HomeMy WebLinkAboutReso 2022-152RESOLUTION NO. 2022-152 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY AND STC TRAFFIC, INC. TO PROVIDE TRAFFIC SIGNAL RETIMING SERVICES WHEREAS, the City of Chula Vista Improvement Program (“CIP”) Project TRF0418 (“Project”) was selected by the Highway Safety Improvement Program Cycle 9 and was awarded federal funding under Federal Statewide Transportation Improvement Plan (FSTIP), Federal Project No. HSIPL 5203 (052), Caltrans Adv Project ID 1120000003; and WHEREAS, the Project requires professional engineering services to retime 85 traffic signal locations with Lead Pedestrian Interval (LPI) operations at various locations citywide; and WHEREAS, in order to procure these services, the City solicited proposals in accordance with Chula Vista Municipal Code Section 2.56.110 and Caltrans Local Assistance Procedures Manual (LAPM) Chapter 10 for professional services related to traffic signal timing; and WHEREAS, on December 10, 2021, the City advertised a Request for Proposals (RFP) and on January 19, 2022 received four (4) proposals on January 19, 2022; and WHEREAS, after review and score of the proposals, the City’s selection committee selected STC Traffic Inc. as the most qualified amongst those submitting; and WHEREAS, staff recommends award of a contract to STC Traffic, Inc. to provide services required for the development and implementation LPI signal timing at each project location, which includes project coordination, field data collection, traffic controller and central programming, testing, system documentation, field communications, and traffic study. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that it approves the City of Chula Vista Consultant Services Agreement with STC Traffic, Inc. to Provide Professional Services for Lead Pedestrian Interval (LPI) Signal Timing at 85 Locations (CIP No. TRF0418), in the form presented, with such minor modifications as may be required or approved by the City Attorney, a copy of which shall be kept on file in the Office of the City Clerk, and authorizes and directs the City Manager or designee to execute same.
