No one wishing to be heard either /or or against the annexation, and the Clerk having received no written protests, the liayor declared the hearing closed. Councilman McNains took his seat at the Council table at this time - 7:35 P.H. ~,REPORT OF FINDINGS ON APPLICATION OF CALIFORNIA WATER & TELEPHONE CO. FOR RATE INCREASE City Administrator Fulwiler reviewed a report from Administrative Analyst Ross on the application of the California Water & Telephone Company to the Public Utilities Co~mission for an increase in water rates. It was the recommendation of Mr. Ross that the Council oppose the rate increase application because, if sranted, the appli- cant would receive more than a reasonable rate of return. It was moved by Councilman Smith, seconded by Councilman McAllister and carried, that the Council oppose the application of the California Water & Telephone Co. for a rate increase~ and direct the City Attorney to represent the City before the Public Utilities Coamiesion and protest any increase over and above the amount set by the Co~.~ission as e reasonable return. The Attorney was directed to contact representa- tives of other cities on the possibility of joint opposition and possible need of a rate expert. ~AWOTHORIZING CALL FOR B~DS O~ NOP~MAN CBNTER SUFFLEBOAP~ C~TS It was moved by Councilman M~Allister, seconded by Councilman DeGraaf and carried, that the City Ensineer be authorized to cell for bids at the prevailins minimum wage scale for installation of Shuffleboard Courts in Norman Park. ~//-RF~UESTS FOR BXTIHSION OF TIME SCl COI~TRACTS It was moved by Councilman Smith~ seconded by Councilman DeGraaf and carried, that extensions of ~ime be sranted the followins contractors for completion of contracts they hold with the City: Ets-Hokin & Galvan~ Inc. - 20 days- Broadway siSnalization & channelization ~riffith Company- 19 days- ("E" St. and Fourth Ave. widenin$ projects R.E. Naples & 0leander Ave. ~/~P'EPORT Oil NATI(I~L SAFETY COUNCIL MEETING At the request of City Administrator Fulwiler, City Ensineer Cole save a report on a meetin$ of the National Safety Council, of which he has been appointed a Director. BILLBOARD CONTROLS SUGGESTED A letter was read frumMrs. Grant Carter pointing out a few facts on billboard control which she would submit for study by the PlanninS staff. The letter was referred to the Plannin~ Department. PROTEST TO REQUEST FOR RESIGNATION OF LIBRARLiN A letter was read from the Staff of the Public Library, protestins the Council action in requastimS tbs resisnation of Mrs. Stewart, City Librarian, and asking that the action be reconsidered. BLOCK STREET PARTY APPROVED It was moved by Councilman Smith, seconded by Councllm~n DeGraaf and carried, that the request of Mrs. F.W. Harteon to close BlmAvenue in the 800 block on August 25th £rum 5:30 to 11:00 P.M. for a block party~ be approved. REASON FOR DISMISSAL OF CITY LIBRARIAN RI~UESTEI) Mrs. N. J. Peka asked, as an interested citizen, why Mrs. Stewart, City Librarian, was asked to resisn, and why it was done behind closed doors. City Attorney DuberS explained that the law allows the Council to discuss all personnel matters in closed session, and was not obligated to air the reasons for a dismissal. FILL DIRT AND PIPE ON TOP OF BLACK TOP PROTESTED Mrs° Richard Henry, 4 East Prospect St. stated that someone has dumped fill dirt up to her property line, and that a pipe line lyins on top of the black top in front of her property prevents the street sweeper from cleaninS the street.
