The Council met in the Council Chowders at the City Hall on the above date
at 7:00 P.M. with the following C~uncil,~- present:
Councilmen Rader, DeGr--~, M~n-ell, Smith, DeWolfe
Absent: None
Also present~ City Administrator Wade, City Attorney N. Campbell, City Engineer
Floyd, Ci~ Planner Scherer, City Finance Officer Grant, and
principal Engineer Johnson

APPROVAL OF COUNCIL MINUTES
It was m~ved ~y Councilman DeWolfe, seconded ~y Councilman Smith, end
unanimously carried, that the Minutes for the Council meetings of April 12th and
26th ~e approw~d, copies having been mailed to each Councilman.
APPROVAL OF PLANNING COMMISSION MINUTES
It was moved by Councilman DeWolfe, seconded by Council,~ Smith, amd unanimously
carried, that the Minutes for the Planning Commission meetings of April 18th and May
2nd be accepted, copies having ~een sent to each Councilman.
APPROVAL OF SAFETY COUNCIL MINUTES
It was moved by Councilmen DeGra~f, seconded by Council~ DeWolfe, and
carried, that the Minutes of the Safety Council for the meeting of April 14th be
approved, copies havt-E~ been sent to each Councilm~-u.
APPROVAL OF REClamATION MINUTE~
It was w~ved by Councilman Smith, seconded by Councilman DeWolfe, and carried,
that the Minutes of the ~creation Commission for the meeting of April 21st be approved,
copies having been sent to each Councilman.
~Z/DALSETH HILLS - Final map
It was moved by Council.~- DeWolfe, seconded by Councilman ~mith, amd unanimously
carried, that the map and t~Trovemant plans of Dalseth H~!]e Subdivision be accepted
upon the execution by the ~wner of a contract with the City of Chula Vista for the
installation of improvements, and the p~sting of a bond g~,=-anteeing the performance
thereof, which contract shall be first approved by the City Attorney as to form and
legality.
RESOLUTION No. 1715 - Approving improvement agreement for Dalseth Hills
Offered by Councilman Rader, read in full, passed, adopted and approved by
the following vote, to-wit:

ORDINANCE - Amending Subdivision Ordinance No. 377 - second reading
It was suggested by the City Attorney that this Ordinance be held up pending
further suggested revisions.
~ COUNT~ CLUB HILI~ NO. 3 - Tentative map
It was moved by Counc~ 1man Smith, seconded by Councilman DeGraaf, a~d carried,
that the map be referred back to the City Planner to work out access streets to the
North and West of the Subdivision.
0RDINA~CE - Regulating construction of free standing ~asonry garden walls.
At the request of the Building Inspector, this ordinance was held up for
revision. Council,~- Rader recom~ed the use of a six inch width concrete block
with steel in the construction of any wall up to six feet high, and suggested the
ordinance be referred back to the Engineers for redrafting.
~/~GINEER TO ATTE2~ PLANNING COMMISSION
A letter was reed from the Planning Commission requesting that the Council
direct a member of the Engineering Department to be present at each Co~nission ~eeting
and that the Engineers present, in writing, ar~ objections they might have to subdivision
maps submitted.
The Engineer advised the Council that with few exceptions a ~-~ber of hie
department had been present at each meeting of the Planning Commission.
The Council was of the opinion the request for written objections to maps
submitted was agreeable, with a check sheet beA~8 sufficient unless a matter of pri~e
importance, in which case a letter form should be used.
City planner 3cherer stated they were now trying to hold to the procedure as
outlined in the ~ubdivision Ordinance, allowing the Engineer fifteen days before ~aking
recommendations on a map to. the Pla~-~g Co,-~eeion, and this policy was proving
satisfactory.
It was ~oved by Councilw~- ~ith, seconded by Councilman Rader, and carried,
that the planning Commission be ~-~or~ed that the Council would continue its policy of
having an Engineer at each Planning Commission meeting.
~/PLANNING RECO~W~DATIONS OF CORTE MARIA ALIGNMENT
A letter was read from the Planning Commission recommena~ug the acquisition
of a sm~ll parcel of ~ in the 600 block for the proper align~nt of Corte Maria Ave.
It was ~oved by Councilwmn DeCrial, seconded by Councilman DeWolfe, and carried,
that a description of the property be o~ained, and that the City Administrator obtain
the owner,s price and if necessary, have the property appraised, ncnsy to be appropriated
out of unappropriated surplus to cover the' cost. The motion carried by the following
vote, to-wit ~

