CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA

The Council met in the Council Chambers at City Hall on the above
date at 7:00 P.M. with the following Councilmen present:
Councilmen Del';olfe, Riesland, Hobel, Halferty, Logan
A1Ao present: City Attorney M. Campbell, City Administrator Floyd, City
planner Wagner, Assistant to the City Engineer Johnson
APPROVAL OF COUNCIL lrXNUTES
It was moved by Councilman Halferty, seconded by Councilman Riesland,
and carried, that the Minutes of the Council meetings for February 4, 9, lC, 18,
and 25th be approved, c~Pies having been mailed to each Councilman.
APPROVAL OF PLANNING CO}f~ISSION I[INUTES
It w"as moved by Councilman Halferty, seconded by Councilman Riesland,
and carried, that the liinutes of the Planning Commission meetings held February
15th and March 1st be approved, copies having been mailed to each Councilman.
RESOLUTION No. 1538 - Requesting Board of Supervisors to permit Registrar of
Voters to render specified services.
Offered by Councilman Riesland, read in full, passed, adopted and approved
by the following vote, to-wit:
AYES: Councilmen BAesland, Hobel, Halferty, Logan, DeWolfe
Noes: None
Absent: None
RESOLUTION No. 1539 - Giving notice of proposed annexation of Country Club
Hills No. 1
Offered by Councilnmoa Halferty, read in full, passed, adopted and approved
by the following vote, to-wit:
AYES: Councilmen Riesland, Hobel, Halferty, Logan, De~olfe
Noes: None
Absent: None
L~HILLTOP TERRACE - Tentative map
It was moved by Councilman Hatferty, seconded by Councilman Itobel,
and unanimously carried, that the tentative map cf Hilltop Terrace, heretofore
approved by the Planning Commission, be approved subject to improvements
required by Section 7 of the Subdivision Ordinance.
HILLTOP TSRRACE - Final map
It was moved by Councilman Hobet, seconded by Councilman Logan, and
unanimously carried, that the final map of Hilltop Terrace Subdivision be
accepted upon the execution by the owner of a contract with the City of Chula
Vista for the installation of i~rovements and the posting of a bond or the
deposit of cash with a Trust Company guaranteeing the performance thereof,
which contract and guaranty shall be first approved by the City Attorney as to
form and legality. Said final map accepted subject to final approval of the
City Engineer.
RESOLUTION No. 1540 - Accepting agreement for Construction of Improvements in
Hilltop Terrace
Offered by Councilman Logan, read in full, passed, adopted and approved
by the following vote, to-wit:
AYES: Councilmen Riesland, Hobel, Halferty, Logan, De~olfe

Absent: None
~COUNTRY CLUB HEIGHTS - Tentative map
It was moved by Councilman Hobel, seconded by Councilman Halferty,
mud unanimously carried, that the Tentative map of Country Club Heights
Subdivision heretofore approved by the Planning Commission, be approved subject
to improvements required by Section 7 of the Subdivision Ordinance, and that a
one foot lot be dedicated to the City at the V~sterly end of E1 Capitan Drive;
that the Northerly 40 feet of "L" Street for a distance of 265 feet from Hilltop
Drive Easterly be dedicated to the City and improved.
~RANcENE PARK No. 2_ - Tentative map
It was moved by Councilman Logan, seconded by Councilman Halferty, and
unanimously carried, that the tentative map of Francene Park No. 2 heretofore
approved by the Planning Commission be approved, subject to improvements
required by Section 7 of the Subdivision Ordinance, and that the name of Elm
Avenue be changed to Patricia Avenue; that a one foot lot at the Southerly end
ofpatricia Avenue be deeded in fee to the City of Chula Vista.
~P~NNING CO~ISSION RECO~$~NDATION -favoring annexation of Country Club Manor
A letter was read from the Planning Commission recommending that the
Council accept the annexation of Country Club Manor as soon as procedures for the
annexation of Country Club Park No. 2 are complete.
It was moved by Councilman Riesland, seconded by Councilman Halferty,
and unanimously carried, that Country Club Manor be annexed after completion of
annexation of Country Club Park Annexation No. 2, and that any development be
planned to meet the requirements of an H-1 zone.
APPROVAL OF STREET IAY-OUT FOR COUNTRY CLUB PARK No. 2
City planner 7~agner presented for the Council's approval a street
lay-outrplan of Country Club Park No. 2, now in the process of being annexed
to the City.
After discussion, it was moved by Councilman Halferty, seconded by
Councilman Hobel, and carried, that the tentative street lay-out plan of
Country Club Park No. 2 be approved according to the recommendations of the
Planning Commission.
DISCUSSION - Harborside Annexation
A delegation from Harborside headed by Troy West, President of the
Harborside Association appeared before the Council with maps and a letter
requesting consent to circulate a petition to annex to the City a certain por$ion
of unincorporated area known as the Harborside Area.
It was moved by Councilman Riesland, seconded by Councilman Hobel,
and carried, that the proposal be referred to the Planning Commission for
report and recommendations.

