ITEM TITLE: RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF
CHULA VISTA RECOMMENDING THAT THE CHULA VISTA CITY
COUNCIL MODIFY THE EXISTING SPEED LIMIT ON EAST ‘J’
STREET BETWEEN PASEO DEL REY AND PASEO RANCHERO
FROM 35 MPH TO 30 MPH, AND THAT SCHEDULE X OF THE
REGISTER MAINTAINED IN THE OFFICE OF THE CITY ENGINEER

Staff completed an Engineering and Traffic Survey (E&TS) on E. ‘J’ Street between Paseo Del
Rey and Paseo Ranchero (the “Segment”) in accordance with the California Vehicle Code (CVC)
and California Manual on Uniform Traffic Control Devices (CAMUTCD), which indicate that the
posting of speed limits that are not the maximum or standard prima facie speed limits defined by
the CVC be determined by an E&TS for each street with a posted speed limit within the City.
Based on the results of the E&TS, staff has determined that the speed limit on E. ‘J’ Street between
Paseo Del Rey and Paseo Ranchero be decreased from 35 mph to 30 mph (see Attachment 1,
Location Plat).
RECOMMENDATION: That the Safety Commission adopt the resolution.
DISCUSSION:
The CVC establishes minimum and maximum prima facie speed limits for all streets in the State.
The minimum prima facie speed limit is 25 mph for specific roadway conditions and the maximum
speed limit is 65 mph (55 mph for undivided roads) and an Engineering and Traffic Survey (E&TS)
is required to change the prima facie speed limit from these preset limits for any City roadway that
do not meet those conditions.
The CVC requires that local agencies review changes in local speed limits every five to seven
years to determine if the existing street segment speed limits require updating due to the age of the
E&TS or changes in roadway and traffic conditions. In July 2022, staff completed an E&TS for
the segment of E. ‘J’ Street between River Ash Drive and Paseo Ranchero Street in accordance
with the California Vehicle Code. In August 2022, staff completed an E&TS for the segment of
E. ‘J’ Street between Paseo Del Rey and River Ash Drive.
As described in the California Vehicle Code, the survey shall include:
(1) Prevailing speeds as determined by traffic engineering measurements;
(2) Accident records;
(3) Traffic/roadside conditions not readily apparent to the driver.

Physical Conditions
The following information describes the existing conditions along the subject Segment on E. ‘J’
Street:
Two-lane Minor Collector.
Length/Width – 1.13 miles long and 50’ wide.
Average Daily Traffic: 4,396 (2015) – will be updated in August 2022
Number of Lanes: 2 lanes (1 per direction) from Paseo Del Rey to Paseo Ranchero.
Existing Speed Limit – Posted 35 mph.
85% Percentile Speed: 1) Paseo Del Rey to River Ash Drive – 36 mph; 2) River Ash Drive
to Paseo Ladera – 36 mph; 3) Paseo Ladera to Paseo Ranchero – 36 mph.
Striping – Two lanes of traffic.
Parking – Parking is allowed along entire segment on both sides of the street.
Bike Lanes in both directions.
Horizontal Alignment – Horizontal Curve with a radius of 500’ over a length of 352’ yields
a design speed of 45 mph.
Vertical Alignment – Crest Vertical Curve west of Red Oak Place with a 4.5% to -1.5%
grade over 200’ yields a design speed of 31 mph.
Accident Rate History – The accident rate at this segment is 0.18 accidents per million
vehicle miles, which is lower than the rate of 1.51 for similar roadways in the State of
California (2019).
Traffic Calming
Given that this item proposes to reduce the posted speed limit, no traffic calming measures are
applicable.
Speed Enforceability
If the proposed speed increase is not approved, the following are the only means of enforcing speed
on the Segment:
Basic Speed Law: police car matches speed of vehicle and determines that speed is unsafe
for current conditions. Infeasible due to insufficient police availability and the segment
is too short.
Maximum Speed Law: use RADAR/LiDAR methods to enforce speed limit of 65 mph.
If the proposed speed limit is approved, police can use RADAR/LiDAR to enforce the approved
posted speed limit.
CONCLUSION:
When speed limits are appropriately established the following objectives are achieved:
- Meaningful, unambiguous enforcement
- Voluntary public compliance
- Clear identification of the unreasonable violator
- Elimination of unjustifiable “tolerances” of higher speed travel

Based on the 85th percentile speed of the roadway, as well as a low collision rate outlined in the
Engineering/Traffic Survey, staff is recommending the speed limit modification.
Should the City Council establish the proposed 30 mph speed limit, Schedule X of the register
maintained in the Office of the City Engineer be amended to reflect the speed limit increase:
East ‘J’ Street, between Paseo Del Rey and Paseo Ranchero, proposed Speed Limit
Decrease to 30 mph.
FISCAL IMPACT:
There is a nominal cost for replacing signs and pavement legends to reflect the revised speed limit
that would be paid out of an existing capital improvement project budget.

