HomeMy WebLinkAboutcc min 1954/06/29MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF Chula Vista, California Held Tuesday June 29, 1954 The City Council met in the Council Chambers at City Hall on the above date at 2:00 P.M. with the following Councilmen present: Councilmen: Rader, Halferty, Riesland Absent: Councilmen: Hobel, DeWolfe Also present: City Administrator Floyd, Assistant to the City Engineer Johnson, City Attorney Campbell ~/VERDE PARK No. 6 ~- Final map It was moved by Councilm~u Riesland, seconded by Councilman Rader, and unanimously carried, that the final map and improvement plans of Verde park No. 6 subdivision be accepted upon the execution by the owner of a contract with the City of Chula Vista for the installation of improvements, and the posting of a bond guaranteeing the performance thereof, which contract and bond shall be first approved by the City Attorney as to form and legality, and subject to the final check by the City En~neer. Also that fi~ foot ~etbacks on Kearney St., and twenty foot setbacks on "J" Street and Brightwood Avenue be required. RESOLUTION No. 1573 - Accepting improvement agreement on Verde Park No. 6 Offered by Councilm~u Rader, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Rader, Halferty, Riesland Noee: None Absent: Councilmen Hobel, DeWoLfe R~SOLUTION No. 1574 - Approving Chamber of ~ommerce agreement for fiscal year 1954-1955 Offered by Councilman Riesland, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Rader, Halferty, Riesland Noes: None Absent: Councilmen DeWoLfe, Hobel RESOLUTION No. 1575 - Approving agreement for maintenance of Court Grounds. Offered by Councilm~n Riesland, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Rader, Halferty, Riesland Noes: None Absent: Councilmen Hobel, De'~'~olfe COUNTRY CLUB PARK No. 5 - Tentative & Final Maps It was moved by Councilman Riesland, seconded by Councilman Rader, and unanimously carried, that the tentative map of Country Club Park No. 5 heretofore approved by the planning Commission, be approved, subject to improvements required by Section 7 of the Subdivision Ordinance, and that the Final Map and Improvement plans of said Subdivision be accepted upon the execution by the owner of a contract with the City of Cbula Vista for the installation of improvements and the posting of a bond guaranteeing the performance thereof which contract and guaranty shall be first approved by the City Attorney as to form and legality, and subject to the final check by the City Engineer. RESOLUTION No. 1576 - Accepting improvement agreement on Country Club Park No. 5 Offered by Councilm=n Riesland, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Rader, Halferty, Riesland Noes: None Absent: Councilmen Hobel, DeWolfe RESOLUTION No. 1577 - Settin~ $15. fee for connection to Country Club park Trunk Line Sewer Offered by Councilman Riesland, read in full, passed, adopted and approved by the following vote, to-wit: Offered by Counci~wmn Riesland, read in full, passed, adopted and approved by ~he folloWing vote, to-wit: AYF~: Councilmen Rader, Halferty, Riesland Noes: None Absent: Councilmen Hobel, DeWolfe DISCUSSION ON COURTESY PARKING METER TICKETS City Administrator Floyd stated the courtesy parking meter ticket program was being sadly abused, and that the Chamber of Commerce was in full accord with diecontinuing the courtesy tickets. After discussion it was moved by Councilman Rader, seconded by Councilman Riesland, and unanimously carried, that the City Attorney be instructed to draw up an ordinance repealing the Courtesy Parking Meter Ticket Ordinance. 4~WESTMONT Unit No. 2 - Approval of tentative map It was moved by Councilman Riesland, seconded by Councilman Rader, and carried, that the tentative map of ¥~estmont Unit No. 2 Subdivision, heretofore approved by the Planning Commission, be approved, subject to improvements required by Section 7 of the Subdivision Ordinance, and approving less than 7,000 square foot lots as shown on the map, and with 5 foot setbacks on Kearney Street and 20 foot setbacks on "J" Street and Elder Avenue. RESOLUTION No. 1578 - Approving Civil Service Agreement for 1954-1955 Offered by Councilm~n Riesland, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Hader, Halferty, Riesland Noes: None Absent: Councilmen Hobel, DeWolfe ~.