Chula Vista, California
Held Tuesday May 1§, 1962
An adjourned regular meeting of the City Council of the City of Chula Vista,
California was held at 7;~0 P.N. on the above date with the following Councilmen present:
Councilmen Ncl4a!ns, McAllister, Menzel, Smith, DeGraaf
Absent: Councilmen None
Also present: City Engineer Cole, City Attorney Duberg, City Administrator Fulwiler,
City Finance Officer Grant, Administrative Analyst aoss, City Planner Fretz.
l~ayor Heneel led the pledge of allegiance to the Flag and asked for a moment of prayer.
STATE~EITf: The City Clerk hereby states that he did post within 24 hours of adjourn-
ment, as provided by law, the order of adjournment of the City Council
for the adjourned regular meeting of Nay 15, 1962.
PRESEk'fATIO~ OF SAFETY AWA~D
Officer Virgil Seivano accepted, on behalf of the Police Dept.,
an award from the National Police Officers Association for the traffic safety record
~aintainad in the City for the year 1961. Mayor Naneel presented the award.
$/.~PUg~IC llEARXHG- Appeal of William Rogers to Planning Comaission action ia denying him
zona variance at 77 "F" Street.
This being the time and place, as advertised, for a public hearing on the appeal
of William Rogers to the Planning Co~mission action in denying him a zone variance at
77 "P" Street to allow construct£on of a twelve foot high fence, Hayer Hansel declared
the hearing open. Hr. gogers ~poke in support of his applica~ion and appeal, and sub-
mitred a petition signed by forty-four property owners in favor of the variance. Others
speaking in favor of the zone variance were Hr. Albert Alder, Dr. Joe Casey, and John
F. Smith. Ho ethers wishing to be heard either for or against the variance, the Mayor
declared the hearing closed.
It was moved by Councilman Smith, seconded by Councilman NcAllister and carried,
that becausethe Council finds there are unusual circumstances about the property to
Justify a variance, that a variance be granted for construction of a twelve foot high
chain link fence.

This being the time and place, as advertised, for a public hearing on the proposed
Castle Park Elementary School Annexation, Mayor Nenzel declared the hearing open. No
one in the audience wishing to be heard either for or against the proposed annexation
the Mayor declared the hearing closed.

It was moved by Councilman Smith, seconded by Councilman DeGraaf and carried, that
Ordinance No. 797 be placed on its first reading and that reading of the text be waived.
The motion carried by the following vote, to-wit:

This being the time and place, as advertised, for a public hearing on the proposed
~arboraide Elementary School Annexation, Hayer Nauzel declared the hearing open. No
one in the audience wishing ~o be heard either for or against the proposed annexation,
the Mayor declared the hearing closed.

by the Harbor
!/INTENTION TO VACATE PORTION OF COUNTRY CLUB DRIVE
City En$ineer Cole submitted · platt shoein$ the risht-of-eay on the Northwest
corner of Country Club Drive and First Avenue vhich Hr. R.R. Price has requested vacated.
Action on the request vas held over one week vhile the Enaineer determines if the
Northerly forty feet oi the Price property, once an easement for street purposes, has
ever been officially closed.

A letter was read from the Jr. Cimmber of Commerce stetins they have sons on
record as beans in favor of fluoridation of the Oaula Vista water supply, and asked
that the issue be placed on the ballot. Hr. Dwisht ~ve susEested that the matter be
held in abeyance until · recomaendation, which is forthcomin$, is received from the
Chember of Coumerce.

A letter wes read from the County Board of Supervisors askins that the Council
nominate one representative for consideration and eppoin~nent by the Board to serve on
· special committee to review and recogmend standards for the construction and ~nprove-
merit of County roads. Action was held over one week.

A letter was read from R. S. Litchfield, President of Chule Vista Colt League,
invitin$ members of the Council to attend their openin$ ceremonies on Sunday Kay 20th
at 1:00 P.M. at Eucalyptus Park.

A letter was read from the County Surveyor and Road C~m. issioner stating that the
request o£ the City to have Palomar Street extended from Broadway to Industrial Blvd.
had been referred to them by the Board, and they were re¢ou~ending that the project
be given serious consideration for fundin$ in the supplemental road projects bndBet
proposed for the 1965-1963 fiscal year.
Upon the recomuendation of the Park & Recreation Departments, it was moved by
Councilman De~raaf, seconded by Councilman Smith and carried, that the flag pole in
the Third Avenue plaza be removed to a site at Eucalyptus Park.
CITIZENS HASTER PLAN COIOIITTEE
City Administrator Fulwiler reported on formation of a Citizens ltaster Plan Coumit-
tee to be co-dtrected by Otis Pemberton end Bob Campbell, and submitted the following
names of persons reco~eended by the Chamber of Commerce to head up the Sub-committees:

It was moved by Councilman De,reef, seconded by Councilman Smith and carried, that these
appointments be approved.

Hr. M. J. Ralph, on behalf of the Chamber of C~merce Convention & Tourist Co~saittee,
requested use of the tidelands at the foot of "~* Street on June 16th and 17th for
trailers and campers.
It wes moved by Council~u Smith, seconded by Councilman De,reef and carried,
that the request be granted. The exact area to be worked out with City Administrator
Fulviler.

At the request of Councilman HcAllisCer, City Bnsineer Cole save a progress report
on the Hilltop Drive improvement project.

City Planner Fretz reported that the forty foot right-of-way in front of property
ac 97 'D' Street has been accepted by the City as a deed in fee, but Cms never been
dedicated for street purposes. The City Attorney vas directed to determine what
position this places the property owner who, with the understandin$ that the street had
been dedicated, proposes to build on the property.

study of the Port BilX as it now exists.
