CITY COUNCIL OF THE CITY OF
Chula Vista, California
Held Tuesday March 13, 1962
The Council met in the Council Chambers at the City Hall on the above date at
?:00 P.M. with the following Councilmen present:
Councilmen Mcl~ins, McAllister, Smith, DeGraef
Absent: Councilman Menzel
Also present: City Engineer Cole, City Attorney Duberg, City Planner Fretz,
Associate Civil Engineer Hughes
In the absence of Mayor Menzel, Mayor pro-te~ McMains presided.
Pro-te~ Hayor Mcltains led the pledge of allegiance to the Flag, and asked for a moment
of prayer.
STATEMENT: The City Clerk hereby states that he did post within 24 hours
of adjournment, as provided by law, the order of adjournment
of the City Council for the regular meeting o[ Hatch 13, 1962.
O~ANGE COUNTY COHMITTEE FOR C0//BATING C(k~IUNISTS
Mr. Jerry Torrence, representing the Orange County Committee for combating communists,
asked Council endorsement of an initiative petition they are circulating which would place
the outlawing of the C~unist Party on the ballot. It was moved by Councilm~n McAllister,
seconded by Councilman DeGraaf and carried, that the Council go on record as endorsing
the petition.
APPROVAL OF COUNCIL MINUTES
It was moved by Councilman Smith, seconded by Councilman DeGree/ and carried, that~,~5~F
the meetings of the City Council for February 13, 20, 2?, and March 6th be approved,
copies having been sent to sach Councilman.
~ PUBLIC HEARING - Phase V , Chapter 27, Act.
1911
This being the time and place as advertised, for a public hearing on Phase V of
Chapter 27 of the 1911 Act, Mayor pro-rem MoMains declared the hearing open.
A letter was read from Ivan Paine, 398 Broadway, requesting permission to install
monolithic curb and sidewalk on the "G" Street side of his property. Mrs. Paine stated
that they would prefer waiting one year before installing their improvements, but if they
must do it now, she asked permission to install only curb and gutter.
A letter was read from W. J. Duvall stating that he had paid the City the amount
it would cost to install sidewalk along his property at 731 "G" Street in 1958.
It was agreed at that time that the money would be used on a drainage proble~ in the
street as the sidewalk was not needed in that location.
Mr. Walter Long stated that a portion of his property at the corner of Orange and
Woodla~a was in the process of being condemned by the Spring Valley Sanitation District
for sewer purposes and stated that if he installed the improvements required at this
time, they would have to be torn out for construction of the sewer. City Attorney
Duberg stated that this particular block could be abandoned from the proceedings.
Mr. Gale Fick, with property at 649 "G" Street, asked that his property be excluded
from Phase V of the 1911 Act for one year, or at least until economic conditions are
better. In v~,ew of the fact that all owners of property in his block without improve-
ments were protesting, Mr. Fick suggested that that block be included in another Phase
at a later date.
Mr. Martin Green, with property at 621 "G" Street, asked for a one year extension
of time to install improvements in front of his property.
Mrs. Goerke, speaking for the owner of the property at 146 Jefferson Ave., stated
that the o~ner was not now financially able to install the t~rovements required.
Hr. Harold Starkey, in support of his letter read at the last meeting, stated that
he was installing the curbs and gutters required in front of his property at 21 "F" St.
and would install the sidewalks if so ordered, but was of the opinion the sidewalks
would serve no purpose at this time.
There being no others wishing to be heard, Mayor pro-rem McMaius continued the
hearing until March 20th at 7:00 P.M.
/.~'PARKING DISTRICT REPORT
City Administrator Fulwiler gave a report on progress of the 1951 Parking District
Committee, and recommended the retaining of the firm of Stone & Youngberg to make a
feasibility study for issuance of Revenue bonds on the proposed district. It was
proposed that the cost of the study be paid from parking meter revenues.
RESOLUTION No.- 2785 - Approving agreement with Stone & Youngberg for feasibility ~tudy.