~IKUEBL~R TERRACE No. 10 - Tentative map It was moved by Councilman Riesland, seconded by Councilman Rader, and unanimously carried, that the tentative map of Kuebler Terrace No. l0 Subdivision, heretofore approved by the Planning Commission, be approved, subject to improvements required by Section 7 of the Subdivision Ordinance, and subject to the redesign of the lots, with a 50 feot right-of-way for Minor and Alpine Avenues, and 36 foot trav&lways with combination curb, gutter amd sidewalks, and 2~ foot area between the sidewalk and property line. ~'~IVIL SERVICE RECOMMENDATIONS ON NE%V CLASSIFIED POSITIONS A letter was read and filed from the Civil Service Con~nission recommending that Rule II of the Civil Service Rules be amended by adding the following positions with the prescribed compensation based on a full-time month with a normal work-week of 40 hours: j~SS TITLE SALARY RANGE NO. }~AXINUNSALARY Automotive Serviceman Playground Supervisor Gymnasium Leader Bath House Attendant Lifeguard Senior Lifeguard 15 $ ll. 17 343. 14 296. lO 244. 13 282. 15 311. It was moVed by Councilman Riesland, seconded by Councilman Rader, and carried, that the recommendations of the Civil Se~-¥1ce Commission be approved and put into effect. CIVIL SERVICE COM~SSION RECOMMENDATION FOR SUCCESSOR TO MR. ~CKHART A letter was read from the Civil Service Commission submitting the names of L. Wiley Curry, David phair, and J. D. Peters, one of whom the Council might appoint as successor to Mr. William Eckhart whose term expires on June 30, 1954. No action was taken. P~OLUTION No. 1579 - Approving Recreation Agreemont for 1954-1955 Offered by Council~nRader, read in full, passed, adopted and approved by the following vote to-~rlt: AYe: Councilmen Rader, Halferty, Riesland Noes: None Absent: Councilmen Hobel, DeWolfe ~BRYANT RESIGNATION FROM HARBOR CO~i~ISSION A letter of resignation from the Harbor Commission was read from Mr. Herbert V. Bryant. It was moved by Councilman Niesland, seconded by Councilman Rader, and carried, that the resignation be accepted with regrets, and a letter of appreciation written to ~. Bryant. ~ApPoINTMENT OF DIRECTOR OF RECREATION It was moved by Councilman Rader, seconded hy Councilman Riesland, and unanimously carried, that the appointment by the City Administrator of Frank S. FulXwiler as Director of Recreation, be approved. b/SWIMMING POOL - Change order No. 1 A letter was read from Victor Wulff, Architect, suggesting deleting the felt base originally proposed under the cement at the bottom of the swimming pool, due to the fine condtion of the soil at that location. The saving would amount to $160.23. It was moved by Councilman Riesland, seconded by Councilman Rader, and unanimously carried, that the change order be approved as recommended by the architect. ~/SEV~R REPAIR PAYMENT APPROVED A bill was presented from Nr. Robinson at 250 H. Street asking that the City pay the bill of $18.75 for having his sewer cleaned out. The stoppage was due to faulty construction on the part of the City. It was moved by Councilman Riesland, seconded by Councilman Rader, and unanimously carried, that the bill for the $18.75 be approved for payment. The motion carried by the following vote, to-wit: AYES: Councilmen Rader, Halferty, Riesland Noes: None Absent: Councilmen Hobel, Dg#olfe DISCUSSION ON PROPOSED CAT ORDINANCE Councilman Rader brought up the subject of Cats, and stated he had been approached by citizens w~o consider the cat situation getting out of control in Chula Vista, ama especially in the National Avenue area. Councilman Rader thought a cat licensing ordinance might remedy the situation. The City Administrator stated it would be almost impossible for a pou~m~ster to catch a cat, so doubted the effectiveness of a cat ordinance. It was suggested that City Administrator Floyd write to the League of Municipalities for information onwhat other Cities are doing on the control of cats. ~EED REQUESTED ON CARDINOLE PROPERTY at National and G. Streets. City Attorney M. Campbell remarked that the Bank of America had requested a Grant Deed on seven lots-owned by Ermino Carinole at National Ave. and G. Street. The City holds tax deeds on the said seven lots. No action was taken. ADJOURNMENT It was moved by Councilman Riesland, seconded by Council~n Rader, and carried, that the meeting adjourn sine die.