RESOLUTION OF THE SAFETY COMMISSION OF THE

SPEED LIMIT ON EAST ‘J’ STREET BETWEEN PASEO DEL
REY AND PASEO RANCHERO FROM 35 MPH TO 30 MPH,
AND THAT SCHEDULE X OF THE REGISTER

WHEREAS, staff completed an Engineering and Traffic Survey (E&TS) on E. ‘J’ Street
from Paseo Del Rey to Paseo Ranchero (the “Segment”) in accordance with the California
Vehicle Code (CVC), which stipulates that posted speed limits be determined by an Engineering
and Traffic Survey for each street with a posted speed limit within the City; and
WHEREAS, as described in the CVC, the E&TS shall include: 1) Prevailing speeds as
determined by traffic engineering measurements; 2) Accident records; and 3) Traffic/roadside
conditions not apparent to the driver; and
WHEREAS, the Manual on Uniform Traffic Control Devices (MUTCD) states that the
speed limit shall be established at the nearest 5 mph increment of the 85th percentile speed. Also,
if the 5 mph reduction is applied, the E&TS shall document in writing the conditions and
justification for the lower speed limit and be approved by a registered Civil or Traffic Engineer;
and
WHEREAS, with a valid E&TS, the posted speed limit on street can be enforced “prima
facie,” which means that the Police Department can use RADAR/LIDAR technology to enforce
the speed limit and the burden of proving whether the driver was proceeding at a safe speed is on
the driver; and
WHEREAS, the E&TS for the Segment has been expired since November 25, 2015, the
Police Department can only enforce speed on the Segment with respect to the Basic Speed Law,
which would require that a police officer to follow vehicles the officer deems to be traveling at
unsafe speeds and that he/she prove that the driver was proceeding at an unsafe speed; and
WHEREAS, denial of this resolution perpetuates the expired status of the E&TS for the
Segment such that the Police Department will be unable to enforce the existing posted speed
limit using RADAR/LIDAR technology; and
WHEREAS, staff will obtain a current average daily traffic for the Segment prior to
presenting the subject item to City Council; and
WHEREAS, based on the 85th percentile speed of the roadway and the collision rate
referenced in the E&TS, staff has determined that speed limit on the Segment should be decreased
from 35 mph to 30 mph; and

NOW, THEREFORE, BE IT RESOLVED that the Safety Commission of the City of
Chula Vista does hereby recommend that the City Council, establish the proposed 30 mph speed
limit and that Schedule X of the register maintained in the Office of the City Engineer be
amended to reflect the proposed speed limit as follows:
East ‘J’ Street, beginning at Paseo Del Rey and ending at Paseo Ranchero,
proposed speed limit decrease to 30 mph.

Parking – Parking is not allowed along entire segment.
Bike Lanes in both directions.
Horizontal Alignment – Horizontal Curve with a radius of 992’ over a length of 532’ yields
a design speed of 55 mph.
Vertical Alignment – Sag Vertical Curve north of Telegraph Canyon intersection with a -
10.0% to -0.5% grade over 384’ yields a design speed of 30 mph.
Accident Rate History – The accident rate at this segment is 0.22 accidents per million
vehicle miles, which is lower than the rate of 1.13 for similar roadways in the State of
California (2019).

RESOLUTION OF THE SAFETY COMMISSION OF THE
CITY OF CHULA VISTA RECOMMENDING THAT THE
CHULA VISTA CITY COUNCIL DECREASE THE EXISTING
SPEED LIMIT ON PASEO RANCHERO BETWEEN SOUTH
RANCHO DEL REY PARKWAY AND EAST ‘H’ STREET
FROM 35 MPH TO 30 MPH, AND THAT SCHEDULE X OF
THE REGISTER MAINTAINED IN THE OFFICE OF THE
CITY ENGINEER BE AMENDED TO REFLECT THE
REVISED SPEED LIMIT
WHEREAS, staff completed an Engineering and Traffic Survey (E&TS) on Paseo
Ranchero from S. Rancho Del Rey Pkwy to E. ‘H’ Street (the “Segment”) in accordance with the
California Vehicle Code (CVC), which stipulates that posted speed limits be determined by an
Engineering and Traffic Survey for each street with a posted speed limit within the City; and
WHEREAS, as described in the CVC, the E&TS shall include: 1) Prevailing speeds as
determined by traffic engineering measurements; 2) Accident records; and 3) Traffic/roadside
conditions not apparent to the driver; and
WHEREAS, the Manual on Uniform Traffic Control Devices (MUTCD) states that the
speed limit shall be established at the nearest 5 mph increment of the 85th percentile speed. Also,
if the 5 mph reduction is applied, the E&TS shall document in writing the conditions and
justification for the lower speed limit and be approved by a registered Civil or Traffic Engineer;
and
WHEREAS, with a valid E&TS, the posted speed limit on street can be enforced “prima
facie,” which means that the Police Department can use RADAR/LIDAR technology to enforce
the speed limit and the burden of proving whether the driver was proceeding at a safe speed is on
the driver; and
WHEREAS, the E&TS for the Segment has been expired since June 22, 2012, the Police
Department can only enforce speed on the Segment with respect to the Basic Speed Law, which
would require that a police officer to follow vehicles the officer deems to be traveling at unsafe
speeds and that he/she prove that the driver was proceeding at an unsafe speed; and
WHEREAS, denial of this resolution perpetuates the expired status of the E&TS for the
Segment such that the Police Department will be unable to enforce the existing posted speed
limit using RADAR/LIDAR technology; and
WHEREAS, based on the 85th percentile speed of the roadway and the collision rate
referenced in the E&TS, staff has determined that speed limit on the Segment should be decreased
from 35 mph to 30 mph; and
NOW, THEREFORE, BE IT RESOLVED that the Safety Commission of the City of
Chula Vista does hereby recommend that the City Council, establish the proposed 30 mph speed

limit and that Schedule X of the register maintained in the Office of the City Engineer be
amended to reflect the proposed speed limit as follows:
Paseo Ranchero, beginning at South Rancho Del Rey Parkway and ending at East
‘H’ Street, proposed speed limit decreased to 30 mph.
PASSED, APPROVED, and ADOPTED by the Safety Commission of the City of Chula Vista,
California, this 11th day of August 2022, by the following vote:
