HomeMy WebLinkAboutcc min 1954/04/27MINIrfES OF A REGULAR ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday, April 27, 195~ The Chula Vista City Council met in the Council Chamber at Civic Center at 3:00 P.M. on the above date with the following Councilmen present: Councilmen Halferty, Riesland, Hobel, DeWolfe, Rader Absent: None Also present: City Administrator Floyd, Assistant to the City Engineer Johnson, City Attorney Campbell. ORDINANCE No. 491 - Annexation of Country Club Hille No. I - Second Reading It was moved by Councilman Hobel, seconded by Councilman Hiesland and unanimously carried, that the Ordinance be placed on its second reading, and that the title only be read. The Ordinance was approved and adopted by the following vote, to-wit: AYES: Councilmen Hobel, Riesland, DeWolfe, Halferty, Rader. Noes: None Absent: None ~RECONMENDATION - Civil Service Commission - Vista Square Positions City Administrator Floyd distributed copies of the Civil Service Commission recommendation to each Councilman, and stated that when the Government housing properties are sold to a municipality, or otherwise, if the personnel desire to go with the buyers, they must resign from Federal Government employ. In order for the City of Chula Vista to employ the present personnel at Vista Square, it is necessary to have them take Civil Service exams in accordance with City of Chula Vista Civil Service regulations. After a general discussion, it was moved by Counc~lm~ Hobel, seconded by Councilman Dewolfe and unanimously carried, that the Civil Service Commission ~ecommendation be approved to amend Section 12 of Rule II by adding the following classifications and positions: Class No. M-l, Housing ~,~nager, salary range 24 Class No. M-4, Supt. of Maintenance, salary range 21 Class No. 4~-7, Maintenance Foreman, salary range 18 Class No. C--13, Stock Control and Naintenance Clerk, salary range 15 ~RCHASE OF TRUCK - Animal Shelter City Administrator Floyd stated that the present ~ruck used by the Ao~mal Shelter is no longer serviceable, and that a 1949 used pickup truck in excellent condition can be purchased from Campbell Chevrolet for $645.00 plus tax. It was moved by Councilman Hobel, seconded by Councilman Riesland, that a 1949 used pickup truck be purchased for the Animal Shelter at a cost of $645.00 plus tax, as recommended by the Administrative Officer. The motion was carried by the following vote, to-~it~ AYES: Councilmen Hobel, Riesland, DeWolfe, Halferty, Rader Noes: None Absent~ None ~UNFINISHED BUSINESS - Superintendent of Streets Position City Administrator Floyd stated that he had requested that the position of Superintendent of Streets be abolished for the reason that a new organizational plan was being set up for the Department of public Works whereby the duties of an Associate Civil Engineer of Public Works will include complete charge of the street departmente Councilman Rader stated that, as he understands the matter, if the Superintendent of Streets position is abolished, two new Civil Engineers will have to be hired. He further stated that from talking with outside sources, it is his understanding that ~. Love, the Street Superintendent, is well liked and well qualified for his position. Mr. Gordon Hardy, a member of the audience, stated that he was opposed to the abolishment of the Superintendent of Streets position for the reason that Mr. Love is thoroughly acquainted with the work and is the right man for the job. Mrs. punton, also in the audience, stated that she too was opposed to abolishment of the position of Superintendent of Streets because in her opinion Mr. Love is completely competent. After a lengthy discussion, it was moved by Councilman Riceland, seconded by Councilman Hobel that the classification of Street Superintendent be abolished effective May 15, 1954, and that the hiring of a temporary appointee at the Junior Civil Engineer level, at the rate of $417e00 per month as approved by the Civil Service Commission, be approved, according to a letter of recommendation by the City Administrator. The motion was carried by the following vote, to-wit: AYESI Councilmen Riesland, Hobel, DeWolfe, Halferty Noes: Councilman Rader Absent: None ~R CONNECTION - New Harborside School The acting City Clerk read a letter from Dr. J. C. Lauderbach, Superintendent of Schools, requesting that the new Harborside School be permitted to connect to the City sewer being constructed in Naples Street. It was moved ~y Councilman Hobel, seconded by Councilman Riceland, and unanimously carried, that the City Administrator answer the letter and deny the request for the reason that the School is not in the City of Chula Vista. ~W~PLAN FOR SAN DIEGO BAY Mr. Walter Davis stated that a composite plan for the development of San Diego Bay is completed and ready to send to the Legislature. He read a report of the plan, and requested the Council's opinion. It was the consensus of opinion that the plan was a sound one and agreeable to the members of the Council. CORRESPONDENCE The acting City Clerk read a letter from the California Legislature (Joint Interim Co~nittee) regarding the development of small boat harbors along the entire California coast and requesting factual data~ Mr. Walter Davis stated that the Chamber of Commerce had received the lette~ and was studying the requested informations ~ It was agreed that the Chamber of Commerce answer the letters ~ City Administrator Floyd read a letter from the Public Utilities Commission giving notice of a hearing on an increase of rates for the San Diego Transit System, said hearing to be held May 19, 1954. ~ Mayor Ralferty requested City Attorney Campbell to attend the hearing. City Administrator Floyd read a letter from Currie Engineering Company stating that the Resolution of Intention for the 1911 Act would be ready to be passed ~y the Council on May llth, and recommending that condemnation proceed- ings be instituted on any easements not obtained by May llth; that the attorniee O'Melvenyand Myers be informed that this procedure is contemplated. ~OST OFFICE DISCUSSION City Attorney Campbell reported that the Post Office plans had been held up because FHA financing is for thirty years, and the lease is for twenty years, which would leave a ten year gap. He stated further that the Post Office wanted the clause against assignment or sub-letting deleted, which would work a hardship on the City° No action was taken. 6/~OUTH BAY MUNICIPAL CO%~T REQUEST FOR RF~UND City Attorney Campbell reported that he had received a request from the Clerk of the South Bay Municipal Court for a refund from the City of Chula Vista of $199.75 for errors and allocation of court fines. No action was taken. g~WILLIAM LAY CLAIM FILEO City Administrator Floyd stated that a claim for $101,230.83 had been filed against the City of Chula Vista by the Administratrix of the William Lay Estate. It was moved by Councilman Hobel, seconded by Councilman DeWolfe, and unanimously carried, that the claim be referred to the Insurance Carrier for the City of Chula Vista. Mr. Walter Davis requested that a review of the City Charter be made and a committee appointed to make possible revisions or additionso Mayor Halferty suggested that each Councilman make a list of names for a such a committee, said lists to be studied at a future meetingo ADJOURNMENT It was moved by Counci~m~n Hobel, seconded by Councilman DeWolfe, and unanimously carried, that the meeting adjourn, sine die.
