OF THE CITY COUNCIL OF THE CITY OF
Chula Vista, California
Held Tuesday January 16, 1962
An adjourned regular meeting of the City Council of the City of Chula Vista
was held at 7:00 P.M. in the Civic Center on the above date, with the following
Councilmen present: Councilmen Mcgains,McAllister,Menzel,Smith,DeGraaf
Absent: None
Also present: City Engineer Cole, City Attorney Duberg, City Administrator
Fulwiler, Administrative Analyst Ross, City Planner Fretz
Mayor Menzel led the pledge of allegiance to the Flag, and asked for a moment of prayer.
STATEMENT: The City Clerk hereby states that he did post within 24 hours of
adjournment, as provided by law, the order of adjournment of the
City Council for the adjourned regular meeting of January 16, 1962
~,/'f PUBLIC HEARING (continued) Start Annexation
This being the time and place, as designated, for the continuation of the public hear-
ing on the Start Annexation, Mayor Menzel declared the hearing reopened.
Edgar A. Luce, Jr., Attorney for the Ashdon Corporation, asked that his client's
petition for annexation be withdrawn and proceedings abandoned. No others wishing to
be heard, the Mayor declared the hearing closed.
It was moved by Councilman DeGraaf, seconded by Councilman McAllister and carried,
that the applicant be permitted to withdraw his application, and the Council abandon
proceedings on the proposed Start Annexation.

Administrative Analyst Ross reviewed information received
at a meeting with the Manager of Oceanside pertaining to particulars involved in obtain-
ing a loan from the Small Craft Harbors Division of the State. Mr. Ross asked for
Council approval to contact State Officials in the Division of Small Craft Harbors to
determine what would be involved in the City's making an application for a State loan
for a small craft harbor.
It was moved by Councilman Smith, seconded by Councilman McAllister and carried,
that the request of Mr. Ross to contact State Officials pertaining to a small craft
harbor be approved.
OROINANCE No. 784 - Approving Wyant Annexation- Second reading
It was moved by Councilman DeGraaf, seconded by Councilman Smith and carried, that
Ordinance No. 784 be placed on its second reading; that reading of the text be waived
and the Ordinance adopted. The motion carried by the following vote, to-wit:

ORDINANCE No. 786 - Approving precise zoning of Huntington Annexation-Second reading
It was moved by Councilman Smith, seconded by Councilman McAllister and carried,
that Ordinance No. 786 be placed on its second reading; that reading of the text be
waived and the Ordinance adopted. The motion carried by the following vote, to-wit:

RESOLUTION No. 2758- Authorizing expenditure of funds for engineering work-S~eetwater
Valley Industrial Park
Offered by Councilman Smith, passed, adopted and approved by the following vote
to-wit:

RESOLUTION No. 2759- Accepting & dedicating property for street purposes(Melrose Ave.)
Offered by Councilman DeGraaf, passed, adopted and approved by the following
vote, to-wit:

RESOLUTION No. 2760 - Approving agreement with State Lands Commission for Tidelands Grant Survey
Offered by Councilman Smith, passed, adopted and approved by the following vote,
to-wit:

RESOLUTION No. 2761 - Approving special appropriation for Tidelands survey

,I~,BID AWARDED ON LIBRARY LIGHTING
City Engineer Cole reported having received seven bids on the
library lighting, and recommended that the low bid of Rmm~r Electric in the amount of
$6,231. be accepted. It was moved by Councilman McAllister, seconded by Councilman
Smith and aarried, that the low bid of Ramar Electric in the amount of $6,231. be approved.
~DISCUSSION ON CASSELMAN STREET TRAFFIC AND PARKING STUDY
Mr. Lawrence Martin, James Roush, Donald Athon, and Mrs. Phoenix all spoke against
limited parking on Casselman Street between Fifth Avenue and Broadwayjas reconm~ended by
the Division of E~gineering. Mrs. Carl Shepherd was not too impressed with the idea
of limiting parking on Casselman, and stated that her original request was for the
widening of Casselman St. in order to facilitate backing out of her driveway.
Due to the many conflicting statements made, Mayor Menzel suggested the matter be
held over for further study and placed on the agenda for the February 6th meeting.
~XCESSIVE DRIVEWAY WIDTH APPROVED
Upon recommendation of City Engineer Cole, it was moved by Councilman Smith,
seconded by Councilman McMains and carried, that a thirty foot maximum driveway approach
be allowed the Imperial Contracting Co., Inc. for their property at 423 "G" Street.
Mayor Menzel suggested that the Building & Engineering Departments give some
thought to proper~y layout plans, so that requests for excessive width driveways will
not be needed, in the future.
~EqUEST FOR REIMBURSEMENT ON CURB INSTALLATION
A letter was read from F. H. Watts, 703 First Avenue, requesting that he be reim-
bursedsfor the cost of installing curbs around the corner of his property approximately
five years ago. City Attorney Duberg stated that the statute of limitations would bar
~he Council from making any repayment at this late date.

REQUEST FOR TRAFFIC SIGNALS
A letter was read from P.H. Goodwin Co. requesting that the City
consider the installation of traffic signals at Broadway and "C" Street. No action.
ETTERS OF ENDORSEMENT
A letter was read from the Official Board of the First Methodist
Church, endorsing the action of the Council in its attitude toward the licensing of
card rooms. A letter was read from the Veterans of Foreign Wars endorsing the
sale in Chula Vista of the book "Master of Deceit" by J. Edgar Hoover.
~R. CHAi~ER OF COMMERCE MARCH OF DIMES DRIVE APPROVEO
It was moved by Councilman Smith, seconded by Councilman DeGraaf and carried, that
the Jr. Chamber of Commerce "Block of Dimes" drive be approved for January 20th on
Third Avenue from 9:00 A.M. to 4:00 P.M.
COUNCIL URGED TO CONTINUE FIGHT AGAINST NEW BAR LICENSES
A letter was read ~rom the Chula Vista Ministers Assn. thanking the Council for the
stand they have taken on the issuance of bar licenses in the City, and urging a continued
fight to keep new bars out of the City. Bishop Wayne W. Reid, Assn. Secty. suggested
that perhaps through the League of California Cities, the Council might be able to
return to the local governments some control over the ntm~ber of liquor establishments
that are to be allowed in a City. City Attorney Duberg suggested that when it is
known that a new bar is to be located here, it should be brought to the attention of
him or the Police Chief, so that necessary action can be taken before the Alcoholic
Beverage Control Board.
~//SAFETY COUNCIL RECOPhMENDATIONS ON BROADWAY CHANNELIZATION
City Administrator Fulwiler read a letter from the Safety Council stating that
they approve the proposed channelization of Broadway, and recommending that a study
be made of the feasibility of widening the street in the area where the channeliza-
tion is taking place.
Mr. Clint Matthews, Archie Young, and J. C. Crane, me~tbers of the Broadway
Assn. asked for a discussion on the proposed Broadway channelization at this time.
Mayor Menzel. stated that in asmuch as it would all have to be repeated at a later date
when the matter is officially discussed, he would suggest that their remarks be made
at that time. They were informed that they would be notified when the matter is to
come up again.
BOULEVARD STOP SIGN REQUESTED
Councilman McMains suggested that a boulevard stop sign be installed at the top
of the ramp fro South bound traffic off of Montgomery Freeway leading onto "E" Street.
~$EARCH FOR NEW LIBRARY SITE SUGGESTED
Councilman McMains suggested that the Planning Director make a survey for the
location of a possible site for a new Library.
Councilman McAllister agreed that serious thought should be given to future
needs of the City, landwise.
Councilman McMains was of the opinion the City should negotiate with the School
District for acquisition of the "F" Street School site.
PRINTING OF AGENDA
Councilman McMains suggested that the Council request that the Chula Vista Star-
News print the &genda prior to each Council meeting.
ADJOURNMENT
Mayor Menzel adjourned the meeting at 8:45 P.M. until January 23rd at 7:00 P.M.
