HomeMy WebLinkAboutcc min 1963/05/27 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF GHULA VISTA, CALIFORNIA Held Monday May 27, 1963 An adjourned regular meeting of the City Council of the City of Ghula Vista, Cal£fornia, was held at 4:00 P.M. on the above date with the following Councilmen present: Councilmen McMains, McAllister, Menzel, Smith Absent: CDuncilman DeGraaf Also present: City Administrator Fulwiler, Administrative Analyst Ross, City Finance Officer Grant b/~ BUDGET SESSION The Council met in budget session for the purpose of studying the proposed budget for fiscal year 1963-1964 as submitted by the Administrative Officer. ~-~GAPITAL IMPROVEMENT BUDGET APPROVED It was moved by Councilman Smith, seconded by Councilman Mc21ains, and carried~ that the capital improvement budget, as modified by the Council in budget sessions, and totaling $407,996.00 be approved. ~//ESTABLISHMENT FOR RESERVE FOR EQUIPMENT It was moved by Councilman McMains, seconded by Councilman Smith, and carried, that an equipment reserve be established in the general fund equaling ten percent (10~) of the acquisition cost of all cars purchased in the 1963-1964 budget, totaling eight cars and representing $1,600.00. 4:30 P.M. Councilman DeGraaf took his seat at the Council table at this time. ~/~CLASSIFICATION OF POSITIONS APPROVED It was moved by Councilman Smith, seconded by Councilman McAllister, and carried, that Section 12 of Rule 2 of the Civil Service Rules be amended by add- ing the following new classes as of this date: No. E 16 - Radio Telephone Operator at salary Range 20; No. M 11 - Personnel Officer at Range 36; No. H 5 - Utilities For-m~n at Range 26; No. I 4 - Building Maintenance Supervisor at Range 23; and No. I 9 - Janitor, retitle to Custodian. ~/CIVIL SERVICE SALARY RECOffl4ENDATIONS APPROVED It was moved by Councilman Smith, seconded by Councilman McAllister, and carried, that Rule 2, Section 12 of the Civil Service Rules be amended,~effective July 1, 1963, as recu,~ended by the Civil Service Co.~ission ohM ay 22 with the following exception: that the salary for Class No. M-lO (Administrative Analyst) be increased from 37 to 38-1/2. · ELECTION DAYS ELIIdlNATED FROH EHPLOYEES' HOLIDAYS It was moved by Councilman Smith, seconded by Councilman McHains, and carried, that Council Resolution No. 1135-A be emended to eliminate election days from the list of employee holidays. ~/ SALARY INCREASE C4{ANTED UNCLASSIFIED PERSONNEL It was moved by Councilman Smith, seconded by Councilman McMains, and carried, that all unclassified personnel be 8ranted a five percent (5~) increase in salary for fiscal year 1963-1964. ADJOURNMENT Mayor Menzel adjourned the meeting at 4:40 P.M. until May 28 at 7:00 P.M. City Clerk
