Commission discussed and denied the appeal. Moved by Vice Chair Fish Seconded by Commissioner Salas Commission moved to deny the appeal and uphold City decision. STAFF COMMENTS Director of Human Resources and Risk Management Chase commented that Pints for Paws is currently underway if staff or Commissioners would like to attend to support the Animal Care Facility. 7. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from an assigned supervisor. ESSENTIAL FUNCTIONS – Functions may include, but are not limited to, the following: Design, develop, edit and produce a variety of communications products for the City including multimedia, video and print for both internal and external audiences from program/project conception to final product; confer with clients on objectives, presentation approaches, styles and production factors. Serve as a consultant for City departments and the City Council for audio and video projects; confer with City departments and City Council staff regarding project budget, background information, objectives, presentation approaches, styles, techniques, and other production factors. After conferring with clients, determine priority content and configure it to match the desired multimedia format; design a production plan that summarizes the vision and priority content; assist with revising scripts to align the vision, priority content and follows the production plan. Advise, develop and produce video productions for City departments and events, including format design, writing of scripts, editing, preparation of storyboards, lighting, sound dubbing, establishing audio levels, designing sets, camera operation and creation of special effects. Design and produce audiovisual materials for training, public information dissemination, social and other related uses. Operate video and sound recorders and other production and editing equipment; perform routine maintenance and minor repair work on media equipment; clean and repair equipment as necessary. Perform post-production technical work such as editing, sound recording, narration, titles and graphics. Produce special training videos in consultation with subject area specialists; transfer finished video material to e-learning software. Use a wide variety of multimedia software, video editing equipment and other multimedia tools. 2022/07/07 CSC Agenda Page 10 of 13 CITY OF CHULA VISTA Multimedia Designer 2 Take video and/or photographs of City ceremonies and events; design photograph and slide presentations. May train interns and volunteers in use of equipment and procedures. May lead the work of volunteers, contract talent, contract production crews and interns. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service. Perform other duties as assigned and related to this position. MINIMUM QUALIFICATIONS Knowledge of: Multimedia program planning and development, including techniques of subject matter research, development and use of scripts, formatting and visualization of ideas and scheduling the use of equipment, personnel, and locations for production. Techniques, materials, and equipment used in the production of multimedia programs including still and motion photography, staging, lighting, directing, sound and videotape recording, and editing. Operation, capabilities, limitations, and maintenance of a variety of professional level media production equipment. Computer software used in the course of work, including but not limited to, multimedia content production and e-learning authoring applications. English usage, spelling, punctuation and grammar; and arithmetic, basic mathematical calculations and statistics and statistical methods. Modern office procedures, methods and computer equipment. Ability to: Plan, design, develop, and produce multimedia programs in accordance with defined objectives. Read and understand technical materials of varying degrees of complexity and incorporate such information into multimedia formats. Write scripts and script outlines including dialogue, narration and production schedules. 2022/07/07 CSC Agenda Page 11 of 13 CITY OF CHULA VISTA Multimedia Designer 3 Operate media production equipment (e.g., still cameras, video cameras and recorders, audio mixers and recorders, editing systems, video and audio tape duplicating equipment, lights and reflectors, and other equipment) used in order to produce titles, special effects, or graphics on video. Use personal computer and office equipment necessary for successful job performance. Prioritize work and coordinate multiple activities; remain flexible in an environment with changing priorities, deadlines, and schedules. Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, meet critical time deadlines, and see tasks through to completion. Exercise good judgment when making decisions. Work occasional evening, weekend and holiday events as required. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Work with various cultural and ethnic groups in a tactful and effective manner. Experience and Training Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Two years in the design and production of multimedia programs, including writing scripts and script outlines, and the use of a variety of media production and editing equipment. Training: Equivalent to a Bachelor's degree, preferably with a major in communications, telecommunications, broadcasting, media arts technology, instructional media technology, or a related field. License or Certificate Possession of a valid California's Driver’s License may be required. 2022/07/07 CSC Agenda Page 12 of 13 CITY OF CHULA VISTA Multimedia Designer 4 PHYSICAL DEMANDS On an intermittent basis, sit for long periods of time at a computer or to perform editing of audio or video systems or material; stand for extended periods of time while utilizing a variety of camera and equipment; intermittently walk, stand, bend, squat, twist and reach; perform simple grasping and fine manipulation; use telephone and use a keyboard to communicate through written means; lift or carry up to 50 lbs. of equipment independently; push and pull carts to move equipment; reach overhead for supplies and to mount cameras; kneel or crouch to take photos or video and to install equipment; occasionally work at heights to place lighting, cameras and sound equipment. Specific vision abilities required by this job include close vision and the ability to adjust focus to read and operate camera equipment as necessary during the course of the work assignments. WORKING ENVIRONMENT Work is performed indoors in a carpeted and air-conditioned office environment with fluorescent lighting and moderate noise level. Some movement is required from office to office and there is exposure to the external environment when going to outlying City facilities or taking photographs or videos outdoors. 2022/07/07 CSC Agenda Page 13 of 13
