Welcome to your Parks and Recreation Commission Meeting!
The Parks and Recreation Commission has transitioned back to holding live, in-person meetings.
Public Comments: Public comments may be submitted to the Parks and Recreation Commission in
the following ways:
•In-Person comments during the meeting. Join us for the Parks and Recreation Commission
meeting at the time and location specified on this agenda to make your comments. Please
visit www.chulavistaca.gov/boardmeetings for current mask requirements and other safety
protocols.
•Submit an eComment. Visit www.chulavistaca.gov/boardmeetings, locate this meeting, and
click on the comment bubble icon. Click on the item you wish to comment on, and then click
on "Leave Comment." The commenting period will close one hour before the meeting. All
comments will be made available to the Commission and the public.
•Mail or email comments. Submit comments via email to PRC@chulavistaca.gov or by mail to
Parks and Recreation Commission, 276 Fourth Ave, Chula Vista, CA 91910. Please send
comments early; written comments received within one hour of the meeting may not be
distributed until the following day.

4.1.Presentation by Christy Vasquez, City of Chula Vista, on Youth Sports and
Parkway Recreation Center

Canyon Loop Trail Pilot Program

4.4.Presentation by TAVA, on requesting Commission support for a grant
application for landscape design at Memorial Park

Commission approve a letter of support for TAVA to submit a grant
application for the CREATE Chula Vista grant program for landscape design
to convert a portion of Memorial Park to a plaza and authorize the Chair to
sign the letter on behalf of the Parks and Recreation Commission.

SUBJECT: Endorsement of TAVA’s CREATE Chula Vista Grant Application to Commission Design
Renderings of a New Public Plaza at Memorial Park
This letter is intended to indicate the City of Chula Vista Parks & Recreation Commission support of
the Third Avenue Village Association’s CREATE Chula Vista grant application to commission design
renderings of a new public space/plaza at Memorial Park.
The Commission recognizes that for the past 20 years, the Third Avenue Village Association (TAVA)
has overseen the regular maintenance and promotion of Chula Vista’s central commercial district.
TAVA is a 501c6 non-profit organization, and as such, its strategic efforts downtown center around
stimulating and sustaining customer demand while also building family-friendly programming that
supports a more resilient local economy. Providing orderly and easily accessible public spaces for the
community to gather around is a professed cornerstone of that over-arching strategy, and with this
concept of a new central gathering place at Memorial Park, TAVA has expressed its hopes in
encouraging more downtown-centric programming and events that will undoubtedly spur the local
revitalization efforts following the COVID-19 pandemic.
The Commission has received and reviewed a concept presentation by Third Avenue Village
Association staff at the July 21st, 2022, meeting, and based on the information provided then,
Commissioners fully support the Third Avenue Village Association pursuing local grant resources to
design a new public space adjacent to Third Avenue for the Chula Vista community to congregate
and recreate.
