Budget for fiscal year 1962-1963 This being the time and place as advertised, for a hearing on the proposed budget for the fiscal year 1962-1963, Nayor Menzel declared the hearing open. Police Officer Earl Clark read a letter on behalf of the Police Relief Association thanking the Council for the five percent increase in salary granted in the .proposed budget to members of the Police Depar~ent, and requesting that the Council consider granting them a further increase of five percent to bring the~ up to the same level as the Sen Diego Police Deparment. Hr. John liallman, Chairman of the Library Board, presented to the Council for study, a proposed five year plan for bringing the Library up to standard. Ne asked that the Council reconsider smsa of the cuts in the proposed Library buret, and asked specifi- cally that they increase the book purchasing budget, provide for the adding of book shelves, and provide for the purchase of a califone. Mr. Harold Rowell spoke on the inadequacy of the Library, and urged the Council to retain the Library budget as sub~ittad by the Library ~ard. Mrs. Don Chase, Member of the Library Board, reppeZed in detail the five year failure on the part of the Library hrd to receive an adequate budget for a standard operation of the Library, and urged that the Council consider more carefully the requests of the various Co~issions ~ho ara appointed under provisions of the Charter to advise the Council. Mrs. Cecil Cotton concurred in all that Hrs. Chase stated. Judge Hanuel Kugler ~as of the opinion that the Council should at least maintain the minimum standard of the A~erican Library Association, and asked that the Council try to restore at least sums of the funds which were cut from the proposed Library budget. No others wishing to be heard on the proposed budget, the Hayor closed the hearing. RESOLUTIO~ !~o ~8~1 Authorizing Mayor to sign Escrow paper for sale of Vista Square Offered by Councilm~u Smith, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Smith,DeGraaf,McHains,McAllister,Menzel Noes: None Absent: None jI(EPORT ~N BROADWAY-HALE EXERCISING OPTION FOR PARCEL "C" OF VISTA SQUARE City Administrator Fulwiler reported that the Broadway-Hale Company had indicated that they wished to exercise their option to purchase parcel "C" of Vista Square at this time. Actionwas held over one week while the City Attorney studies the option and determines how le~lly bound the City is to the option as pertains to the selling of the property at the present time. Hr. Cole recommended that the low bid be accepted. It was moved by Councilman NcMains, seconded by Councilman Smith and carried, that the low bid of Ets-Rokin and Galvan in the amount of ~13,399.00 be accepted as recommended. ~/REPORT ON "R" STREET EXTENSION City Engineer Cole reviewed his written report on three possible alignments of "H" Street for connection to Rice Canyon. It was moved by Councilman Smith, seconded by Councilman NcHains that the report be accepted and the plan to extend "H" Street be abandonede Councilman Smith suggested that the Highway Department be zmde aware of the fact that the City would like pro- vision -=de for street access where the Freeway crosses Rice Canyon. It was moved by Councilman NcAllister, seconded by Councilman DeGraa[ and carried, that Council~an S~ith*s motion be tabled and action on the matter be held over one week for further study. REPORT O~ FI~ CONTROL ADVISORY CC~ilTTEE City Ad~inistrator Fulwiler, having sent to each Councilman · report of the Flood Control Advisory Cmmittee, asked that the Councilmen study the report and submit any rec~endations they might have for consideration by the Committee. RESOLUTION No. 28~5- Approving agreement with School Districts for recreation participa- tion. Offered by Councilman DeGrae[, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen DeOraaf,~cliains,NcAllister,Menzel,Smith Noes: None Absent: None /~EpoRT ON REQUEST TO BUT PROPERTY NEXT TO BALL PARK AT MONTE VISTA & CASSELMAN STREET In reporting on the request of O.T.Floodberg,Jr. for the City to consider selling him a 30 X 155 foot piece of City property abutting hie property et 80 Nonte Vista Ave. City Administrator Fulwiler outlined the usual procedure for selling a piece of City property and offered the observation that the property could be used for a parking area or spectator area overlooking the ball parks below. City Planner Fretz stated that it ~ould be per~issible to have a parking lot in that particular zone.
