HomeMy WebLinkAboutcc min 1954/11/04 ~,[[NUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF CHUL& VISTA, CALIFORNIA Held Thursday - November ~, 195~ The City Council met at 7:30 P.M in the Council Chambers of the City Hall on the above date pursuant to "Consent for Holding Special Meeting" signed by all Council Members, with the following Councilmen present: Councilmen Rader, Halferty, Rieslaud, Hobel Absent: Council~e~n DeWolfe Also present: City Attorney M. Campbell and City Administrator Floyd pOST OFFICE OPTION Walter P. Davis, Secretsry of the Chamber of Commerce, read a report on the results of a post-card poll authorized by the Council, to determine if the City shouJ~d sell or donate Civic Center land to the Government for a Post Office. Mr. Davis made it clear that the poll was not a recon~endation of the Chamber of Commerce, but that the Chamber was merely acting as an agent for the Council. Councilman Rader was of the opinion the poll was inaccurate in that it did not give the Council the information they desired - that of knowing if the people actually wanted the post office on the Civic Center site, or wlsewhere. Postmaster Stahlheber remarked the people could not determine where the post office would be; only the Government could decide that by the bids received. The other Councilmen were of the opinion the poll gave the informa- tion they desired. It was moved by Councilman Hobel, seconded by Councilman Riesland, and carried, that a vote of thanks be extended the Chamber of Commerce for the splendid job done in conducting the poll. Councilman Rader voted "no". Gordon Hardy, in the audience, remarked the poll was asinine and suggested the Council better act on their own aud ignore the people, rather than send out such misleading literature. It was moved by Councilman Rader, seconded by Councilman Hobel, and unanimously carried, that the option should be for thirty years. Councilman Hobel asked if it was in order to poll the Council at this time to determine their thinking as to the most logical site for a post office. ~ayor Halferty said it was. The unanimous opinion of the Council was that the post office should be on the Civic Center site. It waS moved by Councilman Rsder that the Council disregard the poll and offer the Civic Center site to the Government for $1.00. The motion died for want of a second. It was moved by Councilman Hobel, seconded by Councilman Riesland that the City sell the land to the Government for $5000 in order to remain in a competitive field for others. After further discussion in which Postmaster Stahlheber pointed out that his superiors were surprised to learn the City had a master plan with a post office site on it, but hesitated gi~-lng the land to the Government. He stated that many cities do donate sites for post offices. Councilm~. Hobel withdrew his motion and Hiesland his second. Dr. Oren Smith stated the National Avenue Businessmens' Assn. favored the Civic Center site over National Avenue or Third Avenue locations. It was moved by Councilman Rader, seconded by Councilman Hobel, and unanimously carried, that the City sell the property to the Post OfFice Department for Ten Dollars. RESOLb~ION No. 1638 - Approving option to purchase land for Post Office Offered by Councilman Rader, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Rader, Halferty, Eiesland, Hobel Noes: None Absent: Councilman Dem.~olfe It was moved by Councilman Hobel, seconded ~my Councilman Riesland, and carried, that the meeting adjourn sine-die.
