Campbell, City Engineer Floyd, City ~inance Officer Grant, City planner Scherer APPROVAL OF COUNCIL MINUTES It was ~oved by Councilman ~mith, seconded by Councilman Rader, and ur~us]~v carried, that the M~nutes fc~ the Council meetings of May lOth, 24th, and 31st be approved, copies having been sent to each Councilw~n. ACCEPTANCE OF PLaNNInG CO~S~ION MINUI~S It was ~oved by Councilm~n Rader, seconded by Councilman DeGraaf, and unanimously carried, that the ~g~nutse of the planning Com-~ ~sion meeting for M~y 16th be accepted as mailed. ACCEPTANCE OF SAFETY ~OUNCIL MINUTES It was moved by Councilman Smith, seconded by Cour~ilman Rader, and ~usl~ carried, that the Minutes of the ~afety Council meeting for Ma~ 12th be accepted as m.~ led. ACCEPTANCE' OF PARK AND RECREATION COUt~$$ION MINUfES It was moved by..Councilman S~it~, seconded by Councilman Rader, and unanimously carried, that the ~tes of the Recreation Co~w~ssion meeting of Ma~ 19th be accepted as ~ led. ~/CO~SSION MINUTE APPROVAL DELETED FROM COUNCIL AGE,AS Disc~ssiun centered aronn, the advisability of approving or accep+.~-~ the M~utes ~f the various Ooa~issione, and whether or not ar~ particular purpose was accomplished by so doing. It was pointed out by the City A'm~istrator that this ~as t~e onl~ City in this area follo~ this procedure. Counci].~n DeWolfe ~ DeGraaf mere of the opinion the U~nutes should ~.t least be acknowledged, and contents noted, as a courtesy to the Cow~Hssioners. It was moved by Councilman S~ith, seconded by Councilman Rader, a~d carried, that approving of the Minutes of the p]a-ning Co-~tssion, Safety Council, e;,'w~ park~ and Recreation O.~1-sion be deleted from Council Ager~am in the future. The motion carried by the following vote, to-wit: AYES~ Oounc~-n Rader, Maneell, S~ith NOF~ Councilmen DeGraaf, DeWolfe Absent: None 4/P~BLIO HF.~RING - Annexation ~f Sun Valley This being the ti~ and place, as advertised, for a public hearing om the above mentioned annexation, Ma~or Maneell declared the public hearing open, and called for protests from the audience. There being no protests, either eral or written, from property owners within the territory proposed to be annexed, or otherwise, the M~vor declared the public bearing closed. ORDINANCE No. 522 - Approving annexation,of Sun Valley It was moved by Counc~]-~- P~der, seconded by Council~a~ Dewolfe, .n~ unanimously carried, that Ordinance No. 522 be introd-~ced. After reading of the title, it was moved by Councilman Rader, seconded by Counci~m-~ DeWolfe, and ca~-;:~ed, that the reading of the text be waived, the Ordinance being in the s---- form as all previous annexation ordina~ces. ORDINANCE No. 523 - Approving annexation of Country Club Hills No. 3 It was moved by Counci~w~- DeGraaf, seconded by Councilman Rader, and unanimously carried, that Ordir~e No. 523 be introduced. Aftsr reading of the title, it was moved by Counci~m=- DeGraaf, seconded by Councilman Rader, and carried, that the reading of the text be waived, the ordir~c.e being in the s=m- form as all previous annexation ordinances. Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes = None Absent: None PUBLIC HEARING - Budget 1955-1956 This being the time and place, as advertised, for a public hearing on the budget for the fiscal year 1955-1956, Ma~or Mansell decl-~ed the ~ublic hearing open, and asked if anyone in the audience wished to be heard on the budget. There being none in the audience wishing to be heard, Mayor Mansell declared the public hearing, closed. RESOLUTION No. 1772 - Approving sewer repayment contract - Frank L. Whittington Offered by Counoi~an DeWolfe, read in full, passed, adopted and approved by the following vote, to-wit: ~AYES: Councilm~n Rader, DeGraaf, Mansell, Smith, DeWolfe Noes = None Absent: None ~POSED DEDICATION OF PORTIONS OF MITSCN~ AND C(~TE MARIA STREETS Mr. Frank Whittington appeared to ask if the Council would cor~ider accepting dedication of the Norther]~v 25 feet of Mitscher Street for 225 feet ~est of Certe Naria, if he installed curbs, gutters, and paving and also accept dedicatiun of the West half of Corte Maria from Mitscher Street to I. Street, the Southerly 80 feet of which he would curb and gutter. After discussion, the Council indicated they were favorable to such dedication. ORDINANCE No. 520 - Establishing Truck Routes - Second reading It was moved by Councilm-u DeGr--~', seconded by Councilman Rader, and carried, that Ordimmnce No. 520 be placed on its second reading, and that the reading of the text be waived. The motion carried by the following vote, to-wi%: AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: None Absent: None After reading of the title, it was moved by Councilman DeGraaf, seconded by Rader, and carried, that the Ordinance be adopted. H. BROWN to Civil Se~-vlCe Commission The names of Keith Hall, James H. Brown, and C. C. Alley ware certified to the Council by the City employees for appointment of one to the Civil Service Comm~esion to succeed Richard Eiggs. It was moved by Councilman DeGraaf, seconded by Councilman Rader, and carried, that Mr. James H. Brown be appointed a member of the Civil Service Ccmm~ceion. The motion carried .by the following vote, to-wit: AYES: Councilmen Rader, DeGr=~e, Mansell, Smith, DeWolfe Noes: None Absent: None RESOLUTION No. 1725 - Accepting Deed to Lots A & B of Dalseth Hills No. 1 Offered by Councilman Rader, read in full, passed, adopted and approved by the following vote, to-wit~ AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: None Absent: None RESOLUTION No. 1726 - Changing name of National Avenue to Broadway Offered by Councilman Rader, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: None Absent: None /~OOL DISTRICT REQUEST FOR RENEWAL OF LEASE ON VISTA SQUARE PROPERTY A letter was read from the Ch,,]~ Vista City School District requesting a continuation of their lease on building 502-504 in Vista Square Housing, and ~1~o requesting that the City lease to them adjacent vacant land for a parking site. ~ ORDINANOE No. 525 - Regulating moving of buildings into the City It was moved by Counc~l~=n DeWolfe, seconded by Councilman DeGraaf, and ca.