HomeMy WebLinkAboutcc min 1962/05/22 MINUTES OF AN ADJOUItNED REGULAR HEETING OF THE CITY COUNCIL OF THE CITY OF Chula Vista, California Held Tuesday May 22, 1962 An adjourned regular meeting of the City Council o£ the City of Chula Vista, California was held on the above date at 7:00 P.H. with the following Councilmen present: Councilmen HcMaine, McAllister, Menzel, Smith, DeGraaf Absent: None Also present: City Engineer Cole, City Attorney Dubers, City Administrator Fulwiler, Administrative Analyst Roes, City Planner Fretz Mayor Menzel led the pledge of allegiance to the Flag and asked for a moment of prayer STATEMENT: The City Clerk hereby states that he did post within 24 hours of adjourn- ment, as provided by law, the order of adjournment of the City Council for the adjourned regular meeting of May 22, 1962. r aoDucrios oe yO Oa A Hr. Ed ~hite introduced Kiichiro Tsukamoto, representative from the Yokahama Chamber of Commerce who was welcomed by Mayor Menzel. Hr. Saburo Muraoka acted as interpreter. ltESOLUTIO~ No. 2831- Approving Plann£nS Commission action in grant[ns cond£tional use permit to Church of Christ Offered by Councilman Smith, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Smith,DeOraaf,Mcl4ains,McAllister,Menzel Noes: None Absent: None P~ESOLUTIO~ No. 2832-Approving Planning Commission action in granting conditional use permit to Chula Vista Community Hospital Offered by Councilman McAllister, passed, adopted and approved by the following vote, to-wit~ AYES: Councilmen HcAllister,Henzel,Smith,DeGraaf,McMains Noes: None Absent: None I~SOLUTION No. 2833-6iv[ns notice of intention to vacate portion of Northwest corner of Country Club Drive and First Avenue Offered by Councilman DeGraaf, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen DeGraaf,Hcl4ains,McAll£ster,Henzel,Smith Noes: None Absent: None H~. & Hrs. H, R. Price, petitioners for the vacation, were requested to brine a plot plan of the area to the hear[ns, show[ns where they propose to place their house. The Council wants assurance that no part of the building will be on the portion proposed for vacation. ORDINANCE No. 797- Approv£ns Castle Park Elementary School Annexation- second reading It was moved by Councilman Smith, seconded by Councilman Da~raaf, and carried, that Ordinance No. 797 be placed on its second read[ns; that reading of the text be waived and the ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen Smith,DeGraaf,Mcl4ains,McAllister,Manzel Noes: None Absent: None O~DINANCE No. 798- Approving Harborside Elementary School Annexation-second reading It was moved by Councilman DeGraaf, seconded by Councilman Smith and carried, that Ordinance No. 798 be placed on its second reading; that read[ns of the text be waived and the ordinance adopted. The motion carried by the followin$ vote, to-wit: AYES: Councilmen De~raaf,McMains,McAllister,Menzel,Smith Noes: None Absent: None Councilman Smith recommended that when hired, the new associate civil engineer who is to be the traffic en~ineer, be the one to represent the City on the Board of Supervisor*s Couusittee on County Roads. It was moved by Councilman NcAllister, seconded by Councilman Smith and carried, that until the new traffic engineer is hired, the City be represented by a member of the Ensineering Department to be selected by the City Engineer. ~CALLFOR AIDS AUTHORIZED FOR TRAFFIC ~ONTROL AT BRO^D~IyAND "N" Street It was moved by Councilman NcAllister, seconded by Councilman HcMains and carried, that the City Engineer be authorized to call for bids at the prevailin$ minim,~ wasa scale for the Broadway and t,~, Street intersection traffic control revision. ~I~OUEST TO INSTALL PRIVATE WATER HAIN IN CITY STREET City Administrator Fulwiler stated he had received a request fram lit. Andrew Hom to run a private four inch water main down "F" Street to serve his buildinN at 980 "F" Street. The City En$ineer stated this size main would not provide adequate fire protection. The Council was of the opinion the sewer problem should be solved before givin~ permission for installation of the water main. Albert Boyer, Attorney-at-Law, representing Mr. Hem, was of the opinion a private line down a public street was not good, and rec~ended that a c~lttee be appointed to study the matter. The request was re£erred to the City Ensineer, City Attorney and City Administrator for study and recmmaendation on a suitable plan. RESOLUTIO~ No. 2834;. Mr. Fulwiler stated official Board action has not been taken on the matter of School District participation in the sewer project, but that a letter from Supt. Rlndone states that he has recommended to the Board, District participation, and that he has had unofficial sanction by some members and expects favorable action by the Board at their meeting of June 7th. ~//_ME_'ETINC ~ITHTHE BOARD OF DIRECt, ORS OF THE HONTGOHERY SANITATIO~DISTRICT Board of Supvervisors De,faf[ Austin, F. A. Gibson, and David Bird met with the Council as Board of Directors of the Mont$omery Sanitation District. Member Austin introduced Jean Vincenz, County Director of Public Works who stated that their appearance before the Council was to request the transfer from the City to the Montgomery Sanitation District of four million gallons per day capacity rishts in the Metropolitan Sewer. It was moved by Councilman HcAllister, seconded by Councilman Smith and carried, that the request be referred to the staff to work out details of an asreement for Council approval. -2- A letter was read fro~ Nr. O. T. Floodber$, Jr. requesting that the Council consider selling or deeding to him a piece of City property adjoining his property at 80 Nonte Vista Street. The request was referred to the City Administrator for investigation. ~REPORT ON BUILDING AT 97 '*D" STREET City En$iueer Cole read a letter from the BuildinS Inspector statin$ that due to erroneous infot~ation given the City Attorney on the status o[ the easement for street purposes at 97 "D'* Street, he was required to rescind his prior opinion, thus ~akin$ the property non-confo~ning as to zoning requirements.
