Held Tuesday August 28, 1962
An adjourned resular meeting of the City Council of the City of Chula Vista,
California was held on the above date at 7:00 PoHo with the following Councilmen
present: Councilmen Mc21ains, Smith, DeGraaf
Absent: Councilmen HcAllister, ~nzel
Also present: City Engineer Cole, City Attorney Duberg, City Administrator
Fulwiler, Administrative Analyst Ross, City Planner Fretz,
l~ayor Pro-te~ DeGraai led the pledge o£ allegiance to the Flag and asked /or a
moment o[ prayer.
STATEHENT: The City Clerk hereby states that he did post within 24 hours of
adjournment, as provided by law, the order of adjourr~ent of the
adjourned regular meeting of August 28, 1962.
~//~REQUBST FOR CAPACITY RI~tTS IN HETROPOLITAN SEWER
A letter was read from the City of National City, requesting the transfer o[
capacity rights in the lietropolitan Sewer in the amount oi 400,000 gallons per day
to serve 80 acres in National City which are in Zone 2, as set forth in the agree-
ment between Chula Vista and the Spring Valley Sanitation District, and possible
/uture annexations. The Council ~as of the opinion that the capacity rishts to
be trans£erred should be su//icient to serve the 80 acres now in National City only,
and directed the City Administrator and City Attorney to work out the necessary
agreement along these lines [or Council approval.

City Administrator Fulwiler reported that on Saturday, September 8th at 9:00 A~
there ~ould be a tour for City O/iiciels o[ the ~etropolitan Sewer.

A letter from Jake Dek~mA, District Engineer of the Division of Highways,
requested that the City send a representative to a meeting on Scenic Highways o£
the State, to be held Septomber 18th at 10:00 A.H. Hayor pro=te~ DeGraaf appointdd
Planning Comissioner William Guyer torepresent the City at the meeting. It was
moved by Councilman Smith, seconded by Councilman Hc2iains and carried, that Council-
man DeGraaf also represent the City et the meeting.
RESOLUTION No. 290?- Approving agreement with Eager & Carroll, Allditors for 1962-1963
Offered by Councilman Smith~ passed, adopted and approved by the following
vote, to-wit:

RESOLUTION No. 2908- Approving tentative map of Bonita Bel-Air Subdivision
Offered by Councilman Smith, passed, adopted and approved by the following
vote, to-wit:

RESOLUTION No. 2909- Accepting Deed to real property-South Bay Chapter for Retarded
Children.
Offered by Councilmen HcHains, passed, adopted and approved by the following
vote, to-wit:

DISCUSSION OF ACQUISITION OF "F" STREET SCHOOL PROPERTY
City Administrator Fulwiler reported that word has come from the ~ounty Board
of Supervisors stating that their staff has been instructed to work with the City of
Chula Vista and the School District on needs, values, etc. pertaining to the acquisi-
tion of the "F" Street School property. Mr. Fulwiler asked that the City staff be
authorized to work with the County and School District along the same lines.
It was ~oved by Councilman Smith, seconded by Councilman Mc~iains and carried,
that the City Administrator be directed to inform the School Superintendent that the
City is interested in the "F" Street property, and that the staff be authorized to
work with the School District and County as requested.
~/~%NGE Q.RDER No. l-Greg Rogers Park Street Improvements- E. Naples & Oleander Streets
City Administrator Fulwiler stated that a change order was needed to move an
additional 730 cubic yards of dirt on the E. Naples and Oleander Streets improvement
project. Cost of the change order would be $876.00, a percentage to be shared by
the School District.
It was moved by Councilman Smith, seconded by Councilman Mctiains and carried,
that the change order be authorized. Councilman Smith asked that the City Engineer
attempt to determine who was at fault in their estimating, which in turn necessitated
the change order.
~,/ PARKING DISTRICT MAP APPROVED
Mr. George Cornell, speaking for the Mayor's Co~znittee on a Parking District,
presented a map outlining the proposed Third Avenue Parking District, and showing
areas suggested for acquisition for parking lots.
It was moved by Councilman Smith, seconded by CouncilmanHcMains and carried,
that the proposal be accepted.
TRIAL USE OF TRAF-O-TERIA BOXES FOR DOWNTOWN PARKING AUTHORIZED
Administrative Analyst Ross stated that the Traf-O-Teria Company has offered
to put forty of their Traf-O-Teria boxes in the downtown area on a ninety day free
trial. Mr. ROSS explained that in using the Traf-0~Teria, an officer instead of
issuing a citation for over parking, gives the offender an envelope into which he
may place fifty cents and deposit it in one of the Traf-O-Teria boxes. Cost of
each box is $25.00, and it is estimated forty will be needed.
It was moved by Councilman Smith, seconded by Councilman Mcltains and carried,
that a ninety day free trial of the Traf-O-Terias be authorized, and that the City
Administrator be directed to report at the next meeting on details of the proposed
operation.
ADDITIONAL SUFFLEBOARD CX)URTS AUTHORIZED
Councilman Mal~ins stated that it has been brought to his attention by the
Shuffleboard Club that the Recreation Department is of the opinion that at least two
of the Courts at the Adult Recreation Center should be open to the public. The Club
feels that for proper tournament play, four Courts are needed, and rec~a.-~ended that
the two additional Courts be installed at this time in order that two would be
available to the public when a tournament is in play. The Council was of the opinion
that all Courts should be open to the public when not in use for tournaments, and
that no one Stoup should feel that they have c~lete control over any certain Courts.
It was moved by Counci!~McMains, seconded by Councilman Smith and carried.
that the City Administrator be authorized to negotiate for construction of two more
Shuffleboard Courts at Norman Park,
~/ ENDORS~M~.NT OF PLAN FOR LIGHTING PARKWAY
A letter was read from the Chula Vista Youth Center endorsing the proposed
plan to light Parkway from Third Avenue to Fourth Avenue.
LETTER OF APPRECIATION
A letter was read from Judge Manuel L. Kugler stating that starting in
September, the Court would have no further use for the Council Chmnbers for the
indefinite future, and expressing appreciation to the Council for having been able
to use the ~nambers.
