OF THE CITY COUNCIL OF THE CITY OF
Chula Vista, California
Held Tuesday August 21, 1962
An adjourned regular meeting of the City Council of the City of Chula Vista,
California was held on the above date at 7:00 P.H with the following Councilmen
present: Councilmen HcMains, DeGraaf, Smith
Absent: Councilmen McAllister, Menzel
Also present: City Engineer Cole, City Attorney Duberg, Administrative Analyst
Ross, City Planner Fretz, Principal Civil Engineer Harshman,
Associate Civil Engineer Hanese
Mayor pro-rem DeGraaf led the pledge of allegiance to the Flag and asked for a moment
of prayer.
STATEHENT: The City Clerk hereby states that he did post within 24 hours of
adjournment, as provided by law, the order of adjouroment of the
adjourned regular meeting of August 21, 1962.
ORDINANCE No. 805- Approving Tax Rate for fiscal year 1962-1963
It was moved by Council"mn Smith, seconded by Councilman HcMains and carried,
that Ordinance No. 805 be placed on its first reading; that reading of the text be
waived and the Ordinance adopted. The motion carried by the following vote, to-wit:
AYES: Councilmen Smith, DeOraaf, HcMains
Noes: None
Absent: Councilmen McAllister, Henzel
RESOLUTION No. 290~- Designating Directors of Hontgomery Sanitation District
Offered by Councilman HcMainsr Passed, adopted and approved by the following

RESOLUTION No, 2903- Approving Conditional Use Permit- Grace Baptist T~p. le

~/CIVIL SERVICE REC0~fliENDATION
A letter was read from the Civil Service Commission recommending that Section 12
of Rule 2 of the Civil Service Rules be nmended by changing the title of Class No. C 1
from Director of Recreation to Director of Parks & Recreationr effective August 17,1962.
It was moved by Councilman Smith, seconded by Councilman McMains and carried,
that the rec~endation of the Civil Service Co~ission be approved and that a wage
survey be~%de on the position.
REPORT ON PORT AUTHORITY STUDY
Administrative Analyst Ross reported in detail on the
scope of a financial study, requested by several cities, of the area proposed for a
San Diego Unified Port District. The County Board of Supervisors would like to know
if the City is still interested in having them contract for such a study, and how much
the City is willing to pay.
It was moved by~ouncil~an Smith, seconded by Council~an HcMains and carried,
that the Board of Supervisors be advised that the City does approve that they contract
for a financial survey of the area proposed for a Port District, and that the City
will be willing to pay its just and fair amount.
NOTICE OF HEARING ON REGULATIONS APPLICABLETOHOUSING
City Engineer Cole reported that a hearing will be held in Los Angeles on August
28th by the State of California, Department of Industrial Relations, Division of
Housing to consider proposals for amendment, repeal, or addition to Rules and Regu-
lations for Apartment Houses, Hotels and Dwellings, California Administrative Code.
Hr. Cole was of the opinion the City should be represented at the hearing. No action
taken,
~?~HORIZING AWARD OF BID ON STREET SWEEPER
A~ninistrative Analyst Ross reported that for purposes of econo~y, the bid for a
street sweeper was handled as a combined bid with the County of San Diego. The
County Purchasing Agent reported receiving a bid for a Mobil Sweeper from Southern
Equipment Company for $13,391.84 including tax.
It was moved by Councilm~n Smith, seconded by CouncilmanMcHains and carried,
that the City authorize the County Purchasing Agent to award the City bid to the
Southern Equipment Co. for the Mobil Sweeper as specified.

A letter was read from the Planning Commission recommending that the application
of J. W. Morgan for a recreational use in the tidelands zone be approved. It was
moved by Councilman Smith, seconded by Councilman McHains and carried, that the City
enter into a lease agreement with J. W. Morgan for a portion of the tidelands for a
recreational use.

A letter was read from the American Field Service, Chula Vista
Chapter, inviting all interested persons to a farewell appearance of Ray Nartman.
Hr. Hartman was the first "American Abroad" student to spsnd a year in Europe, The
appearance was set for 7:30 PoM. August 26th at the Chula Vista High School Library.

A letter was read from the Becket Bookbinding Company request/nE an appointment
to speak to the Council on the care of our library books. The Co~any complained that
the City Librarian gave the City's rebtndtng~ork to "The Golden Rule Bindery",
which uses students to do the work and is a non-profit religious organization. The
letter was referred to the City Attorney for study and report.

~ A letter was read from the Parks & Recreation Conmission urging
Chat the Council approve a lighting system for Parkway between Third and Fourth Avenues
as suggested by Hayor Menzel at the August 7th meeting.

~I~TIcE OF HEARING - Proposed Port District
Notice was given that on September 6, 1962 at 9:30 A.M. in the Chamber of the
Board of Supervisors of the County of San Diego, Room 310 Civic Center, a hearing will
be held by the Board of Supervisors on the petitions of voters of the cities of
Imperial Beach, Coronado and Chula Vista, and the Resolutions of Consent of the
Councils of the cities of National City and San Diego, calling for the creation of
the San ~iego Unified Port District.

i letter was submitted to the Council from Dean S. Wattawa
pertaining to the San Diego Unified Port District Act. The Clerk was directed to
~rite a letter of thanks to Mr. Wattawa for the information contained in the letter
and to make a copy available to the City Attorney.
~j~CUSSION ON ~XTBNSIO~ OF "E" STREET TO BONITA ROAD
Mr. Edward Dillon, 66 "E" Street submitted a petition, signed by twenty-four
property o~ners, requesting the Council to rescind action taken to extend "E" Street
to Bonita Road in order that property ovners affected might be heard. ~lr. Dillon
spoke in opposition to the proposed extension of "E" Street, being of the opinion
the present route could be revamped to suit the present need at a much less cost.
lit. Wayne Smith spoke in opposition to the extsnsion of "E" Street, and urged
use of the funds on other City streets.
14r. Henry Algert spoke in opposition to the extension of "E" Street, and asked
for a new traffic count on Bonita Road.
City Engineer Cole reviewed, /or the audience, the Engineers' study on five
alternate methods of extending "E' Street to Bonita Road, as presented to the Council
at the last meeting. He also presented a sketch showing what would be involved in
improving the present route out Bonita Road.
~r. l~n. Guyer spoke in favor of the alternate "C' plans and urged that the
Council proceed as planned.
The Council reiterated their stand of directing the City Administrator to proceed
with necessary action to see that alternate "C" for extension of "E" Street to
Bonita Road is developed.
ADJOURNMENT