Offered by Councilman Smith, with the proviso that costs be paid from parking
meter revenues, passed; adopted and approved by the following vote, to-wit:
AYES: Councilmen Smith, DeGraaf, McMains, HcAllister
Noes: None
Absent: Councilman ~enzel
~./REPORT ON ALLEY STANDARDS AND IMPROVEMENTS
City Engineer Cole reviewed his written report to the City Administrator on his
recommended alley standards and method of improving City alleys. After discussion,
it was moved by Councilman McAllister, seconded by Councilman Smith and carried, that
the alley specifications as recv..~ended by the City Engineer be accepted and the
method of improvement be under 1911 Act proceedings.
/./~'REDUCTION IN RIGHT-OF=WAY WIDTH REQUESTED
A letter was read from the Planning Coavaission recommending that the conditions
of approval of the tentative map of Castle View Subdivision be amended to reduce the
right-of-way width of Quivera Street from sixty to fifty feet, as requested by the
Subdivider. It was moved by Councilman Smith, seconded by Councilman McAllister and
carried, that the recommendations of the Planning Commission be approved.
RESOLUTION No. 2786- Accepting and dedicating portion of property for Quintard St.
Offered by Councilman McAllister, Passed, adopted and approved by the following
;vote, to=wit:

Noes: None
Absent: Councilman Menzel
RESOLUTION No. 2787- Approving agreement for construction of improvements in Castle View Subdivision
Offered by Councilman McAllister, passed, adopted and approved by the following
vote, to-wit:
AYES: Gouncilmen McAllister, Smith, DeGraaf, McMains
Noes: None
Absent: Councilman Menzel
REQUEST TO PAINT HOUSE NUMBERS ON CURBS DENIRD
A letter was read from the firm of Standard House Numbers of America requesting
permission to paint house numbers on curbs throughout the City. It was moved by
Councilman Smith, seconded by Councilman DeGraaf and carried, that the request
be denied.
ETITION TO BE IiF.~RD ON SHOULDER PAVING
A petition was read from property owners in the 700 block on Church Avenue
between "J" Street and Kearney Street, requesting a time that they might come before
the Council to clarify 'a misunderstanding in regards to shoulder paving in that block.
The Council indicated they would hear the property owners at the next meeting.

/'~AYDENWITHDRAWS AS NOMINEE IN COUNCIL ELECTION
A letter was read from Mr. Elmer Sorensen, acting as spokesman for James Hayden,
stating that due to unforseen circumstances, Mr. liayden would have to withdraw as a
candidate in the Council election to he held April loth.
~IEETING OF POLICE AND FIREMEN RELIEF ASSOCIATION qUESTIONED
Councilman Smith stated that he would like answers to some questions he had on
what he considered the very unethical meeting of the Police & Firemen Relief Assn.
with nominees for Councilmen in the forthcoming election. Councilman Smith asked
why the press was barred, If the officers were there on their o*m time or City time.
If they plan to make a specific reco~endation on which candidates they plan to support
as an Association.
The City Administrator stated that he had not been notified of the meeting, but
was told the Association has no intention of making reco--endations on candidates.
He said he would investigate to determine if some employees attended the meeting on
City time. At the su~estion of Councilman Smith, the City Attorney was directed
to study the possibility of drafting an ordinance which would prohibit this type of
activity by City employees, and report to the Council in two weeks on his findints.
PORT OF SAN DIEGO BAY CO~ilTTEE
Councilman McAllister read a report of the recommendations of the San Diego Bay
Coaunittee. He stated that written copies of the report would be received by each
Councilman.
~/~iDEWALKS REQUESTED ONWEST SIDE OF BROADWAY BETWEEN "E" AND"F" STREETS
At the request of Councilman McMains, the City Engineer was directed to take
the necessary steps to have sidewalks installed on the West side of Broadway between
"E" and "F' Streets where they do not now exist.
S~RVICE PINS FOREMPLOYEES
Councilman NcMains suggested that the matter of service pins for employees
be studied again.