The name of Major John Harmsteadwas submitted by Mayor De~olfe,
and Eugene Trook by Co~ncJlm~n Halferty as nominees for appointment to the
Planning Commission.
It was moved by Councilm~n Halferty, seconded by Councilman Hobel,
and unanimously c~rried, that Eugene Trook be appointed to the Planning Commission
to fill the unexpired term of A1 Poulter, said term to expire July l, 1954e
~AYNENT OF BILLS - After examination by the entire Council it was moved by
Councilman Halferty, seconded by Councilman Logan, and carried, that Warrants
Nos. 7821 to 7941 inclusive, be approved for payment. The motion carried by the
following vote, to-wit:

A letter was read f~m the C.V. Jr. ~{omen's Club of£er~tg to plant the four
t~lanter boxers to be built at t4e entrance to the ne~ gD~ and s~im:~ing pool.

granted.
PARENT PROTEST - Police Action Against Juveniles
~rs. Benny O'Campo, ~rs. Carl Welshel, Mrs. Wm. Rhodes, and
Mr. Kaulkbrenner appeared to protest the action of certain police officers in
picking up their teenage boys at the skating rink and referring to them as
"Rat-Packers".
Officer Kelly reported the boys were picked up at the skating rink on
report they had been drinking. All were taken home and parents notified.
Officer Kelly stated it was for the boys own good that they were watched and picked
up after curfew, and that he knew of no instance where the boys were referred to
as "Rat-Packers". It is the intent of the Police Department to be on a
friendly, helpful basis with the boys~ and not enemies.
Mayor DeWolfe asked that complete information on the matter be furnished
the Council by the Police Department at the next regular meeting.
~/~ORRFSPONDENCE
A letter was read from Boy Scouts of America offering their services
with Conservation projects in the City, with special emphasis on landscaping
around public buildings amd churches.
It was suggested that Major Floyd, City Administrator, write a letter
thanking them for their interest and stating there would be p~enty of work at
the new gymwhen it was ready.
A letter was read from the California Water & Telephone Co., giving
dates of hearings to be held by the public Utilities Commission of the State on
an investigation into the reasonableness of the water main extension rules of
privately-owned water systems.
City Administrator Floyd was directed to call Mr. Poulter of the
Water Company and get the facts.
RESOLUTION No. 1541 - Annexation - South Chula Vista Tidelands
Offered by Councilman Halferty, read in full, passed, adopted and
approved by the following vote, to-wit:
AYES: Councilmen Riesland, Hobel, Halferty, Logan, DeWolfe
Noes: None
Absent: None
~'BUSINESS LICENSE SUIT
City Attorney Campbell stated the business license suit would be
coming up on the llth of March, and asked the Council how far they wished him
to go toward pressing the $200. fee established for outside bakeries and dry.cleaners.
After discussion, the City Attorney was authorized to compromise o~
fee of $100. for outside dry cleaners and bakeries.
~"UNION T~tle Pictures f~r Civic Center Hallway
Mr. Herbert Bryant asked authority to obtain pict~res, available from the
Union Title Insurance Company to hang on the walls of the Civic Center Hallway.
~he pictures, all oSd scenes of Ch?~l~ Vista, are available at no cost to the City.
It was moved by CounciLman Hobel, seconded ~y Councilman Halferty,
and carried, that Mr. Bryant be authorized to obtain the pictures for the Civic Center.
i./SMO~ CONTEOL -A letter was read from T. M. Heggland, Chief Administrative Officer
County of San Diego, inviting each City to participate in Smog ~ontrol discus-
sions and askiD~ that a City Official be selected to confer with the Board.
Councilman Hobel was selected to participate in the smog control
discussions.
ADJOUP~NT - It was moved by Councilman Hobel, seconded by Councilman Halferty,
and carried, that the meetin~ adjourn to the 23rd of MarcH, at 3:00 P.M.
