES: Councilmen DeGraaf, Smith, McMains, McAllister, Menzel
Noes: None
Absent: None
RESOLUTION No. 2717- Approving special appropriation of $1000 for backfill
compaction tests
Offered by Councilman Smith. passed, adopted and approved by the following
vote, to-wit:
AYES: Councilmen Smith, McaMains, McAllister, Menzel, DeGraaf
Noes: None
Absent: None
City Engineer Cole was directed to study the feasibility of setting up and operat-
ing our own soil testing laboratory for use in future projects requirin§ compaction
APPROVAL OF FINAL }{AP - Cindy Park No. 3 tests.
City Engineer Cole recommended that the final map of Cindy Park No. 3 be approved
subject to posting of the necessary bonds together with the improvement agreement,
removal of drainage easement ~rom the final map, approval of the improvement plans by
the City Engineer, and that Lot "A" be deeded to the City.
It was moved by Councilman DeGraaf, seconded by Councilman Mc24ains and carried,
that the final map and improvement plans of Cindy Park No. 3 be accepted upon the
execution by the owner of a contract with the City of Chula Vista for the installation
of improvements and the posting of a bond guaranteeing the perfoz~uance thereof, which
contract and bond shall be first approved by the City Attorney as to form and legality,
and subject to the reco~mmendations of the Engineering and Planning Departments.
EqUEST FOR DRIVEWAY OF EXCESS WIDTH - Security First National Bank
Upon the request of the Security First National Ba~k for an excess driveway on
Church Avenue forty feet in width, it was recommended by the City Engineer that a drive-
way of thirty-five feet be allowed, providing the contractor removes the parking meter
posts for the City, replaces the sidewalk as required, and that the driveway be centered
on the Bank's parking lot aisle, and all other City code and permit requirements be met.
It was moved by Councilman Smith, seconded by Councilman OeG'raaf and carried, that
the request be granted, subject to the recom~nendations of the City Engineer. The
motion carried by the following vote, to-wit:
AYES; Councilmen Smith, DeGraaf, Menzel
Noes: Councilmen Mc24ains, McAllister

.REPORT ON GAS TAX STATUS
J A report on estimated costs, funds available and related facts
pertaining to Gas Tax Project No. 37 (widening of Fourth Avenue from E. Street to;
H. Street) and Project No. 42 (E. Street Extension) was submitted to the Council by
the City Engineer. Councilman DeGraaf stated he would favor the widening of the
Fourth Avenue ~roject at this time if he could be assured it would not lead to
commercial development. He was of the opinion the E. Street extension project should
be held off until it is determined how the proposed belt line freeway will affect the
flow of traffic.
Councilman McMains favored the widening of E. Street from Third Avenue to First Avenue
immediately, but no further until the County is ready to proceed with Bonita Road.
Mr. Algert showed a plan of the proposed Sweetwater Freeway and Beltline Freeway
and stated that in his opinion the timing was wrong to extend E. Street at this time
as it would seem logical that the traffic pattern will change upon completion of the
freeways.
F~r. Edward Dillon suggested an alternate and less expensive plan would be to
extend Bonita Road West across property at the Southwest corner of First Avenue and
E. Street,
It was moved by Councilman Smith, seconded by Councilman McAllister and carried,
that the Engineering Department be directed to proceed with the widening of Fourth
Avenue from E. Street to F. Street, and widening of Eo Street from Third Avenue
to First Avenue, and retain the r-mainder of the Gas Tax fundswhile a further study
is being made, for development of E. Street East to tie into Bonita Road.
The motion carried by the following vote, to-wit:
AYES: Councilmen Smith, McAllister, Menzel, DeOraaf
Noes: Councilman McMains

RESOLUTION No, 2718- Authorizing filing of legal action to condemn certain lands-
Telegraph Canyon Sewer Project
Offered by Councilman DeGraaf, passed, adopted and approved by the following
vote, to-wit:
AYES: Councilmen DeGraaf, Smith, McMains, McAllister, Menzel
Noes: None
Absent: None
~/,.DEVELOPMENT OF NORTH SIDE OF EAST "I" STREET
A letter was read from Irwin D. Bellows, 83 East "I" Street, asking the answers to
certain questions before he would be willing to dedicate 30 feet to the City.
City Engineer Cole explained that it was necessary to obtain a deed from each
property owner on that portion of the street in question, in order to clear title
before the City can take action. To date all deeds have been obtained, except two.
Mr. Cole was directed to clarify the matter with Mr. Bellows, and submit a copy of
a map of the area to the Council at a later date.
~SUGGESTIONS ON ELIMINATION OF TROUBLE AT LIBRARY
Letters were submitted from eight students in the area suggesting that the School
Libraries be opened in the evening for use of students, in order to a~eviate the
problem arising from over-crowded conditions at the Public Library. The letters
were referred to Superintendent of Schools, Joseph Rindone.
CARD ROOM LICENSE At the request of Councilman McMains, City Attorney Duberg was
directed to have the revised cardroem license ordinance ready for Council study at
the next meeting.
CARE OF TREES IN PARKING STRIPS - City Tree - Oead Trees
Councilman McMains Asked why the trees in front of unsold houses in new subdivi-
sions cannot be cared for. City A~ministrator Fulwiler ststed that the Park Dept.
has been instructed to care for the trees to the extent that it is possible to do so
with the present personnel.
Councilman McAllister stated that he would like to have the Park Dept. make a
study on the possibility of selecting a "City Tree"
Councilman DeGraaf asked that the Park Dept. be directed to remove the dead trees
on Del Mar Avenue and on "I" Street.
ISLANDS ON BROADWAY AT "H" AND "E" STREETS
Upon an inquiry from Councilman Smith, City Engineer Cole stated that preliminary
plans have been prepared for the proposed islands on Broadway at "H" and "E" Streets.

Mayor Menzel adjourned the meeting at 8:45 P.M. sine die.