/F~ZONING OF NATIONAL AVENUE, THIRD AVENDE, and K. STREET RECORDED
A Resolution was presented from the planning Co~nission rec¢~m~nding the
rezoning of National Avenue, Third Avenue, and K. Street from M-1 to C-2.
In order to prevent any further M-1 businesses locating on National Avenue,
and because of the time involved in re~.oning the entire City, it was decided the best
policy would be to resons National Avenue ar~ ~he intersection at Third Avenue and K. Street
at this time as recommended by the planning Commission.
It was moved by Councilman Rader, secoeded by Councilman DeWolfe, and carried,
that the City Pis-net prepare maps for the National Avenue and Third Avenue and K. Street
rezoning, in accordance with the reco~w~_-dations of the Planning Co~ission.
The motion carried by the following vote, to-wit:

A letter was read fro~ the planning Commission requesting the Council to
instruct the City Attorney to attend each planning Com~ission meeting, and to give his
legal opinions in writing on Planning Commission resolutions and proposed ordinances.
It was suggested the City Attorney attend all meetings of the Planning Ccem~tssion
until excused by the Chairman, a~ to give legal opinions the best he can with 48 hours
being all,ed for wi~tten opinions.

~ATIVE LAYOUT for Parks in Vista Squaws requested by Recreation Commission
A letter was read from the Parks and Recreation Cc~=~sion informing the
Council they had instructed the Director of Recreation to make a tentative layout plan
for use of a portion of Vista Square for Park and Recreation purposes.
Because of the pr~=ity of Vista Square to the present Park, and the lack of
funds for more Park and Recreation purposes, it was thought unwise to use Vista Square
property for Park purposes.
Mr. Walter Zubaugh, ~ierra Way and Jefferson Avenue urged the Council to
consider Park -~ Recreation facilities west of National Avenue.
It was moved by Councilman Rader, seconded by Councilman DeWolfe, and carried,
that the planning C~uuission and Parks and Recreation Commission be notified not to
spend any further time planning park and Recreation preJects for the Vista Square
Housing area.

Because of the unsatisfactory physical etam~atior~ now being received by
candidates for patrolmen and firemen positions under the present arrangement with
op~ doctor, as repo~'ted by the Civil Se~',lce Commission, City A~-~istrator Wade
recommended that one of several optometrists, and three or more physicians be selected
to be on ca~ for any examinations prescribed by the Civil Service Commission. The
fees ~uld be $15.O0 for the physician and $5.00 for the optometrist.
It was moved by Councilman ~mith, seconded by Councilman DeGraaf, and carried,
that the Council concur with the request of the City Administrator. The motion carried
by the following Vote, to-wit:

SERVICE RECO~DATIO~ - Compensation plan for 1955-1956
A copy o£ the C~ll Service reco~endations in re~ard to the clasz~/~cation
and comper~ation plan for the classified service for the fiscal year 195~-56 was
presented to each Councilman.
Mr. Richard Higg~, civil SeA-,ice Commissioner, spoke on ~eB-l* of the Commission,s
recommendation. ~
It was decided that each Councilman be given time to thoroughly study the
rec.~-...endations, and that the Civil Service C.=....ission ~oet with the Council on Tuesday
May 17th at 7:30 P.M. for discussion.
~POO~ITION to proposed reduction in Motorcycle force
Mr. Sa~ Venner, 37 Sierra Wa~, spoke in opposition to discontinuing the use of
police motorcycles in the City of Oh,,la Vista.
Others in the a~4 ence also opposed a reduction in the number of motorcycle
policemen, especially where they were used for school patrol, and asked for a hearing
on the ~atter.
police Chief Roberts explained that they proposed to continue the uSe of
motorcycles as far as the school patrol was coucerned.
Mayor Mansell stated that all ~eetings were open to the public, and that there
would be a public hearing on ~he budget, d-.,ly advertised, as provided in the charter.
POLLUTION C0~TROL
Mayor Mansell stated there would be a hearing on Air pollution control before
the County Board of Supervisors May 3let, which he planned to attend, and urged any
other interested parties to attend. Mayor Mansell asked authority to write the
Ma~ore in other cities in the County to ask for their opinions a~ support in keeping
the control loc-ltsed, and to insist upon official representation on the advisory
committee on Air Pollution Control.
The Couneil was favorable to the Mayor,s request.

A copy of a~. application to the califoruia Public Utilities Cc~miasion for
a rate ~-rease by the ~n Diego Transit ~ystem was read to the Council.
The Council exp~ased opposition to the proposed rate increaSe, and directed
the City Administrator to-take what steps were necessary to voice a protest.

~EQUEST FOR ADDITIONAL STRr~' LI~%,TS ON NATIONAL AVENUE
A letter was read from the National Avenue Business Me~s, Association
requesting a continuation of the street lighting l~roJee~ started for National Avenue
in 1954. Mr. J. C. Crain, President of the Association, ~ged the Co~cil to do what
they could to finish the project.
It Was suggested the matter be considered with other requests during the budget
sessions, and that the City Engineer submit an estimate of the cost.

A letter was reed from the National Avenue Business Nons, Association requesting
two hour parking zones on National Avenue.

that the matter be referred to the Safety Council for recommendation.