-A-led, that ordirm~ce No. 525 be introduced. Campbell advised the Council to direct the City Ad,.~ nistrator to re-negotiate the lease to include new rental rates. VISTA SQUARE RENT INCREASES APPROVED A su~m~y of the proposed rent increases for Vista Square Housing was presented by Housing Manager Stanley. It was moved by Councilman Rader, seconded by Councilm~n S~ith, and carried, that the following rent raises be approved, and that the Manager notify the tenants within thirty days, as prescribed by law: 1 bedroom - $36.50 Duplexes 2 bedroom $44.50 s 3 bedroom - $48.50 Two-s tol~ Sections 0 bedroom - $32.00 1 bedroom - $~.50 2 bedroom - $47.50 3 bedroom - $52.50 ORDINANCE No. 524 - Re~,~ting beaching or abandoz~ent of Vessels upon Tidelands It was moved by Councilman Rader, seconded by Councilman DeGr-a~, and carried, that Ordinance No. 524 be introduced. STREET City Administrator Wade stated a letter had been received from the I/mia Vista Development CompanF notifying the City of their intention to store buildings temporarily on a ten acre site at the foot of F. Street prior to transporting to Mexico and County areas. The Council suggested they be informed to comply with the new ordinance, mmCEST A letter was read from the Planning C~mm~sion reco~nding that Engineering Service Corporation be awarded a new contract to prepare topographies for County areas East and Southeast of Hilltop Drive and L. Streets. FROM ~/ULA VISTA WOMANS' CLUB A letter was read from the for backing up every issue presented letter of acknowledgement be sent to Chula Vista Womans, Club thanking the Council to them by the Club. The Council suggested ~ the Club. ~/COMMISSIONS TO BE NOTIFIED OF STATUS CoUnC~]m=~ Rader suggested the City A~m~nistrator write letters to all Commission members asking that they continue to serve until their respective successors are appointed, and that the s~me_ Chairman preside until the new members are seated. ~NV/TAT~ON TO CORONADO'S 2th of Ju~ Celebration Uay~r Uansell read a lettsr from the Clty off Coronado lnvlt/ng Counotl representation to the/r July ~th celehrat~ton. No action taken, ~CIVIL SERVICE RECONNENDATION A letter was r~ad from the Ci~L1 Service Commission recommer~ that Section 12 of Rule 2 of the Civil Service Rules be amemded by adding the position of Policewoman as CI--s No. · 14 with the salary at range 19, compensation based on a f,,l~-time month, 40 hour week. It was moved by Councilw~n Smith, seconded by Councilman Rader, and carried, that Section 12 of Rn~e 2 of the Civil Service Rules be amended as reccmme~-_d by the Commission. ~/~UNTY CML SERVICE CONTRACT It was suggested that approval of the contract be put off until the next meeting in order to give the City ~m~nistrator an opportunity to make a coz~arison of co, ts to see if it would not be more economical for the cit~ to hire their own ew~m~ here. ~ INSURANCE BIBS City Finance Officer Grant presented two bids received for renewal of Cit~ fire insur~r~_~_® for the next five year ~eriod. Farmers Insurance Group Bid $676.30 Chula Vista Insurance Agents Association $794.00 It was decided to hold the matter in abeyance until the next meeting. /POST-OFFICE Set-back City Administrato~- Wade stated that the planning C~ission requested that the new Post-Office be lined up with the Library on Guava Avenue, and that in order to do this, an additio~l ten feet to the East would have to be allotted to the Post office Department. It was moved by Councilman DeGraaf, seconded by Councilman Radsr, and carried, that an additional ten feet on the East be made a part of the leased post Office property. The motion carried by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: None Absent: None ~J~NISTRATIVE OFF£CER APPOINTED Mayor Mansell stated mar~ applications had been received and studied for the position of city Administrator, and it had been decided that Glenn Wade, temporary appointee, was well qualified for the position. It was moved by Counc~lmln Smith, secor~led by Councilman Rader, and carried, that Mr. Glen~ Wade be appointed Cit~ Administrative Officer. The motion carried by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf~ Mansell, Smith, DeWolfe Noes: Nons Sbeent: None /DISCUSSION ON OLD LIBRARY SITE Mayor Mansell stated it had been established that the old Library building could not be used for public purposes, and asked what disposition should be m~.de of the property. It was moved by Councilman Racier, seconded by Councilman Smith~ and carried, that the City ~_~m~ uistrator get a partial appraisal of the grounds at this time and see what negotiating could be done with Hobart-Topper Inc. to pa~ off the new Library. ~OLICE CARS A discussion followed as to ~ny the bids for police cars stipnl-ted they must be 180 horsepower when 160 horsepower would see to be adequate. It was decided to bring the mattel up at the next meeting when the Chief-of- police would be present.
