HomeMy WebLinkAboutReso 2022-135 DocuSign Envelope ID:41A356E4-0834-4CC7-88BB-6551F08138CF3 RESOLUTION NO. 2022-135 RESOLUTION OF THE CITY OF CHULA VISTA: (1) APPROVING AN AMENDMENT TO THE 2021/2022 ANNUAL ACTION PLAN TO REALLOCATE FUNDING FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT UNDER THE EMERGENCY SOLUTIONS GRANT; (2) AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE AN AMENDMENT TO THE SUBRECIPIENT AGREEMENT WITH SBCS FOR EMERGENCY HOMELESS SHELTER OPERATIONS; AND (3) AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE AN AGREEMENT WITH CLEAN THE WORLD FOUNDATION, INC. FOR THE FRESH START WASH &WELLNESS PROGRAM WHEREAS, as a Department of Housing and Urban Development ("HUD") entitlement community, the City of Chula Vista receives grant funds under the Community Development Block Grant ("CDBG"), Emergency Shelter Grant (`BSG"), and the Home Investment Partnerships Program ("HOME"); and WHEREAS, on June 15, 2021, the City approved the 2021-2022 Annual Action Plan describing the City's goal, objectives, and funding priorities for the program year; and WHEREAS,the increase in the number of unsheltered in the City has resulted in a growing need for setvices, especially under outreach and shelter services; and WHEREAS, the City has identified funding available under the ESG-CV grant, allocated for this purpose; and WHEREAS, ESG-CV funding regulations require that the funds be expended within a certain time frame ensuring that the funds are effectively used for the intended purpose of responding to Covid-related issues; and WHEREAS, in order to expend funds in the required timeframe it is necessary to have the flexibility to make necessary amendments to existing ESG subrecipient agreements; and WHEREAS, per HUD regulations, any change in the Annual Action Plan related to funding strategies, funding amounts or public participation process constitutes a Substantial Amendment to the respective planning documents; and WHEREAS, Staff has prepared an amendment to the 2021/22 Annual Action Plan per HUD Rules and Regulations; and WHEREAS, the City followed its Citizen Participation Plan and held a public comment period from June 3 to June 8, 2022; and DocuSign Envelope ID:41A356E4-0834-4CC7-88BB-6551F08138CF3 Resolution No. 2022-135 Page No. 2 WHEREAS, Staff has determined that the proposed activities are eligible for ESG funding; and WHEREAS, each project and program selected meets a national objective to benefit primarily low/income households, specifically homeless individuals or families; and WHEREAS, City desires to execute an Amendment to the Subrecipient Agreement with SBCS Corporation for continued Emergency Homeless Shelter Operations; and WHEREAS, City desires to provide shower services for unsheltered individuals and Clean the World Foundation, Inc. has significant experience in providing mobile shower services for unsheltered individuals, including providing the required mobile shower vehicle and full supporting shower services, as described in the attendant Staff report and attachments; and WHEREAS, in order to procure shower services, Clean the World Foundation, Inc., was chosen based on Contractor's unique qualifications, including full inclusive services related to the mobile shower unit and wrap-around services and that the City's interests would materially be better served by a sole source award; the City finds that on those bases, Clean the World Foundation, Inc., was awarded the contract on a "sole source" basis under the authority of Chula Vista Municipal Code sections 2.56.070(B) (3) and(4) for contracts approved by City Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it: 1. Finds the above recitals, including findings, are true and correct and hereby adopts them. 2. Approves the 2021-2022 Annual Action Plan Amendment. 3. Authorizes the City Manager or designee to execute an Amendment to the Subrecipient Agreement with SBCS Corporation for Emergency Homeless Shelter Operations, in substantially the form presented, on file with the City Clerk's Office, and subject to modifications required by the City Attorney's Office. 4. Authorizes the City Manager or designee to execute an Agreement with Clean the World Foundation, Inc. for the Fresh Start Wash & Wellness Program, in substantially the form presented, on file with the City Clerk's Office, and subject to modifications required by the City Attorney's Office. 5. Authorizes the City Manager to amend ESG-CV Subrecipient Agreements as necessary. 6. That it authorizes the reallocation of$1,418,000 to Homeless Outreach Services ($325,000), SBCS Emergency Homeless Shelter Operations ($780,000), and Clean the World Fresh Start Wash & Wellness Program ($313,000) from the available Emergency Solutions Grant Program funds (Org Key 272534).
