Campbell, City Planner Scherer Nayor Mansell led the salute to the Flag RESOLUTION No. 1709 - Approval of Tentative map of Kenwood ~illage No. 5 A letter was read from the Planning Commission recommending that the map be approved as submitted. Offered by Councilman Smith, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: None Absent: None RF~OLUTION No. 170~-~ Giving notice of proposed annexation of Sun Valley Offered by Councilman DeWolfe, read in full, passed, adopted and approved by the following vote~ to-wit: AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: None Absent: None RESOLUTION No. 1708 - Giving notice of proposed annexation of Country Club Hills No. 3 Offered by Counc~lw~u Rader, read in full, passed, adopted and approved by the foil&wing vote, to-wit: AYES: Councilmen Rader, DeGraaf, Nansell, Smith, DeWolfe Noes: None Absent: None ~/PRoPoSED ANNETATION OF CASTLE PARK SCHOOL It was moved by Councilman smith, seconded by Counci~-u DeWolfe, and carried, that City Administrator Wade inform the Superintendent of Schools that streets adjacent to the Castle park School must be brought up to City standard prior to annexation to the City of Chula Vista. RESOLUTION No. 1710 - Approval of Tentative Map of Sun Valley Subdivision Offered by Council-mu Rader, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: None Absent: None RESOLUTION No. 1711 - Approving agreement for operation of concession at Recreation Center Offered by Councilman Smith, read in full, passed, adopted and approved by the following vote, to-wit: AY~: Councilmen Rader, DeGraaf, ~ansell, Smith, DeWolfe Noes: None Absent: None RESOLUTION No. 1712 - Finding and determining that a majority protest has not been filed in, and ordering the abandonment of 1911 Act proceedings ~,r~er Resolution of Intention No. 1565 Offered by Councilman Rader, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Rader, De~raaf, Mansell, Smith, DeWolfe Noes: None Absent: None RESOLUTION No. 1713 - Approving agreement on sale of effluent from sewer plant Offered by Councilman Smith, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: None Absent: None OEDINANCE No. 519 - Amending Subdivision Ordinance No. 377 - First reading It was moved by Councilman Rader, seconded by Councilman DeGraaf, and unanimously carried, that ordinance No. 519 be introduced. The motion carried by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: None Absent: None The ordinance was thereupon read in full. ~w~OPOSED ORDINANCE - On Regulation of Construction of Masonry Garden walls After discussion, it was moved by Councilman Smith, seconded by Counc~lm~n Rader, and carried, that the Ordinance be sent back to the Engineers for modification. ORDINANCE No. 518 - Regulating sale and distribution of undesirable literature- Second reading It was moved by Councilman S~ith, seconded by Councilman Rader, and u~animously carried, that Ordinance No. 518 be placed on its second reading; that the reading of the text be waived, and the Ordinance adopted. It was adopted by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: None Absent: None ~S~ COIJNCIL I:~COI~DATIONS A letter was read from the Safetv Council recommending that steps be taken to bring the Fire Department up to standard in both m~n-power and equipment; to install four-way traffic signal lights at Fourth Avenue and F. Streets; that a priority system be followed to bring city streets up to standard. It was moved by Councilman DeWolfe, seconded by Councilman Smith, and carried, that the recommendations be taken under advisement. ~IL SERVICE C0}.~ISSION RECO~?ENDATIONS A letter was read from the Civil Service Commission recommending that the Council discuss the possibility of a contract with three or more Doctors to examine candidates for the patrolman and fireman positions instead of using one, as in the past. Also that the Council investigate the possibility of the City's entering into a contract with the County for certain laboratory tests available through it ,s Department of Public Health. It was moved by Councilm~ Smith, seconded by Councilman DeWolfe, and carried, that the City Administrator investigate the proposals, and report back at the next regular meeting. PLANNING CO~ISSION RECOmmENDATIONS' A letter was read from the Planning Commission recommending that the Council acqnire the triangular piece of property at the Northeast corner of Vista Way, and the proposed Hilltop Drive extension, in order to provide the proper right-of- way for said Hilltop Drive extension. It was moved.by Councilman Smith, seconded by Councilman Rader, and carried~ that a legal description of the property be obtained; that the City Administrator be authorized to have the property appraised, and necessary funds be appropriated from unappropriated surplus to pay the cost of the appraisal. The motion carried by the following vote, to?wit: AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: None Absent: None A letter was read from the Planning Commission, reco~nending that before zoning the Vista Square Housing project, a complete master plan be drafted of the area, and steps taken to dispose of seventy-one units on National Avenue. It was moved by Cotmc~lm~ ~ith, seconded by Councilman DeGraaf, and carried, that the recommendations be taken under advisement. ~PECIAL CENSUS Mayor Mansell stated that it was too late to have a Special Census taken in order to benefit financially this year, and suggested funds be allocated in the 1955-1956 budget for a Special Census. ~ C~LANGE PROPOSED FOR NATIONAL AVENUE Mayor ~ansell read a letter from the National Avenue Businessmens, Assn. recommending that the name of National Avenue be changed to Broadway. Ms~vor ~,~ansell stated he had requested that the proponents of the name-ch=nge bring in a petition signed by a majority of property owners on National Avenue before the matter is brought to public hearing. The other Councilmen were agreeable to the ~,~ayor,s request. RESOLUTION No. 1714 - Approving Sewer repayment contract with Hobart Homes Inc. Offered by Councilman Rader, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Nansell, Smith, DeWolfe Nos s: Nons Absent: None BIDS ON FOURTH AVENUE CULVERTS City Engineer Floyd stated he had received three bids for two 50" culverts under Fourth Avenue, to replace the present 30" Culverts on Fourth Avenue, Just West of the New Gymnasium. Bids received were: Pace Construction Co. $6696.00 Butterfield-Nelson Co. 8925.31 Barber Construction Co. 7978.00 City Engineer Floyd recomended that the low bid of Pace Construction be accepted and work started immediate~l~, as it was absolutely essential to install the enlarged CulVerts prior to next winter's rains. The Council suggested funds be appropriated in the 1955-56 budget for installa- tion of the culvert. ~'. STREI~ 13FIDI~ING Councilman Rader asked the City Engineer the present status of the E. Street widening project. City Engineer Floyd stated that Mr. Beuthel, District Office F~ngineer of the Division of Highways would be in the City on April 2?th to look over the project. NIGHT LIGHTS AT YOUTH CENTER Councilman Rader asked that the City Administrator have the night lights at the Youth Center checked to see that they are turned on each night at 10:O0 o'clock P.M and left burning for the remainder of the night.
