OF THE CITY COUNCIL OF THE
CITY OF CHELA VISTA, CALIFORNIA
Held Tuesday July 28, 1964
An adjourned regular meeting was held in the Council Chambers by the
City Council on the above date at 7:00 P.M. with the following Councilmen
present: Councilmen McMains, McAllister, Anderson, McCorquodale
Absent: Councilman Sparling
Also present: City Engineer Cole, City Attorney Duberg, Administrative
Officer Ross, Director of Planning Warren, Assistant Adminis-
trative Officer Stenberg
In the absence of Mayor Sparling, Mayor pro-tem Anderson presided. She led
the pledge of allegiance to the Flag and asked for a moment of silent prayer.
Statement: The City Clerk hereby states that he did post within twenty-four
hours of adjournment, as provided by law, the order of adjourn-
ment of the adjourned regular meeting of July 28, 1964.
jBLIC HEARING SET ON APPEAL TO PLANNING COMMISSION ACTION - Madalon Bagnell
Director of Planning Warren showed the location of property proposed
for a day nursery and after Mrs. Bagnell's appeal and Planning Commission
findings were read, it was moved by Councilman McAllister and seconded by
Councilman McMains to hold a public hearing on the matter August 18, 1964 at
7:00 P.M. in the Council Chambers.
ORDINANCE NO. 893 - Approving the Loma Verde School Annexation - Second reading
It was moved by Councilman McMains, seconded by Councilman McAltister,
and carried that Ordinance No. 893 be placed on its second reading, that read-
ing of the text be waived and the ordinance adopted. The motion carried by
the following vote, to-wit:
AYES: Councilmen McMains, McAllister, Anderson, McCorquodale
Noes: None
Absent: CQuncilman Sparling
RESOLUTION NO. 3458 - Amending Section 33.7 of the Zoning Ordinance - Setbacks
Offered by Councilman McMains, passed and adopted by the following vote,
to-wit:
AYES: Councilmen McMains, McAllister, Anderson, McCorquodale
Noes: None
Absent: Councilman Sparling
~/~LANNING COMMISSION RECOMMENDATION ON TENTATIVE MAP OF LA BONITA ESTATES NO. 1
After reading of the Planning Commission report, it was moved by Coun-
cilman McCorquodale, seconded by Councilman McMains, and carried to hold over
until August 11, 1964, at 7:00 P.M., a decision on this matter.
RESOLUTION NO. 3459 - Intention to annex Bonita Vista Junior High School
Annexation
Offered by Councilman McMains, passed and adopted by the following vote,
to-wit:
AYES: Councilmen McMains, McAllister, Anderson, McCorquodale
Noes: None
Absent: Councilman Sparling
~,~ALL FOR BIDS ON FIRE TRUCK
It was moved by Councilman McCorquodale, seconded by Councilman McAllis-
ter, and carried that the Purchasing Agent be authorized to call for bids on
the purchase of a new 1,000-gallon fire truck to be received at approximately
the time of opening the new Fire Station No. 4.
RESOLUTION NO. 3460 - Limiting stopping of vehicles on a portion of certain
streets - Broadway
After City Engineer Cole reviewed his report on left-turn lanes and
verifying that the Broadway Association was in agreement with the proposed
changes, Councilman McCorquodale offered the resolution, passed and adopted
by the following vote, to-wit:
AYES: Councilmen McCorquodale, McMains, McAllister, Anderson
Noes: None
Absent: Councilman Sparling
PORT ON BROADWAY AND "C" STREET SIGNA~
The City Engineer reported further with regard to the proposed signal
at Broadway and "C" Street. After some discussion as to the possibility of
the County participation, it was moved by Councilman McMains, seconded by
Councilman McCorquodale, and carried to proceed with preparation of plans for
a signal at this intersection, to be financed with 186.1 Gas Tax Funds.
RESOLUTION NO. 3461 - Establishing rates for Ambulance Services
Offered by Councilman McCorquodale, passed and adopted by the following
vote, to-wit:
AYES: Councilmen McCorquodale, McMains, McAllister, Anderson
Noes: None
Absent: Councilman Sparling
Upon questioning by Councilman McMains if the City would be liable for
ambulances not used when called, Mr. Ballard of Bay Cities Ambulance Company
stated no charge has ever been made by his company to the City in such cases.
City Attorney Duberg stated that such provision could be included at the time
of public hearing, to be held August 18, 1964 at 7:00 P.M.
PUBLIC HEARING SET ON APPEAL TO PLANNING COMMISSION ACTION - Jay Pugh
The appeal by Mr. Jay Pugh and report of findings of the Planning Com-
mission were read. It was moved by Councilman McCorquodale, seconded by Coun-
cilman McMains, and carried to set for public hearing, on August 18, 1964, at
7:00 P.M., to hear anyone wishing to be heard on this matter.
~/~TTER OF I~SIGNATION
A letter was read from J. H. Stetser tendering his resignation from the
Civil Service Cormnission, effective as of the next regular meeting of the Com-
mission in August, 1964. Couneilman McMains moved, Councilman McCorquodale
seconded, and carried that the resignation be accepted and that the Chief Ad-
ministrative Officer write a letter of appreciation for his service.
OPO~ED TAX ON NEW HOMES FOR ADDITIONAL SCHOOLS
A letter was read from John A. Ritch, 157 Rivera Court, and he spoke
further in support of his letter, suggesting that the City institute a $50.00
per bedroom tax on all new homes and apartments being built in the City to
help pay for additional schoolrooms which will be needed.
Councilman McMains suggested that the City should share the ideas ex-
pressed by Mr. Ritch with the School Board.
~flvIPLIMENTS TO ENGINEERING DEPARTMENT
Mr. Niek Slijk, manager of the Chamber of Commerce, expressed his
thanks and compliments to Mr. Cole and the Engineering Staff for finding a
solution to the Broadway and "C" signal.
TREET REPAIRS AT DAVIDSON AND GARRETT
Mr. Chris DeBoyer, 249 Garrett, stated that in correcting the bad dip
at the intersection of Garrett and Davidson Streets, they had lowered the side-
walk so as to be hazardous to foot-traffic. He wanted to be put on record that
he would not be responsible for any accidents occurring in front of his prop-
erty as a result of the work done by the City at this intersection. He was
told ~ Mr. Stenberg, Assistant Administrative Officer, would contact him
shortly in regard to the matter.
~OMPLAINT HEARD WITH REGARD TO ROCKS FROM STREET RESURFACING
Mr. Jay Pugh, representing Garden Farms Market, 370 "E" Street, stated
that as a result of the resurfacing of "E" Street, the rock chips are scattered
badly in the parking lot and are being tracked into the grocery. He questioned
what the City could do to rectify this problem and was advised that the City
Engineer would contact him.
THANKS TO COUNCIL
Mr. Frank Scott, 4 East San Miguel, expressed his thanks to the Council
for the proposed signal at Broadway and "C" Street.
V~.~QUESTION ON SEWER SERVICE CHARGES NOT LEVIED IN PRINCESS CREST SUBDIVISION
Mr. Paul Yeager, 414 "J" Street, asked why certain occupied houses in
Princess Crest Subdivision were not being charged for Sewer Service. Referred
to Administrative Officer Ross.
ADJOURNMENT
Mayor pro-tem Anderson adjourned the meeting at 8:10 P.M. until August 4
at 7:00 P.M.
