HomeMy WebLinkAboutcc min 1962/05/08 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF Chula Vista, California Held Tuesday May 8, 1962 The Council met in the Council Chambers at the City Hall on the above date at 9:00 PoMo with the following Councilmen present: Councilmen McMains, McAllister, Menzel, Smith Absent: Councilman DeGraaf Also present: City Engineer Cole, City Attorney Duberg, City Administrator Ful~iler, Administrative Analyst Ross Mayor Menzel led the pledge of allegiance to the Flag and asked for a moment of prayer STATEMENT: The City Clerk hereby states that he did post within 24 hours of adjouromant, as provided by law, the order of adjourmment of the Regular Meeting of May 8, 1962. APPROVAL OF COUNCIL MINUTES It was moved by Councilman McAllister, seconded by Councilman Smith and carried, that the Minutes for meetings of April 10, 24, and May 1st be approved, copies having been sent to each Councilman. ORDINANCE No, 796 - Rezoning of portion of Muraoka Annexation-second reading It was moved by Councilman McAllister, seconded by Councilman Smith and carried, that Ordinance No. 796 be placed on its second reading; that reading of the text be waived and the ordinance adopted. The motion carried by the following vote, to-wit: AYES: ~ouncilmen McAllister, Menzel, Smith, McRiains Hoes: None Absent: Councilman DeGraaf ~iSCUSSION UN MAINTENANCE OF SEWER LATERALS The Council having had an opportunity to study the City Engineer's report recommend- ing that the City no longer maintain sewer laterals in the City, Mayor Menzel opened the topic for discussion. The Council was generally in accord with the Engineer's recommendations, but thought some consideration should be given the property owner where sewers are plugged by the foots of trees planted in parking strips. It was pointed out that effective date of the new order, if approved, should not be until July 1st at the earliest, in order that plenty of publicity can be given the matter. The City Attorney was directed to prepare the necessary resolution or ordinance to establish a new ruling on sewer lateral maintenance, with the thought of giving some consideration to property owners troubled with roots from parkway trees clogging their sewers. &//POSITION OF PARK FOREMAN ESTABLISHED The Council having planned on reorganizing the Park Department after June 30, 1962, it was moved by Councilman Smith, seconded by Councilman McAllister and carried, that the position of Park Foreman be established and included in th~ 1962-1963 fiscal budget. L/.-CmU~ER OF C,O~CE m%~OH CO.liTtlE A letter was read from the Chamber of Commerce stating they have formed a Harbor Committee to study and research on the creation of a Unified Port District, and asked that the Council appoint to this Co~nittee a member of the Council as wall as a member of the Harbor Co~aissiono Mayor Menzel appointed Councilman McHains to the Committee and stated he would contact members of the Harbor Co~aission. A letter was read from Commander and Mrs. C.W. Harrtson express- ing appreciation for the prompt response and cooperation on the part of the Police Department in locating four small boys who were missing from their homes. RESOLUTION No. 2826- Endorsing Proposition No. ~ - Veterans Bonds Offered by Councilman McAllister, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen McAllister,Menzel,Smith,McMains Noes: None Absent: Councilman DeGraaf ;~'wWRELOCATION OF THIRD AVENUE FLAGPOLE REQUESTED Mr. George W. McNeely, representing South Bay Veterans Coordinating Geuncil, stated that his Council recommended that the flagpole in the Third Avenue plaza, South of "F" Street be removed and relocated in Eucalyptus Park. Re stated that the Flag is hidden by the palms and that a traffic hazard is created when the police raise and lower the Flag in its present location. The matter was referred to the City Administrator for investigation. VELOPMENT OF HILLTOP DRIVE Councilman McAllister stated that he is still not satisfied with conditions on Hilltop Drive, as to the grade being established North of Quintard Street and the lack of County cooperation in hel~ing to improve the street for its full width. City Engineer Cole stated that in his opin$on the grades established and pro- posed are reasonable considering all the facts. He stated that the C~unty Road C~m~issioner has indicated that the County will cooperate by improving their portion of Hilltop Drive. if the City proceeds with improving the City's portion, which is the lerger portion. Geuncilman Smith suggested looking into the possibility of improving the street under provisions of the 1911 Act. 7:40 P.M.- Councilmen DeGraaf took his seat at the Council table at this time. STANDAEB BLOCK IN 1911 ACT PROCEEDINGS At the request of Councilman Smith, City Attorney Duberg was instructed to determine Just what constitutes a standard block in 1911 Act proceedings. RECOGNITION OF PRESIDENT OF STATE HOME ECONOMICS TEACHERP' ASSOCIATION Councilman Smith stated that recently a Chula Vistan has been elected President of the State Home Economics Teachers Assn. and suggested that perhaps some form of recognition from the ~ouncil might be in order. The suggest~0nwas turned over to City Administrator Fulwiler. ~LETTERS ON SAN DIEGO PORT Mayor Menzel read a letter from Senator Clair Engle addressed to James Glasgow, President of the Chamber of Commerce, thanking him for the Chambers' Resolution endorsing the improvement of Sen Diego Bay and a copy of a letter from General R.G. McDonald~ Director of Civil Works, addressed to Senator Engle, pertaining to the feasibility study being made on a proposed South entrance to San Diego Bay. ADJOURNMENT Mayor Manzel adjourned the meeting at 8:50 P.M. until May 15th at 7:00 P.M. city Cl rk
