HomeMy WebLinkAboutcc min 1962/09/25 MINUTES OF AN ADJOURNED REGULARMEETING OF THE CITY COUNCIL OF THE CITY OF Chula Vista, California Held Tuesday September 25, 1962 An adjourned regular meeting of the City Council of the City of Chula Vista, California was held on the above date at 7:00 P.M. with the following Councilmen present: Councilmen Mc_Mains,Mc~llister,Menzel,Smith,DeGraaf Absent: None Also present: City Engineer Cole, City Attorney Duberg, City Administrator Fulwiler, City Planner Fretz ~//~UBLIC HEARING - Assessments on 1911 Block Act, Phase IV, V and VI This being 'the time and place, as advertised, for a public hearing on assessments for certain work performed under Chapter 27 of the 1911 Act, Phase IV, V, and VI, Mayor Menzel declared the hearing open. No one wishing to be heard either for or against the assessments, and the Clerk having received no written protests, the Mayor declared the hearing closed. RESOLUTION No. 2925- Confirming assessments for certain work performed under 1911 Act, Phase IV, V and VI Offered by Councilman Smith, passed, adopted and approved by the following vote, · to-wit: AYES: Councilmen Smith,DeGraaf,Mc/4ains,McAllister,Menzel Noes: None Absent: None /~OD O~COLLECTION - 1911 Act Assessments It ~as moved by Councilman Smith, seconded by Councilman DeGraaf and carried, that a lien be placed against the five properties assessed in Phase IV, V and VI for 1911 Act improvements, and that payments be made in equal installments over a period of ten years with interest at six percent on the unpaid balance. ACTION ON APPEAL TO PLANNING COMMISSION ACTION IN GRANTING CONDITIONAL USE PERMIT FOR SERVICE STATION AT THIRD AVENUE AND MANKATO STREET City Administrator Fulwiler gave a report on past action taken regarding the development of Mankato Street West of Third Avenue. City Attorney Duberg advised that the action before the Council was on the appeal to a conditional use permit by the Planning C~ission for a service station at Third Avenue and Mankato Street. It was moved by Councilman DeGraaf, seconded by Councilman McMains and carried, that the appeal of G. W. Garlstrom be upheld and the conditional use permit for a service station at Third Avenue and Mankato Street be denied. The motion carried by the following vote, to-wit: AYES: Councilmen DeGraaf~ McMains, Smith Noes: Councilmen McAllister, Menzel Absent: None OROINA~CE No. 806- Approving Warren Annexation- second reading It was moved by Councilman DeGraaf, seconded by Councilman McMains and carried, that Ordinance No. 806 be placed on its second reading; that reading of the text be waived and the Ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen DeGraaf, McMains, McAllister, Menzel, Smith Noes None Absent: None ORDINANCE No. 808- Governing speed limit on portion of "E" Street- first reading It was moved by Councilman Smith, seconded by Councilman McMains and carried, that Ordinance No. 808 be placed on its first reading, and that reading of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen Smith, DeGraaf, Mc-Mains, McAllister~ Menzel Noes: None Absent: None RESOLUTION No. 2926-Approving supplemental agreement with San Diego & Arizona Eastern Railway Offered by Councilman Smith, passed, adopted and approved by ~he following vote. to-wit: AYES: Councilmen Smith, DeGraaf, McMains, McAllister. Menzel Noes: None Absent: None PAVING OF CENTER ISLANDS ON EAST "L" STREET APPROVED City Engineer Cole reported having received three informal bids on the paving of the center islands on East "L" St. near Nolan Way. the low bid being that of V.RoDennis Co. in the amount of $2531.37. Mr. Cole asked authority to proceed with the work if gas tax financing can be worked out. It was moved by Councilman Smith, seconded by Councilman McMains and carried~ that the City Engineer be given authority to proceed with arrangements to pave the center islands on East "L" Street. 6~/{~ FOR PARKWAY LIGMTINGAPPROVED City Engineer Cole reported on a revised plan for the lighting of Parkway from Third Avenue to Fourth Avenue, the est~m,ted cost for eight standards installed complete being $2,580.66. A letter was filed with the Clerk from the Parks & Recreation C~m~ission approving the rec~endations of the City Engineer on the lighting plan. It was moved by Councilman DeGraaf. seconded by Councilman Smith and carried, that the lighting plan for Parkway as submitted by the City Engineer be approved. .UNITED GOD94UNITY SERVICES CAMPAIGN A letter was read from the United God, unity Services of ~an Diego County announcing the appointment of Mr. Fred Ross as Chairman for the Chula Vista Division of the United C~unity Services campaign. ~/PROPOSED DEVELOPMENT OF CASSELMANAND MONTE VISTA STREETS City Planner Fretz showed plans for an apartment development proposed by Frank Ferreira North of Casselman St. and East of Monte Vista. Mr. Ferreira proposes that Monte Vista Ave. be extended North as a joint venture by himself and the City. It was moved by Councilman Smith, seconded by Councilman DeGraaf and carried~ that all the informmtion pertaining to the proposed project be put in written form and copies mailed to each Councilman for study for action at a later meeting. qUESTIONS ON CHULAVISTA CHRISTIAN REFORM CHURCh{ CONDITIONAL USE PERMIT Mr. Weatherby at 734 Monterey Street asked if there would be a public hearing on the plans for the proposed Church the Chula Vista Christian Reform Church plans on building on their property on E. J. St. for which they were just granted a conditional use permit. City Attorney Duberg answered that there was no hearing necessary, but that citizens could be heard on this matter as well as any other item they wished to discuss. Mrs. Muriel Singlatary asked that the letter written by the Knights of Columbus favoring the conditional use permit be made public. Mayor Menzel stated that the letter was on file in the office of the City Clerk for anyone who wished to see it. ~-~ FOR COMMISSION APPOINTMENTS REQUESTED Mayor Menzel asked Councilmen to submit names at the next meeting of persons who might be willing to serve on the Civil Service Co~aission, Sister City Go~m~ission, and Library Board. /SUPPORT REQUESTED FOR MOUNTED POLICE Councilman McAllister asked what the Council or City could do in the way of lending financial support to the Chula Vista Mmunted Police. The matter was referred to the City Administrator. NOTICE OF APPROVAL OF LIQUOR LICENSE APPLICATION City Administrator Fulwiler reported having received a notice from the Alcoholic Beverage Control Board advising the City that approval had been given to the application for an off-sale liquor license for premises at 394 "E" Street. ADJOURNMENT Mayor Manzel adjourned the meeting at 8:00 P.M. until October 2nd at 7:00 P.M. City Clerk
