OF THE CITY COUNCIL OF THE CITY OF
Chula Vista, California
Held Monday March 14, 1955
The Council met in the Council Ch-tubers at City Hall on the above date
at 3:00 P.M with the following Councilmen present:
Council,~n Rader, DeGr-ae, Mansell~ Smith, DeWolfe
Absent: None
Also present: City A~m~uistrator Floyd, City Attorney M. Campbell, City Finance
Officer Grant
Mayor ~ansell led the salute to the Flag.
~ENFORCE~NT OF BUSINESS License Ordinances Discussed
Mayor Mansell brought up once more the question of enforcement of the
business license ordinance, in order to arrive at some solution to the problem.
It was discussed pro and con as to the advisability of hiring a f~l] time
enforcement officer to work out of the Finance office, or having a Police Officer
enforce the ordinance along with other duties.
Councilman Smith suggested the Mayor appoint a Committee to study the
problem, and report their reco~endations at a later meeting.
Mayor Mansell appointed Councilman DeWolfe, Councilm~n Rader, Police chief
Roberts, City Finance Officer Grant, and Walter Davis, Secretary of the Chamber of
Commerce to study the problem of business license ordinance enforcement, and report
their recom,~udations at a later meeting.
TEMPORARY ADNINISTRATIVE 0FFIC~ HIRED
An application was read from Glen Wade for the position of City Administrator.
Mr. Wade, former City Manager of Coronado, was present to answer an~ questions,
and stated he Would accept the position with the understanding it was ~st temporary,
pending the l~isurely screening by the Council cf all other applicants.
It was moved by Council,~n Smith, seconded by Councilman DeWolfe, and
carried, that Mr. Wade be hired at a salary of $8400. per year, on a temporary
basis not to exceed six months, on or before ~hich time a permanent appointment
will have been made. The motion carried by the following vote, to-wit:
AYES: Councilmen Rader, DeGraaf, Mansell, ._~,ith, DeWolfe

Absent: None
City Administrator Floyd askmd that he be relieved of the duties of City
Purchasing Agent. The Council suggested City Administrator Floyd remain Purchasing
Agent for the time being.
HEARING - Closing a portion of Moss Street
This being the time and place, as advertised, for a public hearing on
the vacating and closing a portion of Moss Street, M~yor M~n~ell declared the
public hearing open, and called for protests from the audience.
There being no protests, either oral or written, on the vacating and
closing this portion of Moss Street, M~Jor Mansell then declawed the public hearing
closed.
RESOLUTION No. 1696 - Vacating and closing a portion of Moss Street
Offered by Councilman DeWolfe, read in f,,11, passed, adopted and approved
by the following vote, to-wit:
AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe
Noes: None
Absent: None
CRDINANCE No. 514 - Amending Zoning Ordinance No. 398
(Restricting residences from M-1 & M-2 Zones)
This being an emergency Ordinance, it wes moved by Councilman DeGraaf,
seconded by Councilman Rader, ama carried, that the OrdinanCe be introduced and
adopted. The motion carried by the following vote, ~-wit~

~G~NIZATIONAL CHARTS
Organizational Charts were passed out to each Councilm-n, and Mayor
Maneell asSed if anyone had suggestions toward the more efficient operation of
any of the City Departments.
Councilman Smith suggested the matter be held over until the new
Administrative Officer could study the Charts and come up with recommendations.
The matter was tabled for one webk.
~ARKING ~ZTER Discussion
After lengthy discussion on the merits and demerits of the present
parking meter courtesy ticket program, and the use to which park4ng met~ ~
should be put, it was decided to continue policing the meters at at present, and
plan i~ the next budget so that at least a portion of the parking meter funds can
be set aside £cr the purchase of parking lots.

Madrona
Avenue.
Mr. French, owner of the property at the corner of Madrona and Landis
Avenue asked that the Council grant him an extension of sixty days to remove his
building which it has been established extends twenty feet into Landis Avenue.
Mr. French sxpl,t-ed the property is leased to a firm, which lease expires
March 31st, and he would like sixty days from that date to remove his building.
It was moved by Councilm, u Dewolfe, seconded by Councilman DeGr~*, and
carried, that Mr. French be granted a sixty day extension to MmV 31, 1955 to
remove his building as requested.
City Administrator Floyd stated Mr. Ted Bishop was high bidder for the
1938 Chevrolet pick-up truck, and the 1941 Allis-Chalmers Tractor, and recommended
their sale.
It was moved by Councilman DeWolfe, seconded by Councilman Smith, and
carried, that the pick-up truck be sold for $127., and the tractor for $1129.
as bid. The motion carried by the following vote-to-wit:

~w'~UIPME~T FOR PUBLIC WORE~ DEPARTmeNT
Mayor Mansell stated the bids on the trucks authorized for the PubLic Works
Dept. had not been very satisfactory, and asked that purchasing on bids be held in
abeyance until it is established that the eeluipmeut is what is essentially needed
for the department. After discussion, it was moved by Councilman Smith, seconded
by Councilman DeWolfe, and carried, that bids be re-submitted for the 5 to 8 ton
roller; that inquiry be made from G.M.C and the other agencies for their reason in
not submitting bids on other equipment advertised; review the requirements for a
Wobbly Wheel Roller, and make immediate purchase on the balance of the equ/?~nt.
ADJOURNMENT
It was moved by Councilman Smith, seconded by Councilman Dewolfe,
and carried, that the meeting adjourn to March 22, 1955 at
7:00 P.M.
