RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROPRIATING FUNDS FOR THE 2022/23
U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT SPENDING PLAN FOR THE COMMUNITY
DEVELOPMENT BLOCK GRANT, HOME INVESTMENT
PARTNERSHIPS PROGRAM, AND THE EMERGENCY
SOLUTIONS GRANT
WHEREAS, as a Department of Housing and Urban Development ("HUD") entitlement
community, the City of Chula Vista receives grant funds under the Community Development
Block Grant ("CDBG"), Emergency Shelter Grant ("ESG"), and the Home Investment
Partnerships Program ("HOME"); and
WHEREAS, Staff has prepared the Fiscal Year 2022/23 Housing and Urban Development
Federal Block Grant Spending Plan using the goals set forth in the Consolidated Plan
("Consolidated Plan") and per HUD Rules and Regulations; and
WHEREAS,the City will receive a Fiscal Year 2022/23 CDBG entitlement of$2,297,295;
a HOME entitlement of$909,552; and ESG entitlement of$199,926; and
WHEREAS, the City followed its Citizen Participation Plan and held public hearings on
housing and community needs in January and April 2022, at which time public testimony was
received and considered by the City Council with respect to the Fiscal Year 2022/23 Action Plan;
and
WHEREAS, Staff has determined that the proposed activities are eligible for CDBG,
HOME, and ESG funding; and
WHEREAS, each CDBG project and programs meet national objectives to benefit
primarily low/income households or aid in the elimination of slums and blight; and
WHEREAS, Staff has determined that the subrecipients identified in the Fiscal Year
2022/2023 Spending Plan and Exhibit A(attached hereto) are experienced and staffed in a manner
such that they can prepare and deliver the services required by the City; and
WHEREAS, in the event that HUD withdraws the City's CDBG funding, the City is not
obligated to compensate the sub/recipients/contractors for program expenditures; and
WHEREAS, City Council approved the Fiscal Year 2022/23 Housing and Urban
Development Federal Block Grant Spending Plan on July 12, 2022.
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Chula Vista,
as follows:
1. That it authorizes an appropriation in the amount of $4,611,664 for the Community
Development Block Grant, Home Investment Partnerships Act, and the Emergency
Solutions Grant as approved under the 2022/2023 HUD Annual Action Plan.
