HomeMy WebLinkAboutcc min 1962/12/04 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF Chula Vista, California Held Tuesday December 4, 1962 An adjourned regular meeting of the City Council of the City of Chula Vista, California was held on the above date at 7:00 P.M. in the Council Chambers with the following Councilmen present: Councilmen McMains, McAllister, Menzel, Smith, DeGraaf Absent: None Also present: City Attorney Duberg, City Engineer Cole, City Administrator Fulwiler, Administrative Analyst Ross, City Planner Fretz Mayor Menzel led the pledge of allegiance to the Flag and asked for a moment of prayer ~/~qUEST FOR VACATION OF CUL DE SAC A letter was read from Attorney Paul Hofflund, representing James E. Thomas and Fred Pierson, requesting that the Council vacate the cul de sac in front of their property at 452 ~nd 453 Corte Helena. The request was referred to the Administrator for report at the next meeting. /~PUBLIG HEARING - 1911 Block Act- Phase VIII This being the time and place, as advertised, for a public hearing on Phase VIII of Chapter 27 of the 1911 Block Act, Mayor Menzel declared the hearing open. No one in the audience wishing to be heard either for or against the proposed 1911 Act improvements the Mayor declared the hearing closed. The Clerk read a letter from Mr. Max Lichty protesting on legal grounds, the pro- posed construction of 1911 Act improvements in front of his property at 202 "F" St. City Attorney Duberg filed his written opinion to the protest with the conclusion that the legal objections raised by Mr. Lichty are without merit. A letter was read from Mr. Sam Verier requesting that 1911 Act p~oceedings on his property at the corner of Broadway and "L" St. be held in abeyance until plans he has for developing the property have been completed. It was suggested that Mr. Vener be contacted to determine if he is willing to put up a cash deposit and agree to a time limit for constructing his improvements. RESOLUTION No, 2971- With respect to hearing - 1911 Block Act - Phase VIII Offered by Councilman Smith, passed, approved and adopted by the following vote, to-wit: AYES: Councilmen Smith,DeGraaf ,McMains ,McAllister ,Menzel Noes: None Absent: None ,/~TENsION OF TIME G~ANTED FOR CONSTRUCTION OF IMPROVEMENTS - 1911 Act- Phase VII It was moved by Councilman Smith, seconded by Councilman McMains and carried, that A.E.Aragon be granted .an extension of one hundred twenty (120) days to April 10, 1963 for completion of 191~ Act improvements under Phase VII on Lot 5, Block 1 of Bay Manor Subdivision, providin~ a cash bond guaranteeing such improvements is posted with the Finance Officer. ORDINANCE No. 818 - Amending sewer service charge ordinance - second reading It was moved by COUncilman DeGraaf, seconded by Councilman McAllister and carried, that Ordinance No. 818 be placed on its second reading; that reading of the text be waived and the ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen DeGraaf ,McMains ,McAll ieter ,Menzel ,Smith Nsc s: None Absent: None ORDINANCE No. 819- Amending health ordinance- first reading It was moved by Councilman ,Smith, seconded by Councilman McAllister and carried, that OrdiDmnce No. 819 be placed on its first reading and that reading of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen Smith ,DeGraaf ,McMains ,McAllister ,Menzel Noes: None Absent: None ~'APPROVAL OF COUNCIL COMMISSION HANDBOOK It was moved by Councilman McAllister. seconded by Councilman Smith and carried, that the Council-Commission Handbook prepared by the Administration Office be approved. It was moved by Councilman Smith, seconded by Councilman McAllister and carried, that the looseleaf type binder for the handbook be approved. COUNCIL APPROVES JOINING WITH SAN DIEGO ON APPRAISAL OF "F" ST. SCHOOL SITE It was moved by Councilman Smith, seconded by Councilman McAllister and carried, that the City Administrator negotiate an agreement with the County for sharing the cost of an appraisal of the "F" Street School property. RESOLUTION No. 2972- ~pproving Special appropriation of $2,474.00-Oxford Relief Sewer Offered by Councilman Mc~llister, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen McAllister,Menzel,Smith,DeGraaf,McMains Noes: None Absent: None ~LL FOR BIDS ON FIRE TRUCK AUTHORIZED It was the recommendation of the City Administrator that due to a proposed increase in metal costs after the first of the year, the Council authorize the advertising for bids at this time for a new fire truck. It was moved by Councilman McAllister, seconded by Councilman Smith and carried, that the City Administrator be authorized to call for bids on a new fire truck. Councilman DeGraaf suggested that a study be made to determine just how much and how soon additional fire fighting facilities will be needed in the East part of the City. ~LICENSE FEE WAIVED ON SALE OF CHRISTMAS TREES BY Y.M.C.A A letter was read from the South Bay Y.M.C.A requesting that the license fee, for selling Christmas trees from their lot at 616 ~hird Avenue, be waived. It was moved by /,C~uncilman Smith, seconded by Councilman McMains and carried, that the request be granted. ~f/LICENSE FEE WAIVED ON VARIETY SHOW TO BE STAGED BY THE 20-30 CLUB A letter was read from the 20-30 Club of National City-Chula Vista, requesting that the license fee for staging their annual Variety Show at the Greg Rogers School, be waived. It was moved by Councilman McMains, seconded by Councilman Smith and carried, that the request be granted. .~PRESENTATION OF REFUND ON GOLDEN JUBILEE EXPENSES Mr. James Glasgow, President of the Chamber of Commerce and acting for Arthur Lynds and Robert Campbell, co-chairmen of the Golden Jubilee, presented the Council with a check in the amount of $1004.67 as a refund on the amount advanced by the Council for expenses of the Golden Jubilee. Councilman Smith comended the Jubilee Committee on a job well done. ~/,~,~OPPOSITION TO BILL ON USE OF PARTISAN POLITICAL LABELS BY MUNICIPAL OFFICE CANDIDATES Councilman McMains stated that several cities have taken action opposing any legisla- tion permitting or sanctioning the use of partisan political labels by municipal office candidates, and suggested that perhaps the Council should take similar action. No action taken. ~OUNCIL M~ETINGS DEFERRED FOR HOLIDAY WEEKS It was moved by Councilman Smith, seconded by Councilman McMains and carried, that the Council not meet during the week of Chris~mas and the week of New Years. PORT ON POMONA MALL CONFERENCE City Planner Fretz showed slides and remarked on the Pomona Mall Conference which he and M~yor Menzel attended. ~/RESETTING OF PARKING METERS SUGGESTED Councilman McMains suggested that a study be made on the cost of resetting many of the parking meters in the downtown area in order that they will be in the front center of each parking s~ace.
