OF THE CITY COUNCIL OF THE CITY OF
Chula Vista, California
Held Tuesday March 5, 1963
An adjourned regular meeting was held by the City Council of Chula Vista on the
above date at 7:00 P.M. in the Council Chambers with the following Councilmen present:
Councilmen McMains, McAllister, Menzel, Smith, DeGraaf
Absent: None
Also present: City Engineer Cole, City Attorney Duberg, City Administrator
Fulwiler, Administrative Analyst Ross, City Planner Fretz
Mayor Menzel led the pledge of allegiance to the Flag and asked for a moment of prayer.
~TRODUCTION OF TRAFFIC ENGINEER
City Engineer Cole introduced Mr. Harry B. Murray to the Council, the new
Associate Civil Engineer, Traffic option.
~BLIC HEARING - Sale of two lots on "L" Street
This being the time and place, as advertised, for a public hearing on the sale
of two City owned pieces of real property which are remaining portions of "L" Street
right-of-way Just East of First Avenue, Mayor Menzel declared the hearing open. No
one wishing to protest the sale, and the Clerk having received no written protests,
the Mayor declared the hearing closed.
RESOLUTION No. 3055- Finding no protests and ordering sale of two "L" St. Lots
Offered by Councilman Smith, passed and adopted by the following vote, to-wit:
AYES: Councilmen Smith, DeGraaf, Me-Mains, McAllister. Menzel
Noes: None
Absent: None
ORDINANCE No. 830- Rezoning Broadway from "C" St. to Moss St. - second reading
It was moved by Councilman DeGraaf, seconded by Councilman McAllister and carried,
that Ordinance No. 830 be placed on its second reading; that reading of the text be
waived and the Ordinance adopted. The motion carried by the following vote, to-wit:
AYES: Councilmen DeGraaf, McMains, McAllister, Menzel, Smith
Absent: None
ORDINANCE No. 831- Rezoning property at Telegraph Canyon Road and "L" St.-second
reading.
It was moved by Councilman DeGraaf, seconded by Councilman McAllister and carried,
that Ordinance No. 831 be placed on its second reading; that reading of the text be
waived and the Ordinance adopted. The motion carried by the following vote, to-wit:
AYES: Councilmen DeGraaf, McMains, McAllister, MenzelI Smith
Absent: None
ORDINANCE No. 832- Setting speed limit on "L" Street- second reading
It was moved by Councilman McMains, seconded by Councilman Smith and carried,
that Ordinance No. 832 be placed on its second reading; that reading of the text be
waived and the Ordinance adopted. The motion carried by the following vote, to-wit:
AYES: Councilmen McMains, McAllister. Menzel, Smith, DeGraaf
Absent: None
ORDINANCE No. 833- Amending Section 4.4 of City Code- Impoundment fees & charges-
first reading
It was moved by Councilman Smith, seconded by Councilman McAllister and carried,
that Ordinance No. 833 be placed on its first reading, and that reading of the text be
waived. The motion carried by the following vote, to-wit:
AYES: Councilmen Smith, DeGraaf, McMains, McAllister, Menzel
Absent: None
RESOLUTION No. 3056- Approving stop sign on First Avenue at Quintard Street
Offered by Councilman McAllister, passed and adopted by the following vote,
to-wit:
AYES: Councilmen McAllister, Menzel, Smith, DeGraaf, McMains
Noes: None
Absent: None
~ART TIME FLOOR CLERK FOR LIBRARY APPROVED
City Administrator Fulwiler stated that after reviewing with the Library Board
and Acting Librarian, the matter of juvenile rowdyism at the,Library, it is recommended
that the Council authorize the hiring of a college student at $1.50 per hour for two
hours a day, Mondays through Thursdays, to assist in control of juveniles and other
duties which might be assigned by the Librarian.
It was moved by Councilman Smith, seconded by Councilman McAllister and carried,
that the floor clerk be authorized, as recommended by the City Administrator.
· SEWER VARIANCE DENIED
City Administrator Fulwiler recommended that the application for a sewer
service charge variance of Rudy Schmoke, 558 "I" Street be denied. It was moved
by Councilman Smith, seconded by Councilman DeGraaf and carried, that the recommenda-
tions of the City Administrator be approved and the application denied.

It was moved by Councilman Smith, seconded by Councilman DeGraaf and carried,
that the Mayor set a time and place, and so notify the Councilmen, for a personnel
meeting with the Chief of Police.
ADJOURNMENT - 7:18 P.M.
It was moved by Councilman McAllister, seconded by Councilman McMains and
carried, that the meeting adjourn sine die.
