Commissioner Burroughs moved to excuse the absence, Commissioner De Lo Rosa seconded the motion and it carried by the following vote: Yes - 6 - Burroughs, De La Rosa, Milburn, Nava, Torres, Zaker Absent -1- Gutierrez PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE OPENING STATEMENT: Vice -Chair Zaker read the opening statement PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Commission's jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission mayschedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. None PUBLIC HEARINGS The following item(s) have been advertised as public hearing(s) as required by law. If you wish to speak on any Item, please fill out a "Request to Speak"form and submit it to the Secretary prior to the meeting. Page 2 1 Planning Commission Minutes February 12, 2020 1. PUBLICHEARING Consideration of Mitigated Negative Declaration IS16-0004 and MPA18-0003, MPA18-0004, MPA36-0019, DR36-0036, CUP 18-0010 amendments to the Chula Vista General Plan, Eastlake II General Development Plan, Eastlake 11 Sectional Planning Area (SPA) Plan along with Design Review and Conditional Use Permit for a proposed 1,200 unit self -storage facility on a 9.35 -acre site. Applicant: Mid -City, LLC Project Manager: Jeff Steichen, Associate Planner Staff Recommendation: That the Planning Commission adopt a Resolution for MPA18-0003, MPA 18-0004, MPA36-0019, IS36- 0004/DR16-0036 and CUP18-0010 recommending that the Chula Vista City Council approve: 1) A Resolution adopting the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program; 2) A Resolution approving amendments to the General Plan and Eastlake II General Development Plan and Eastlake II Planned Community District Regulations. 3) An Ordinance approving amendments to the Planned Community District Regulations 4) A Resolution approving Design Review Permit and a Resolution approving a Conditional Use Permit for the project. Jeff Steichen, Associate Planner, gave a presentation of the project which included the site plans and building elevations. QUESTIONS TO STAFF Some of the questions/comments expressed by the commissioners were: The commissioners expressed their concern for possible traffic issues in the surrounding neighborhoods and asked for clarification of hours of operation. Staff clarified that the hours of operation would be Monday through Sunday 7 a.m. -8 p.m. PUBLIC HEARING OPENED PUBLIC HEARING CLOSED Commissioner Torres moved to approve the project and Commissioner Milburn seconded the motion - the motion failed by the following vote: Yes - Milburn, Torres, Zaker No - Burroughs, De La Rosa, Nova OTHER BUSINESS 2. DIRECTOR'S REPORT None Page 3 1 Planning Commission Minutes February 12, 2020 Commissioner Torres reminded the commission that they are encouraged to provide input to the Growth Management Oversight Commission for the upcoming joint meeting.
