HomeMy WebLinkAboutcc min 1964/04/28 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF GNULA VISTA, CALIFORNIA Held Tuesday April 28, 1964 An adjourned regular meeting was held in the Council Chambers by the City Council on the above date at 7:00 P.M. with the following Councilmen present: Councilmen McAllister, Sparling, McCorquodale, Anderson Absent: Councilman McMains Also present: City Engineer Cole, City Attorney Duberg, Administrative Officer Ross, Director of Planning Warren Mayor Sparling led the pledge of allegiance to the Flag and asked for a moment of silent prayer. Statement: The City Clerk hereby states that he did post within twenty- four hours of adjournment, as provided by law, the order of adjournment of the adjourned regular meeting of April 28, 1964. ~TRODUCTION OF REPRESENTATIVES FROM ARGENTINA Mrs. Anne Hedenkamp, Chairman of the Sister City Cou~nission, introduced Jose Gadano, Senator from Rio Negro, Argentina, who was Mayor of General Roca, Argentina, at the time it became Chula Vista's Sister City. Also introduced were Senator Roberto de Regge, Fernando Van Reigensberg, interpreter and Al- bert Williams, officer in charge of Argentina affairs for the State Department. RESOLUTION NO. 3371 - Proclaiming April 29, 1964, as General Roca Day Offered by Councilman McAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Sparling, McCorquodale, Anderson Noes: None Absent: Councilman McMmins Mayor Sparling presented Resolution No. 3371 to Senator Gadano who accepted it as official representative of General Roca, thanking the Council for the great honor and wishing the Council success in their work ahead. RESOLUTION NO. 3372 - Commending outgoing Councilmen Smith, Menzel and DeGraaf Offered by Councilman Anderson, passed and adopted by the following vote, to-wit: AYES: Councilmen Anderson, McAllister, Sparling, McCorquodale Noes: None Absent: Councilman McMains RESOLUTION NO. 3373 - Approving tentative map - Russell P. Haas Industrial Park Subdivision Offered by Councilman McAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Sparling, McGorquodale, Anderson Noes: None Absent: Councilman McMainso ORDINANCE NO. 884 - Approving Bonita Cove Annexation - Second reading It was moved by Councilman McAllister, seconded by Councilman Anderson, and carried that Ordinance No. 884 be placed on its second reading, that read- ing of the text be waived, and the ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen McAllister, Sparling, McCorquodale, Anderson Noes: None Absent: Councilman McMains PALM GARDEN ESTATES - Approval of final map City Planner Warren submitted the final map of Palm Garden Estates. Re brought to the Council's attention that the subdivision, if developed as submitted, would prevent the extension of "H" Street to the east as is pro- posed in the General Plan. It was moved by Councilman McCorquodale, seconded by Councilman Ander- son, and carried that the final map and improvement plans of Palm Garden Estates Subdivision be accepted upon the execution by the owner of a contract with the City for the installation of improvements and the posting of a bond guaranteeing the performance thereof, which contract and bond shall be first approved by the City Attorney as to form and legality and that the staff be directed to proceed with right of way negotiations for extension of "H" Street. PPLICATION FOR BILLIARD ROOl4 LICENSE APPROVED Administrative Officer Ross explained that an application has been re- ceived from Mr. Ms,nard Rochester to operate a billiard room at 368 "F" Street. The applicant has been screened by the Police Department with the recuJenda- tion that the application be approved. It was moved by Councilman McCorquodale, seconded by Councilman McAllis- ter, and carried that the application for a billiard room license at 368 "F" Street be approved. ~NO. 3374 - Accep~ing sewer easement from Robinhood Homes, Inc. - Telegraph Canyon Road Offered by Councilman HcAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McA/lister, Sparling, McCorquodale, Anderson Noes: None Absent: Councilman HcMains RESOLUTION NO. 3375 - Approving agreement with Robinhood Homes, Inc., for installation of sewer improvements Offered by Councilman McAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Sparling, McCorquodale, Anderson Noes: None Absent: Councilman McMains RESOLUTION NO. 3376 - Giving notice of intention to vacate sewer easement Offered by Councilman McAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Sparling, McCorquodale, Anderson Noes: None Absent: Councilman McMains REQUEST FOR ENDORSEMENT OF CHAMBER OF COMMERCE RESOLUTION RECOMMENB~W~~ 7Si7 RAILROAD RELOCATION A resolution was read from the Chamber of Commerce reco~nending that the San Diego & Arizona Eastern Railroad track be relocated to the west side of Montgomery Freeway from a point just north of "E" Street to a point just south of "L" Street. Mr. Niek Slijk, Manager of the Chamber, asked that the Council endorse tke Chamber's resolution. Matter referred to Administrative Officer Ross for further study. ~'INVITATION TO LITTLE LEAGUE OPENING DAY CEREMONIES An invitation was read from the South Bay Little League for Councilmen to attend opening day ceremonies Saturday~ May 2 at 10:00 A.M. at the Sky Line Dairy Little League Field, 1500 Max Street, Castle Park. //,RECORDING OF MEETING TO BE SENT TO GENERAL ROCA Mrs. Anne Hedenkamp introduced Mr. Rodriguez, student at Southwestern Junior College, who recorded the entire Council meeting in order that the re- cording might be sent to General Rots, Argentina. I~gSPONSIBILITY OF CITY ATTOKNEY Ex-Councilman John Smith stated that in order to clarify the records, it was his opinion that the City Attorney is responsible for the legality of the contract with the Chula Vista Sanitary Service even though he may not have written it and it does not contain his signature. TIFICATE OF APPRECIATION AUTHORIZED FOR ARTHUR ELLIS Councilman Anderson stated that an honor had been brought to Chula Vista by Arthur Ellis who placed second in the National Men's Cooking Contest recently held in Hawaii. Councilman McCorquodale directed that a certificate o£ appreciation be prepared for Mr, Ellis. ADJOURNI~NT - 7:40 P.M. It was moved by Councilman McCorquodale that the meeting adjourn until May 5 at 7:00 P.M.
