CALIFORNIA
Held Thursday - December 17, 1953
The Council met in the Council Chambers at City Hall at 7:00 PoM
on the above date with the following Councilmen present:
Councilmen DeWolfe, Riesland, Halferty
Absent: Councilmen Logan, Hobel
Also present: City Administrator Floyd, City Attorney Boyer, City Planner
Wagner, City Finance Officer Grant, Assistant to the City
Engineer Johnson
~OpENING OF RECREATION CENTER Construction Bids
This being the time and place, as advertised, for the opening of
bids for the construction of the sw~,w,~ng pool and gymnasium, Mr. Victor
Wulff, architect, proceeded to open and read publicly as follows:

Rogers Construction Company protested the bid of the Riha Construction
Company on grounds that they did not submit it until 7:06 P.M.
After computation it was found that the Rogers Construction Corp. were
Iow bidders with a bid of $419,961.00. The second low bid was $441,300.00
by the Riha Construction Co.
Because of the difference in the low bid received and the $375,000.00
bond issue voted by the people, it was fo'~nd more time would be necessary to
study the bids and possibilities of acceptance before making a decision.
The following day at 3:00 P.M was suggested for the next meeting.
OPENING OF BIDS ON BONDS
It was moved by Councilman Hs~ferty, seconded by Councilman Riesland,
and carried, that opening of bids on the sale of the Recreational Facilities
Bonds, 1954, be postponed until 3:30 P.M December 18,
~'~ W. O. SMITH TP~CT No. 1 - Tentative and Final maps
It was moved by Councilman Halferty, seconded by Councdlm, n Riesland,
and carried, that the tentative map of W. O. Smith Tract No. l, heretofore
approved by the planning Commissio%be approved, subject to improvements
required by ~ection 7 of the Subdivision Ordinance and final check by the
City Engineer.
It was moved by Councilman Riesland, seconded by Councilman Halferty,
and carried, that the final map and improvement plans of W.O.Smith Tract No. 1
be accepted upon the execution by the owner of a contract with the City of
Chula Vista for the installation of improvements, and the posting of a bond
or the deposit ~f cash with a trust company, guaranteeing the performance thereof
which contract and guaranty shall be first approved by the City Attorney as
to form an~ legality.
FUNDS AUTHOP. IZED FOR FIRE ~AAP~HALL
City Administrator Floyd explained that because of the promotions
recent]~v made in the Fire Department, it would be necessary to appropriate
an additional $1,332.50 to the payroll Fund for the remainder of this
fiscal year.
It was moved by Councilmmn Halferty, seconded by Councilman Riesland,
and carried, that the $1332.50 be appropriated from unappropriated surplus
for the Fire Department Payroll Fund. The motion carried by the following
vote, to-wit:

~./REQUEST FOR CAImuLATION MACHI~
City Administrator Floyd explained that the calculating machine in
the Engineering Department was worn out and requested that $612.50 be transferred
from 500-A-1 to 500-D-1 Account in order that a new machine might be purchased.
It was moved by Councilman Riesland, seconded by Councilman Halferty,
and curried, that the transfer of funds be approved, and the purchase of the
calculator be authorized, as recommended.
LETT~S OF APPRECIATION
A letter was read from the Co,handing Officer of Mir=m=r, thanking
the City Council fo~ the use of City bleachers for their open house held
November 22, 1953.
A letter was read from the Radio Engineer, F.C.C., expressing apprecia-
tion for the action by the Council in adopting an Ordinance regulating
interference to radio and television reception.
REC~TION DISCUSSION
Mayor Del¥olfe reported he had instructed the Recreation Board to have
a meeting at their early convenience, in order to compile a report for the
Council on l'~,~t years activities.
City Administrator Floyd stated the meeting had been held and R.J.
Johnson had been appointed Ch~airman. The Board requested a meeting with the
Council before New Years, and would like to know if Mr. Lewis was to be
retained until March 31, 1954.
City Administrator Floyd read a letter of resignation from John Lewis
Recreation Director.
It was moved by Councilman Halferty, seconded by Councilman Riesland,
and carried, that the resignation be accepted.
AUTHORIZING CALL for Examination for Vista Square Housing Employees
City Administrator Floyd asked permission of the Council to call for
qualifying examinations to be held for employees of Vista Square Housing,
in order that they might be taken in under the Civil Service requirements
when, and if, the City acq~.ires the project. The examinations would be for
present employees only, and not open to the public.
It was moved by Councilman Halferty, seconded by Councilman Riesland,
and carried, that City Actministrator Floyd be authorized to request the Civil
Service Commission to classify positions necessary to continue operation of
Vista Square Housing Project so that eligible lists may be available when
the City takes over the project.
PAYMENT OF BILLS
After examination by the entire Council, it was moved by Councilman
Halferty, seconded by Councilman Riesland, and carried, that Warrants
Nos ~68 to 7523 inclusive, be approved for paymente
The motion carried by the following vote, to-wit:

Offered by Counci3~m~n Halferty, read in full, passed, adopted and
approved by the following vote to-wit:

It was moved by Councilman Halferty, seconded by Councilman Riesland,
and carried, that the meeting adjourn to 3~30 P.M December 18, 1953.
